| NE GARAGE RFI LOG | March 18, 2008 | |
| Item No. | Question | Response |
| 1 | The drawings downloaded from Fedbizops were printed and came out slightly off scale. This will affect most trades, but especially earthwork. The contractors who realize that the scales are distorted will be accurate in their take-offs, however the ones do not will be make mistakes and will be end up being “low”. Please issue hard copies of drawings, so that we may receive reliable bid from our Subcontractors. | Please refer to Amendment #1. |
| 2 | Is there a requirement for either bollards or a vehicle anti-RAM barrier for the Northeast Parking Garage at FDA White Oak? | Fixed and operable bollards are required for this project. See L-100, Architectural Plans and Specifications (Section 02843). |
| 3 | Architectural drawing A104 seams to have notes and dimensions that do not apply to this drawing. These notes and dimensions may be from the previous drawing A103. Please clarify which notes and dimensions pertain to this drawing. | Correct. There are erroneous notes, possibly from a printing error. |

| 14 | Section 01515 Paragraph 1.5-A states “With the completed Form of Bidder’s Proposal, Contractor shall submit a preliminary Construction IAQ Management Plan.” Please clarify whether this document is to be provided as part of Volume I or Volume II of our proposal. | Management Plan is to be included in Volume 1 of the proposal. |
| 15 | There does not appear to be any erosion and sediment controls on C 0 10. Is this Sediment & Erosion Control plan approved by MDE? | Sediment Control and Stormwater Management plans are now approved by MDE. The changes are not extensive but they affect a number of sheets (C-010, 200, 405, 406, 500, and 510). Changes have been clouded and the revision note currently says "03/05/08 MDE Revisions"). These sheets are ready to be issued on request. |
| There appears to be an underground electrical duct bank at the end of the power poles that are to be demolished on C 0 50. Is there an underground duct bank and is it to be demolished with the associated power poles? | The documents indicate a new ductbank to re-feed power to the existing North Parking Garage. Therefore the existing ductbank can be demolished with the power poles once the new feeder and poles are installed. | |
| 16 | Drawing C 2 00 shows storm line connections to the existing 1950 RCP Storm pipe. These connections are outside of the LOW. Are these connections to be done under another contract? | Storm manholes 173 & 174 and the connecting storm pipes to the existing 1950 pipe have been moved to a different contract. NE Garage contractor will connect the storm pipes from the NE Garage to manholes 173 & 174. |
| 17 | Will the existing office trailers, stored materials, etc that are within the LOW of this project, be moved prior to the notice of award? | The area with in the LOW will be cleared prior to NOA. Contractor will need to coordinate with existing Contractors on site. |
| 18 | Will we be allowed access from the south side of the project (along existing North Road)? Can the LOW be moved to the opposite curb of the street? | Adjacent Access to the NE Garage site from the south side (North Road) will be permitted; review & approval of site access by COTR (Heery/ Tishman). LOW line will remain as-is due to existing MDE permits. Contractor will be responsible for required remediation work of North Road due to damage, excessive wear, etc. resulting from NE Garage construction. |
| 19 | Will you allow/designate some area for parking for workers of this project and of the adjacent project that is currently under construction? | Parking will be permitted with in the 130 acre campus. Parking will be at the direction and approval of the COTR (Heery/Tishman). |
| 20 | 08520 2.4 calls out Basis of Design: Kawneer Series 7500 Wall, Type 7550, Triple Glazed |
which is a 7 5/16" deep curtainwall system.

Please confirm if Kawneer VG 451T (thermal) 2" x 4 1/2" and Vistawall FG3000 thermal
| 2" x 4 1/2" or other manufacturer's similar system are acceptable. | Window Type for aluminum windows in the Tunnel shall be Kawneer Trifab VG 451T or approved equal with Glass Type 5. | |
| 21 | 07050 1.6 Quality Assurance A. Mock-up |
1. Extent: mock-up may remain in place as part of Finished Work.
2. Intent: mock-up shall establish acceptable levels of craftmanship, quality and appearance 07050 1.6 A. 1. also states "Do not begin fabrication until Project mock-up is approved."
