GSANDER72023: Notice of Opportunity (NOO) for GSA/PBS National Deep Energy Retrofit (NDER) Round 7 ESPC Procurement
AMENDMENT 0002 - QUESTIONS AND ANSWERS
1. Question: I did not see a specific date for Questions to be submitted. Is the GSA accepting questions for this NOO and, if so, what is the due date for those questions to be submitted?
Answer: Reference Notice of Opportunity Amendment 0001 posted on May 9, 2023 revised section E, additional item 5. Questions regarding this NOO should be submitted to heidi.johnson@gsa.gov and sharon.conger@gsa.gov no later than May 26, 2023 at 12 noon Eastern Time.
2. NOO Reference:
Factor 1 Evaluation Standard:
“Meets the standard
a) Each project summary includes a completed table from Attachment C, and
b) Each project meets criterion 1 demonstrating achievement of at least 30% EUI reduction.
c) Each project must correspond to a minimum of five of the items listed in criteria 2-8.”
Question: As indicated in the NOO each Past performance example must meet criterion
1. Historically, ESPC projects did not have a Deep Energy Retrofit goal as a stated objective and therefore very few of them achieved over 30% energy use intensity (EUI) reduction. However, many of them were highly successful projects that provided federal agencies with significant savings and much needed infrastructure and energy system upgrades. This is the first NDER Round where this has been a criterion and it eliminates many highly successful projects that met or exceeded their goals. Would the GSA consider 25% EUI reduction as an acceptable past performance level for criterion 1?
Answer: Reference Notice of Opportunity Amendment 0002 posted on May 15, 2023 revised Factor 1 Evaluation Standard, “meets the standard” (b) and (c) and “exceeds the standard” (a) on page 6.
