A. Materials Submitted

The Contractor is advised that all submissions and related materials become the property of the Government and will not be returned.

B. Instructions.

1. General:

a. The contents of Volume I and II (as further described herein) constitute the offer made to the Government. Therefore, care must be taken to properly address the requirements set forth in the RFP, and should an offer not manifest its assent to the material terms and conditions of the RFP, the Government may consider such an offer unacceptable.

b. Each proposal shall be clearly and concisely presented in writing (telephonic and telegraphic offers will not be accepted). Include all information required by this solicitation, with pages numbered and logically assembled. Each proposal shall identify the name of the Contractor, date of submission, solicitation number, and other details required by the provision at FAR 52.215‑9 of this RFP.

2. Proposal Format and Content:

a. Proprietary Data: Each and every page of both the technical and price proposals must be reviewed for and marked as to proprietary data content, by the Offeror, in strict compliance with FAR Provision 52.215‑12. Also see FAR 3.104‑4(j)(2). A single blanket statement at the front of the proposal is not adequate. Failure to mark every page will subject your technical proposal to public release through Freedom of Information Act requests.

b. Proposal Arrangement: Each proposal shall consist of two physically separate volumes individually titled and numbered on the exterior of the top covers as stated below. The required number of each proposal volume is also shown below:

c. Do not exceed the above number of volumes. These volumes may not be broken down into separate booklets. Each Offeror responding to this solicitation shall submit a maximum of two packages, with one package containing the Volume I and the other package containing the Volumes II. Please label each package with name and business address of firm, solicitation number, and the contents as to either Volume I or Volume II. Each offeror must deliver both packages to the GSA Bid Room (Room No. 1065) on the first floor of the GSA Regional Office Building, 7th & D Streets, SW, Washington D.C., 20407. Any packages delivered after the established closing date and time for receipt of offers will not be considered. Note that offerors are cautioned to provide sufficient time for persons delivering an offer to clear through the building's security system, necessary to access the Bid Room.

d. Price Proposal (Volume I) Contents (per copy): Enter original signatures (dark blue ink) on all documents signed. Be sure that all information is correct and accurate. Protruding tabs must be used to separate each section/form(s). The offeror must include:

Tab 1- three (3) Standard Form 1442 (Solicitation, Offer and Award) which contains both the Tax and DUNS numbers and One (1) Standard Form 24 (Bid Bond).

Tab 2- one (1) copy of the completed pricing sheet; attachments to the pricing sheets from the offeror which detail additional pricing/information may be included, provided they are so identified and do not qualify or form a part of the offer.

Tab 3- one (1) set of GSA Form 527 (Contractor’s Qualifications and Financial Data), one (1) Organizational Conflicts of Interest Disclosure Certificate and one (1) SFLLL (Lobbying Disclosure).

e. Technical Proposal (Volume II) Contents (per copy): Include the following technical information in the exact order shown; each section Tab must protrude beyond the standard page width for ready indexing. Do not discuss any pricing matters in this volume. Do not combine or repeat data for one Tab with that of any other Tabs, or change the order in which subject items are set forth in these instructions, when preparing your proposal. See Section M of this RFP for the relative importance of each evaluation factor. For the Technical Proposal, please try to stay close to the 70 numbered page limit exclusive of the table of contents, charts, exhibits, and any other materials the offeror deems required for each evaluation factor listed herein for which the offeror is addressing.

II. Proposal Instructions - Evaluation Factors. The Technical Proposal must address the following items:

This factor considers the extent of the Offeror’s past performance with reference to such aspects as costs, timeliness, and technical success. Offerors must demonstrate the following:

(1) The Offeror has a track record of satisfactory performance as a General Construction (GC) Contractor responsible for the construction of at least two (2) new concrete office or garage projects, completed within the past ten (10) years from the point of completion.

Particular attention should be placed on the sequencing of work and on how the Offeror intends to manage their subcontractors in order to insure a smooth working relationship with the occupants of the building. The Offeror should also discuss their procedures to insure strict quality control relative to both workmanship and materials.

TAB E.

SUBCONTRACTING PLAN

Relative Weight = 5%

An Offeror that is not a small business must submit an acceptable subcontracting plan. A small business-corporate entity whose receipts do not exceed $31.5 million average annual gross revenues for the last three years (and for a joint venture, the revenues of the joint venture participants may not exceed this threshold when combined) need not submit a subcontracting plan; rather, the Offeror will be considered to have met and exceeded the standard of evaluation for this evaluation factor.

