A BPA is a simplified method of filling anticipated repetitive needs for services by establishing “charge accounts’’ with qualified Contractors. A BPA is not a Contract, it is an agreement between the Contractor and the Government establishing the Contractor’s agreement to perform services. There is no requirement for the Contractor to perform, or the Government to place an order, however, should the Contractor agree to perform services, they shall be performed in accordance with the requirements established in the BPA and respective SOW. This BPA will be established to each interested Contractor meeting the Evaluation Criteria in Section II.
Contractors in each location shall be established on a Primary, Secondary and/or Tertiary basis based on the lowest price offers submitted on the attached Pricing Schedule. The lowest priced Offeror shall be the Primary, the second lowest priced Offer shall be secondary, etc. If the Primary Contractor is unavailable to perform services, the government will contact the secondary Contractor, if unavailable, the tertiary Contractor will be contacted. There is a possibility that one or more contractors may not receive any orders at all, depending on the availability of the primary/secondary contractors.
Award of this BPA will be made via a GSA BPA Format for each selected Contractor and will include all requirements as established based on their offer and the SOW.
Contractors are hereby notified NOT to contact Government Personnel regarding this requirement without specific approval of the Contracting Officer.
If you have any questions regarding this solicitation, please contact me at (253) 931-7530. We look forward to receiving your Quote.
Sincerely, Kayleen M. Huggart Contracting Officer, GSA, Region 10, FAS SECTION II - Evaluation Criteria and Evaluation Method