Please confirm if this means that the mock-up can be fabricated from production run material (all material is extruded and painted after approved shop drawings, but not fabricated to size until the mock-up is approved).
If not, there will be a delay in the curtainwall schedule awaiting the mock-up approval before
| the balance of the material can be extruded, painted, fabricated and installed. | Mock-up may be fabricated from production run material but not fabricated to size until the mock-up is approved in field. | |
| 22 | Plans and elevations indicate vertical louvers (LV-1) adjacent to curtainwall. |
Louver Schedule calls for LV-1 to be Set in CW Frame @ Str 1, 2, 3.
Plans and elevations give no section or detail cuts of this transition.
Please confirm if LV-1 is installed within curtainwall framing or installed adjacent to the curtainwall framing (attached to vertical CW mullion and concrete.
LV-1 cannot be furnished as one unit. Please provide horizontal detail for either
| application (within curtainwall or adjacent to curtainwall). | Louver to be installed within curtainwall frame. | ||
| 23 | Ref: wall sections 1, 2, 3, 3A, 6, 7, 8 & 9/S320. Please confirm that each lift of wall can be poured monolithically, with reveals as shown. | All reveals shall remain as-is and per locations as indicated; all construction joints shown in these details do not have to be used. All horizontal construction joints must align with reveals as indicated. If Contractor choses to deviate from design and substitute a modified slab to wall construction joint detail due to a preferred proposed change in horizontal construction joint location, a new fully engineered detail showing modified reinforcing must be submitted by Contractor as a product substitution for review and approval by COTR. | |
| 24 | Can the construction joint shown on the sections referenced above, be placed just above the slab level, again keeping the reveals where shown. | No- this is not acceptable. | |
| 25 | There does not appear to be enough information to fabricate the aluminum canopy above the level 2 garage entrance. Please provide details and specifications for the aluminum blades and wall thickness for the tube. Reference 8G / A507 | Drawing A507 is for design intent. Final engineering of the canopy to be by metal panel contractor. | |
| 26 | Please provide the locations of any required wall guards, crash rails, and stainless steel corner guards specified in 10260. |
The only wall protection we have found on the drawings is the wall protection bumpers in the tunnel shown in 8G/A406. What specification should be used for this item, 10260 2.2 Wall Guards or 10260 2.3 Crash Rail ?
There are no corner guards indicated on the drawings, please confirm they are not required. Use specification section 10260 2.3 Crash Rails for the protection shown in the tunnel.
There will be no Wall Guards required.
Corner guards will be required at all exposed exterior corners within the tunnel.
| 27 | Please provide details for the guardrail and handrail ( ie 3 line, Picket, mesh panel etc.) located at the ramp as shown in 8D/A450 & 3A / A201. | See sht A 504 for typical handrail and guardrail details. |
| 28 | Are there any unit prices required to be submitted with the bid? | There is no curb and gutter on the north side of the NE Loop Rd. |
| 29 | Please clarify if curb and gutter are required on the north side of the loop road. On drawing C100, curb and gutter is identified by a detail callout on the south side only. On drawing C200 the grades seem to indicate there is no curb at the north. Please advise. | There is no curb and gutter on the north side of the NE Loop Rd. |
| 30 | Sheet C-0-05 of the bidding documents indicates new site utilities within the Limits of the Roadwork Option (Option #4). Please confirm that these site utilities should be priced as part of Option #4 only and should therefore be excluded from our Base Bid price. | Correct. |
| 31 | The Legend provided on sheet L-100 indicates that the Roof Garden at the tunnel extension is ‘by others’. The remainder of associated drawings and Section 07553 do not appear to specify any Green Roof work by others. Please confirm that all work associated with the Green Roof System per Section 07553 is to be included with our Base Bid price. | Correct; All work associated with Green Roof System is to be included as specified and per the other discipline drawings. Useage of 'by others' was intended to indicate by another dicipline with in the contract documents and drawings. |
