About this file
This is a GSA Procurement Notice issued by the Oregon Department of Corrections (ODOC) on August 29, 2022, for programming services to design and implement an Automated Victim Notification System using SAVIN360 on the Microsoft Dynamics 365 platform. The agency determined that its current victim notification system, under contract expiring December 31, 2022, no longer meets operational needs. ODOC identified InfoStrat as the prospective contractor based on research demonstrating that the vendor's fully customizable system successfully serves other state correctional agencies with proven implementation capability. The system replacement must be set up and verified prior to the existing contract expiration, with InfoStrat capable of completing implementation within approximately 90 days. ODOC is utilizing the GSA contract GS-35F-0253N to establish the agreement with InfoStrat to expedite the procurement process given the compressed timeline requirements.
The procurement process allows for written protests from affected persons, which must be submitted by email to eric.s.mcdowell@doc.oregon.gov by 2:00 p.m. PST on September 6, 2022, with the protest subject line referencing Notice #S-29100-00004226. Protesters must provide their names, contact information, and detailed grounds demonstrating how the procurement process is contrary to law or legally flawed, along with proposed relief sought. No specific pricing information is provided in the notice. The expedited procurement methodology—using an existing GSA contract rather than conducting a competitive solicitation—reflects the agency's urgent operational need to transition systems within the existing contract period.

PUBLIC NOTICE
GSA PROCUREMENT
By
DEPARTMENT OF CORRECTIONS
For Automated Victim Notification System
Date: August 29, 2022
Services to be acquired: Programming services to design an Automated Victim Notification System using SAVIN360 that will reside on the Microsoft Dynamic 365 platform.
Prospective contractor: InfoStrat
Agency needs: The Oregon Department of Corrections (“ODOC”) has determined that the current victim notification system will no longer fit the needs of the Agency. The current contract for services expires June 30, 2022 December 31, 2022 and a new system will need to be set up and verified prior to the end of the existing contract.
Through research and discussing the current issues with other State Correctional Agencies that have gone through similar situations, it has been found that InfoStrat has developed a fully customizable system that will fit the needs of ODOC. The system has been in place with other State Correctional Agencies and there were no issues found with the transition. InfoStrat can implement a replacement system for ODOC in approximately 90 days.
Due to the short timeline to put the system into place, ODOC will be using the General Services Administration (“GSA”) contract GS-35F-0253N to create an agreement between ODOC and InfoStrat for the needed system and deployment.
