The purpose of this Amendment 0004 to RFQ GS-10-P-17-LS-C-0002 is to provide answers to the questions GSA received on May 31, 2017 (answers are in blue font).

Questions and Answers

Q1. Please confirm functional testing of fire protection/life safety systems is not required. PWS 5.2.2.9, 5.1.3, and Attachment 7 Paragraphs 23 and 24 suggest testing is required, but PWS 5.2.2.9 and 5.2.5 imply the surveys are only responsible for reviewing documentation of tests which have already been performed. Please also note that functional testing may require assistance from the contractors which service these systems. Since the PWS does not indicate what systems are present in these existing buildings, estimating cost to perform functional testing is not possible.

[A1] Since this solicitation is fire safety surveys for federally leased spaces and NOT federally owned spaces, the surveys are only responsible for reviewing documentation of tests which have already been performed.

Q2. Attachment 7 Paragraph 25.f requires measurement of Steps. This implies a level of detail which is not consistent with the remainder of Attachment 7. For example, why measure steps but not handrails, corridors, door swing encroachment, door opening force, door width, and related means of egress components? The intent of this question is to further understand intent of PWS so that we can accurately estimate survey time.

[A2] Thank you for your input. We’ll consider it for future reference and update.

Please adhere to to the attachment.

Q3. Please confirm the report for each building shall be documented separately (i.e. not a report per “group”).

[A3] Yes, the report for each building shall be documented separately.

Q4. Please confirm the report for each building is expected to include:

1. Narrative describing fire protection/life safety compliance of building including all information per PWS 5.2.1 and 5.2.2

○ Names of persons contacted during survey per PWS 5.2.11

○ Maintenance condition of existing fire protection equipment per PWS 5.2.5

○ Findings and recommendations per PWS 5.2.8

2. Sketch of property per 5.2.10

3. GSA Fire Safety Survey Worksheet (Attachment 7) per PWS 5.2.4

4. NFPA 101A Worksheet 8.6.1 per PWS 5.2.4

5. GSA Form 3359 per PWS 5.2.4 (summarizes findings and recommendations)

[A4] Yes, as stated in the PWS.

Q5. NFPA 101 Worksheet 8.6.1 Safety Parameter 5 Fire Alarm (as well as compliance with PBS P-100 7.6) relies on occupant load calculations to determine the type of required fire alarm system. Since architectural as-builts are not available, please confirm calculating occupant load is not required as this will be a very time consuming task to perform without as-built drawings. Instead we can perform rough occupant load estimates based on overall building dimensions and predominant use.

[A5] Agreed.

Q6. PWS Paragraph 5.2.2.9 states that “Federal Buildings are required to have copies of [fire safety survey] test results on site.” Please confirm it is reasonable for us to assume all existing fire safety survey test results will be available for all buildings.

[A6] Please disregard the statement “Federal Buildings are required to have copies of test results on site under PWS 5.2.2.9. Since this solicitation is fire safety surveys for federally leased spaces and NOT federally owned spaces, the surveys are only responsible for reviewing documentation of tests which have already been performed.

Q7. Amendment 1 included attachment “7._Fire_Safety_Survey_Worksheet” which dictates the information that must be gathered for each surveyed building (as explained by the PWS). Some of the categories in the Fire Safety Survey Worksheet request information which could be widely interpreted. Please clarify the level of effort required to populate the following portions of the Fire Safety Survey Worksheet:

● Q7a 17. Location and Size of Group II, III & IV Occupancies – “Group II, III & IV Occupancies” are not defined in IBC, NFPA, or PBS100. Please explain these occupancy classifications to the extent that their determination may affect survey or report effort. Is this a reference to ISC FSL or IBC structural criteria?

● [A7a] Thank you for your input. We’ll consider it for future reference and update. The intent “17” is to identify all occupancies in the surveyed space.

● Q7b 18. Location and Construction of Occupancy Separation or Fire Walls – Location of fire rated walls can be identified as surrounding individual rooms, stair enclosures, etc. However, the construction of fire walls may be harder to identify, depending on the level of detail expected. Is it acceptable to answer this with a description similar to: “A one-hour fire barrier encloses the NW stairway.

The fire barrier appears to be constructed with CMU block (width, fill, reinforcement, and other details were not observable without destructive inspection).”

● [A7b] Yes, the information will be based on field condition. In addition, please cite the code requirement of the applicable area.

● Q7c 23. Water Supply – Is it acceptable to say “fire sprinkler and hydrant water supply appears to be from local municipality potable water system”, or is hydrant flow testing expected?

● [A7c] Hydrant flow testing NOT expected. However, the information of the water supply needs to be provided based on the field conditions.

● Q7d 24.b Supervision of Initiating Device Circuits – Is the intent of this to perform open, short, and ground fault detection of the existing system? If so, please clarify the number of circuits to be tested and the number of tests to be performed on each circuit.

● [A7d] As previously mentioned, no fire alarm tests will be required to be conducted. However, please confirm that the fire alarm system is capable and it is currently supervising the initiating device circuits.

● Q7e 24.c Supervision of Indicating Appliance Circuits – Is the intent of this to perform open, short, and ground fault detection of the existing system? If so, please clarify the number of circuits to be tested and the number of tests to be performed on each circuit.

● [A7e] As previously mentioned, no fire alarm tests will be required to be conducted. However, please confirm that the fire alarm system is capable and it is currently supervising the indicating appliance circuits.

● Q7f 24.d Connection to Fire Department and Central Station – Is the intent of this to activate an alarm initiating device to ensure the fire department and supervising station receive the signal? If so, I assume the ITM contractor will be present to reset the fire alarm system?

● [A7f] As previously mentioned, no fire alarm tests will be required to be conducted. However, please confirm that the building has a fire alarm connection and it is currently being monitored by central reporting station.

● Q7g 25.f Step Dimensions – Why only measure step dimensions? What about handrails, corridors, doors, stairways, door swing encroachment, and all other means of egress components? Given the nature of these surveys desc

● [A7g] Thank you for your input. We’ll consider it for future reference and update. Please adhere to to the attachment.
