The purpose of this Amendment 0001 to RFQ GS-10-P-17-LS-C-0002 is to provide an attachment titled “7. Fire Safety Survey Worksheet”; provide answers to the questions GSA received on May 22, 2017 (answers are in blue font); and revise RFQ paragraph 2.3.4(c)(ii).
Questions and Answers
Q1. Paragraph 2.3.2 of the RFQ requires that “any individual(s) proposed for performing the Fire Safety Surveys shall be a Registered Fire Protection Engineer with a minimum of 10 years of experience…” but paragraph 2.3 of the PWS simply requires “these professionals shall be registered professional engineers for fire protection…” Please confirm the following related to survey personnel:
a. Confirm ALL individuals performing the surveys must be Licensed/Registered Professional Fire Protection Engineers. In other words, confirm that unlicensed individuals are not permitted to perform the surveys, even if they are part of a team lead by a licensed FPE.
[A1a] Unlicensed individuals are not permitted to perform the fire safety surveys.
b. Confirm how many years of experience each Licensed/Registered Professional Fire Protection Engineer must have. RFQ says 10 but PWS requires no more than required to obtain their license.
[A1b] Pursuant to the evaluation factor 2 under paragraph 2.3.2, the offeror must have a minimum of 10 years as a registered fire protection engineer or a minimum of 10 years experience in the 0804 series within the Federal Government.
Q2. Paragraph 2.3 of the PWS states that “Fire Protection Engineers must also have at least one (1) year experience in conducting fire protection surveys of buildings, to include testing of fire protection systems and equipment.” The Note continues to state that “Experience in testing fire alarm, sprinkler, smoke control, fire pumps, elevator recall, fire dampers, fire doors, gaseous fire extinguishing systems, and dry chemical systems is required.” These qualifications are not mirrored in RFQ Paragraph 2.3.2.
Please confirm which set of qualifications the FPE must comply with.
[A2] Offerors shall ensure to adhere to the evaluation factors under paragraph 2.3 of the RFQ in connection with their quote.
Q3. The Contractor Price Quote Spreadsheet includes columns for “Inspection Cost” and “Travel Cost”. Do you expect “travel cost” to only include expenses or should this include travel time as well?
[A3] Please include your travel time quote to the travel cost column. The total travel cost is limited to the Federal Travel Regulations (FTR) rates, however.
Q4. Since we can only choose between “Inspection Cost” and “Travel Cost”, that means “inspection cost” will include other tasks such as: survey preparation, survey documentation (report), and any team meetings/coordination. Please confirm that is the expectation. I ask because the actual “inspection” will be much less time than it appears due to preparation and documentation time which I will have to lump into that column of the spreadsheet.
[A4] Inspection cost includes other tasks such as survey preparation, survey documentation (report), and any team meetings/coordination as you described.
Q5. The Contractor Price Quote Spreadsheet asks for “travel cost” to be separated for each facility. Our strategy is to perform each Group survey in one trip per Group. Please confirm it is acceptable to take the total travel cost budget for the Group and simply divide by the number of buildings in that Group to determine the travel cost per building.
[A5] It is acceptable to take the total travel cost budget for one Group and simply divide by the number of buildings in that Group to determine the travel cost per building.
Q6. Will architectural as-built drawings be provided by GSA for each building?
[A6] GSA will NOT be providing architectural as-built drawings.
Q7. PWS Paragraph 5.2.9 states “Prepare “Annual Fire Safety Survey” Worksheet for each survey (see Attached).” No files named “Annual Fire Safety Survey” are included in the solicitation package. Please confirm this is referencing the NFPA 101A FSES Form or provide the “Annual Fire Safety Survey” Worksheet.
[A7] Please refer to the attachment titled “7. Fire Safety Survey Worksheet”.
RFQ paragraph 2.3.4(c)(ii)
RFQ paragraph 2.3.4(c)(ii) is hereby revised as follow:
ii. Travel Cost: the total cost to travel to ”each group of leased spaces throughout GSA Region 10” Alaska Federal Buildings (shall not exceed the Federal Travel Regulations (FTR) rates for the applicable geographical location http://www.gsa.gov/portal/category/100120).