| 32 | Sheet C-0-50 indicates demolition of existing power poles. Based on our project site visit, it appears that there is power downstream of the northwestern-most pole. The Central Utility Plant feeds those poles and they have power lines going across the existing street and beyond. Additionally, it appears as though these lines are currently used to provide permanent power to several other current projects on-site. Please confirm whether or not these power poles are to be demolished as indicated and clarify if re-routing of temporary power to on-site project support facilities is required as part of our proposal. | New temporary line with poles as indicated on E-050 should be routed and connected prior to demo of existing poles. Re-routing and re-connection to existing North Garage and other existing connected loads is required. |
| 33 | Section 09510 indicates hard metric sizes for ceiling tiles. Is soft metric acceptable for this system and others that may be specified similarly? | Depending upon the type of building system or material, hard metric may be required in lieu of soft metric. Section 09510 indicates 600x600mm (which is soft metric) as hard metric would have been 610x610mm. |
| 34 | Please reference Section 00120. The description provided for Option No. 1 – Sixth Level specifies that, “the Government has the right to exercise this option within 120 days after effective notice to proceed. Upon exercise of an option, there will be no extension to contract performance time.” Due to the structural framing revisions and extensive trade coordination associated with performing the work under Option No. 1, we respectfully request the Government to consider shortening the period to exercise the option to 60 days. | Any performance extensions will be considered when the option is exersized. |
| 35 | Section 16111 Paragraph 3.1 states to “provide RSC (Rigid Steel Conduit), except where otherwise indicated” and specifies that PVC cannot be used in above-grade floor slabs or within walls. Additionally, this section indicates that conduit installations in floor slabs and horizontal conduit runs within concrete are unacceptable unless otherwise indicated. The other two recently-constructed parking garages on the FDA campus appear to have the majority of conduit installations within concrete slabs and walls. Please clarify the proposed method of conduit installation for this project. | PVC conduit shall be permitted for brach circuiting only (lighting circuits, fire alarm, security devices)- providing submitted as a deviation for COTR approval. Contractor shall coordinate locations of conduit with other disciplines to avoid post-tensioning system. Conduit risers shall remain exposed. |
| 36 | Only column tie rebar spacing notes have been found on the drawings. Please provide column tie rebar sizes as well. | All column tie rebar are size #13. |
| 37 | Please refere to note 2e for Cast-In-Place Concrete on drawing S0.01 for the following questions: |
A.) Are concrete surfaces exposed on the outer perimeter of the garage the only areas to receive outer layer epoxy coated rebar, or are all concrete surfaces that are exposed to earth and air to receive epoxy coated rebar? Are concrete areas inside of the garage considered to be exposed and therefore contain epoxy coated rebar?
B.) Is outer layer reinforcing for walls to be epoxy coated for both vertical AND horizontal bars, or would the outer layer bars be considered to be the vertical OR horizontal bars.
C.) Is this note applicable to concrete shear walls? a) All Slab, Beam, and Girder top bars and stirrups, column ties, and the outer layer bars in walls, including dowels must be epoxy coated regardless of being on the exterior or interior of the structure.
b) Outer layer bars are considered to be vertical OR horizontal bars, whichever bars are the outermost layer on each face of the wall.
c) Yes.
| 38 | Specification 07175 calls for Water-Repellent Coatings to be applied on all exterior masonry and concrete wall surfaces above grade. Please clarify if applies only to the walls around the exterior perimeter of the building or if it needs to be applied to interior walls that are not closed off to the exterior (i.e. concrete columns within the parking garage). | As specified, provide water repellant coating on all exterior masonry and conrete wall surfaces above grade. This would include the exterior wall surfaces of walls located with in the building footprint that are not closed off to the exterior. |
| 39 | May we take the Excess excavated spoils to the on site existing stockpile shown on drawing C001? | Bidders shall assume all excess excavated materials will be hauled and disposed of |
| 40 | Does the steel support structure for the metal panels need to be galvanized? | Refer to notes on the drawings that indicate tubes to be Galvanized. |
