About this file
This is a Technical Questions and Answers document for Request for Quotation ARFQ 0211 GSD1700000057, issued by a state agency for annual comprehensive inspections, cleaning, and maintenance services for pressure boilers. The document addresses a bidder's inquiry regarding the required qualifications and certifications that personnel must possess to perform work under the contract. The specification originally referenced two certification pathways: a Boiler Inspection, Cleaning and Maintenance License, or Boiler Certification and Apprentice Certification completed prior to January 1, 2006. The document clarifies that these requirements apply as post-bid, pre-work mandatory requirements for the awarded vendor rather than as required bid documentation.
The revised specification permits vendors to meet qualifications by providing documentation of either a valid Division of Labor license to service high-pressure boilers or competency certification from a recognized training entity that provides HVAC license holder training for equipment service, whether through generic or factory-specific programs. The agency explicitly states that specifications 3.2.1 and 3.2.2 should be disregarded as required bid documentation but remains binding on the awarded contractor prior to performing any work, with documentation to be provided to the Agency representative.

REQUEST FOR QUOTATION Annual Comprehensive Inspections, Cleaning and Maintenance for Pressure Boilers
ARFQ 0211 GSD1700000057
TECHNICAL QUESTIONS AND ANSWERS:
QUESTION 1
I do have a question regarding the spec copied and pasted below:
3.2. Work under this Contract may only be performed by a mechanic who has first provided documentation of certifications and or licensure for the following:
3.2.1 Boiler Inspection, Cleaning and Maintenance License
3.2.2 Boiler Certification and Apprentice Certification or Completion of Boiler Vocational Program prior to January 1, 2006.
Can you provide some clarification around this spec?
ANSWER 1
This post-bid, pre-work requirement can be met by providing (to the Agency representative, prior to performing any work), either a valid license from Division of Labor to service high pressure boilers and /or competency certification from a recognized entity which provides training to HVAC license holders to perform service on said equipment, be it generic or factory-oriented for the type of equipment. Please disregard Qualifications specifications 3.2.1 and 3.2.2 (as a matter of required bid documentation), but assume the requirement (as restated and clarified in this addendum) to be a Mandatory Requirement of the awarded vendor.
