Question Response

Q & A #14 was in regard to waiving the AISC requirement for this project. The answer that was provided was “Owner to provide decision on any waivers.” We need to know before the bid if it will or will not be waived. Some companies will not bid this project if the requirement is not waived. There is will also be a higher cost to have the AISC requirement. Please provide a definitive answer prior to the bid date.

There is still steel work to be completed and the Government expects all work to be in compliance to AISC requirements.

158 Q & A #50 asks, “With regard to the equipment in storage, Appendix F list the equipment but does not indicate where Bowers bought the equipment from. We need this information in order to contact the rep for cost on extended warranties.” This question was not answered in the

Addendum. Please answer Q & A #50.

The Government requires that the contractor use all furnished equipment (Appendix F) with a 1-year workmanship warranty along with the rest of the project. The Contractor will not be required to provide extended warranties for any equipment furnished by the Government but will be expected to assist the

Government in contacting the manufacturers and establishing extended warranties on a case -by-case basis as determined by the Contracting Officer.

Q & A #57 asks, “Equipment schedule lists Recovery coil RHC 37.1 and

37.2, Appendix F lists only 37.2 Should we assume purchase of 37.1?

GSA answer was “P & W – ESD: Yes, assume RHC-37.1 is onsite. Also provide a separate line item allowance to purchase both RHC-37.1 and

RHC-37.2 in the event that both coils cannot be located onsite.” There is no allowance on the Bid Breakdown Sheet for this item. Please provide a revised Bid Breakdown Sheet for this new allowance item OR can this line item be typed on the bid form.

The contractor is responsible for the procurement of all equipment not listed on Appendix F

Q & A #60 asks, “Appendix F lists one (1) Cabinet VFD for AHU 37.1 but does not mention 37.2. Should we assume purchase of the other

VFD? GSA answer “P & W – ESD: Yes, assume VFD for AHU-37.1 has been purchased and is located onsite. Also provide a separate line item allowance to purchase VFDs for both Air Handling Units in the event that both VFDs cannot be located onsite.” There is no allowance on the

Bid Breakdown Sheet for this item. Please provide a revised Bid

Breakdown Sheet for this new allowance item OR can this line item be typed on the bid form.

The contractor is responsible for the procurement of all equipment not listed on Appendix F.

Q & A #41 asks, “After reviewing the solicitation on pages 6 -9, do the representatives and certifications, bid guarantee, GSA form 524, other information, and JV documents go into the technical or price proposal?

GSA’s answer to #41 is “Price Proposal.” Q & A #42 asks, “Paragraph

II.C (1) of the solicitation states, The Price Proposal shall consist of the

SF 1442 and the Agreement, with prices and/or rates indicated for each price element shown on the pricing form included in Section II of the

Agreement. In looking at the Agreement, Section II.B. states, Contract pricing form is an attachment to the SF 1442 Solicitation offer and award. Contract pricing form is to be submitted with SF 1442. Does this mean that we only need to include 7. SF1442 attach Contract Pricing

Sheet final with our Volume II – Cost Proposal, rather than the entire

Agreement (35 pages)? GSA’s answer to #42 was “Correct.” Q & A

#136 asks, “Page 7 of the solicitation requests the Agreement is to be included in the Price Proposal. Please confirm that’s correct.” GSA’s answer to #136 is “Correct.” The answers provided to Q & As #41, #42

& #136 are confusing; completely different answers. Please clarify what is required to be turned in with the Price Proposal and what documents are to be turned in with the Tech Package.

TECHNICAL VOLUME: addresses only the three (3)

FACTORS Factor 1: Experience Factor 2: Key Personnel

Factor 3: Past Performance Technical Requirements shall not be longer than 60 pages.