Standard for Evaluation: This factor is met when:

The Offeror's subcontracting plan provides for participation by Small Businesses, Small Disadvantaged Businesses, HUBzone Small Business, Small Veteran-Owned Businesses, Small Disabled Veteran-Owned Businesses and Small Women-Owned Business firms in the percentages specified in the RFP. The plan must include all the information, goals, and assurances required by FAR 52.219-9 and GSAM clause 552.219-73, and it should demonstrate an understanding of the small business subcontracting program’s objectives, GSA’s expectations regarding the program, and a formal plan for subcontracting with other responsible firms. If selected for award, the Offeror's subcontracting plan should be ready for approval actions without the need to obtain additional information.

In addition to the narrative and all information required by GSAM clause 552.219-73, Offerors should address, but are not limited to, the following:

Overall Target Participation (OTP)

a) Overall Target Participation (OTP) goals are a summation of all awards to SB, SDB, Hub Zone, Veteran-Owned SB and SWOB concerns at all tiers of the project.

b) The Government will allow the Offeror’s Subcontracting Plan to include OTP for first, second, third, and lower tier subcontracting.

c) There shall be NO double counting of dollar amounts.

d) The denominator used to arrive at the percentage goals for SB, SDB, Hub-Zone SB, Veteran-Owned SB and SWOB must be the total amount subcontracted, and not expressed in a percentage of the total contract amount.

TAB F

APPRENTICESHIP PLAN

Relative Weight = 10%

The Government will evaluate the means by which the Offeror shall promote the growth of skilled craft labor, specifically the contractor's use of a registered apprenticeship program. (As used herein, the term "registered apprenticeship program" is a program that is registered with the United States Department of Labor or State Apprenticeship Council under 29 CFR Part 29.)

The evaluators will review the plans submitted by the Offerors to verify compliance with the RFP requirements. Offerors shall provide an Apprenticeship Plan with a narrative, detailing the following:

1.

Trades to be subcontracted and those to be self-performed.

2.

Percentage of trades (subcontractors) to be awarded to entities using registered apprenticeship programs (If the general contractor is self-performing trades, identify this information as it applies to such trades).

3.

Target number of apprentices to be employed under this contract. Include plan regarding recruitment and training strategies.

4.

New apprenticeship programs to be initiated as a result of this contract.

5.

Safety Training Program. Provide a complete list of specific training courses and requirements to be utilized by the contractor and major trade contractors or subcontractors. Provide for each contractor or subcontractor, the following information regarding any safety training provided for supervision and craft labor employees: (a) how much time approximately does each company devote to safety training?; and (b) what steps are taken to ensure that safety training is conducted in an effective manner?

III. BASIS OF AWARD

A. AWARD. Award will be made to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, technical factors and pricing considered. The "best value continuum, tradeoff process" is the method that will be used to evaluate price and other factors specified in the solicitation, with the goal being to select the proposal that offers the best value to the Government in terms of performance quality and pricing. The objective is to select the proposal that offers the most for the money, without necessarily basing selection on the lowest price (See FAR Part 15).

B. COST OR PRICE EVALUATION. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. However, as the technical ratings become closer, price becomes more important. Cost or price will not be assigned a numerical weight, point score or adjectival rating, but will be evaluated. Price Analysis will be used, as applicable, for comparisons of proposed prices, not only to determine whether they are reasonable, but also to determine the Offeror's understanding of project work that must be performed within the estimated contract budget.

C. COMPETITIVE RANGE. Since the competitive range is determined on the basis of price and other factors, a technically acceptable proposal may be excluded from the competitive range when the Contracting Officer believes that the price is too high and could not be reduced significantly without detracting from its technical acceptability. Similarly, a low priced proposal is not guaranteed inclusion in the competitive range merely by virtue of its low price. If necessary, discussions will be held with each offeror in the competitive range; however, it should be noted that pursuant to the Federal Acquisition Regulation (FAR), Part 15.209(a), the Government has reserved the right to make an award based on initial offers without discussions.

D. EVALUATING FINAL PROPOSALS. Should the Contracting Officer enter into negotiations with Offerors, the Contracting Officer shall request final proposal revisions in accordance with FAR 15.307.
