General Services Administration Blanket Purchase Agreement for Vehicle Marshaling Services Region 10 Fleet Services Statement of Work

1. Description of Services:

The General Services Administration (GSA) seeks contractors who are interested in providing marshalling support services for government owned vehicles throughout Region 10; areas of Washington, Oregon, Idaho and Alaska. Multiple contractors are being sought in each location to perform GSA’s requirements for vehicle marshalling support services for vehicles to include sedans, station wagons, light trucks (including vans and pickups), medium and heavy-duty trucks and buses and special purpose equipment. Vehicles may be conventionally fueled vehicles, alternative fuel vehicles (AFV’s), low speed electric vehicles (LSEV’s), or may be non-powered vehicles.

GSA reserves the right to marshal its own vehicles at any time and/or relocate vehicles to another area and/or another contractor to be marshaled, or to another vendor.

Contractors shall comply with all Federal, State, Local and Municipal laws and ordinances. Any liabilities or claims resulting from the contractor’s failure to do so shall be their responsibility.

1.1 Facility Requirements:

a. All marshalling facilities and accommodations (e.g., restrooms, parking) shall be fully accessible to the handicapped. Contractors shall have a secure improved hard surface (paved or crushed stone) parking area for storage, inspection, and exchange of the vehicles. The term “secure” means that unauthorized access to the vehicle(s) shall not be possible at any time.

b. The facility must have restrooms with running water. Portable toilets are not acceptable as a lone source of restroom facilities.

c. All marshalling facilities and accommodations shall be suitably maintained in a clean orderly, and safe condition at all times.

d. The contractor shall have secured storage for all government license plates and Fleet Services credit cards. The term “secure” means unauthorized access shall not be possible at any time.

e. The contractor shall have secure storage for government furnished property. The term “secure” means unauthorized access shall not be possible at any time.

f. At each location for which GSA requests, the contractor shall provide each Fleet Service Representative (FSR) with office space to complete any necessary paperwork, a chair, network capabilities (Internet access), access to a copy machine, a facsimile machine, and a printer at no additional cost to the government.

1.2 Internet Access:

The marshalling contractor shall have the capability to upload/download files utilizing the Internet.

1.3 Invoicing requirements:

The contractor shall provide the FSR an electronic itemized invoice monthly for all marshalling services rendered. The invoice shall show the date of the vehicles marshaled, a complete “REMIT TO” address, the contract number, purchase order number, invoice number, vendor number and a listing of the vehicles marshaled, and in license tag number sequence. The invoice shall include all Contract Line Items (CLIN) services rendered for each vehicle, broken out by contract line item number (e.g., transportation, cleaning, plate removal, etc). GSA will define the electronic file requirements in a comma delimited ASCII format, in a spreadsheet type format (i.e., Microsoft Excel), or other electronic format as directed by the FSR. Concurrently, the contractor should electronically submit the invoice to GSA’s Accounts Payable Branch for payment. The method of electronic submission will be provided by the FSR. The current method is Vendor and Customer Self Service (VCSS).

1.4 Government Furnished Property (GFP):

The contractor shall be responsible for any GFP provided to the contractor to perform marshalling services. This property assists in the upload and download of new vehicle data and assignment/termination of assignment data to the government. GFP will include proprietary government software (currently FMS-to-Go) and handheld hardware used in conjunction with the proprietary software (currently MC-50 or MC-9090).

1.5 License Plate and Fleet Services Card Inventory:

The contractor shall be responsible for maintaining a current inventory log of all new license plates and Fleet Services Credit Cards in their possession. All license plates and Fleet Services Credit Cards in custody of the contractor shall be kept in a secured locked area and will only be accessible to authorized personnel. Any lost or stolen license plates or credit cards shall be reported to the FSR immediately. Failure to comply with these requirements shall result in a Department of Justice investigation

Each new vehicle received will have an exchange vehicle to be turned in that will be sale eligible, or available for reassignment. GSA does, however, order additional vehicles which will not have a vehicle to turn in for exchange for the new vehicle. In addition, there are circumstances where a vehicle will be turned in for sale or reassignment, and there will not be a new vehicle ordered for the exchange. Offers are being solicited under the following scenarios:

Marshaling services – new/additional vehicle– 0001A Marshaling services – exchange vehicle– 0001B Marshaling services – reassignment vehicle – 0001C Marshaling services – new/additional vehicle marshalling with exchange vehicle – 0001D (0001A & 0001B)

3.2.1 CLIN 0001A -MARSHALLING SERVICES - NEW/ADDITIONAL VEHICLE

3.2.1.1 New Vehicle Acceptance

A visual inspection of the vehicle’s interior and exterior shall be performed when the vehicle arrives at the marshalling contractor’s facility to verify the vehicle has no physical defects. Any discrepancy discovered during vehicle acceptance must be annotated on the carrier’s shipment document, and signed by BOTH the contractor and the carrier. If damage is evident, the marshalling contractor’s representative shall contact GSA local area FSR, immediately. A new vehicle with damage shall not be accepted. If the vehicle is delivered during non-business hours, the contractor shall note the damage, have the carrier acknowledge the damage, sign the carrier’s shipping document, and then contact GSA via email (or by phone and follow up in writing) immediately. After orders are placed and before arrival at the marshalling facility, specific guidance for reporting damage to the manufacturers will be provided.

On subsequent inspections, should any previously undocumented damage be discovered, the marshalling contractor shall be liable for the repair of such damages.

3.2.1.2 Security and Storage

The contractor shall be responsible for security and storage of the new vehicle from the time of vehicle acceptance until it is transferred and released to the Customer Agency. Unauthorized access to the vehicle shall not be given at any time while in the contractor’s custody.

3.2.1.3 Inspection

The marshalling contractor shall be responsible for inspecting all new GSA Fleet vehicles delivered to the marshalling contractor facility. GSA Fleet will provide the contractor with identification lists of the vehicles prior to expected delivery. Prior to accepting a vehicle, the contractor shall perform a “Receiving Inspection” on each vehicle, using a standard receiving report (provided by the FSR). The Receiving Inspection requirements consist of the following:

a. Check each vehicle to ascertain that the vehicle meets the order specification. Each vehicle shall be compared to the identification list provided by GSA. Such documentation shall include, at a minimum, the Motor Vehicle Delivery Order Number (RPN), make and model of the vehicle, and optional equipment ordered (i.e. snow plows, winches, bed liners, etc.). Further identifying information, such as VIN and special features (especially for large vehicles), if known, shall also be provided.

b. Check each vehicle to be sure it has auxiliary equipment such as vehicle jack, spare tire, antenna, two sets of keys and, if applicable, two remote/keyless access devices.

c. Verify the vehicle has sufficient fuel to be driven off the premises and get to a reasonably close refueling station. This should be a minimum of three (3) gallons of vehicle-recommended fuel in the tank, or sufficient Compressed Natural Gas (CNG) for a dedicated CNG vehicle to get to a CNG filling station. Contact GSA for instructions when a CNG filling station is not available within a reasonable distance. Electric vehicles shall be amply charged.

The GSA Fleet Management Center (FMC) shall be notified immediately of any discrepancies involving vehicle specifications, options, or equipment.

The contractor shall be responsible for arranging the repair or replacement, at the manufacturer’s cost, of any noted damage or missing equipment. The contractor shall be held responsible for the cost of any undocumented damages or missing equipment. Repairs/replacement must be made prior to assignment of a vehicle to the Customer Agency.

3.2.1.4 Pre-assignment Preparation

Once a vehicle has been accepted and inspected, the marshalling contractor shall install the appropriate Government license plates (tags). GSA will provide the marshalling contractor a set of 2 license plates, 2 key tags, and a Government Fleet Services credit card with each new vehicle delivered. The contractor shall contact the FMC to obtain the Government License Plates and Government Fleet Services Credit Card for the applicable vehicles(s) if GSA did not provide them prior the vehicle arrival. The marshalling contractor shall verify that the Government Fleet Services credit card matches the license plates on the vehicle. GSA will provide the marshalling contractor with the following documentation: Vehicle Driver’s Packet, Accident Reporting Kit, and any vehicle specific information.

Once the Government license plates and Fleet Services credit cards are received by the marshalling contractor, the marshalling contractor shall be responsible for any loss, theft, misuse of the vehicle and the above items. The marshalling contractor’s responsibility remains until the Customer Agency signs for, and takes receipt of the vehicle and Government Fleet Services credit card. Should loss of the Government license plates or the Fleet Services credit card occur, the marshalling contractor shall contact GSA immediately.

When vehicles are ordered consignee delivery, the marshalling contractor shall perform a Pre Delivery Inspection (PDI) and service as defined by the manufacturer of the vehicle. This PDI may differ by brand name and model of vehicle. The PDI and service shall be performed prior to contacting the Customer Agency for vehicle exchange.

The vehicle inspection and pre-assignment preparation must be completed within three (3) business days of vehicle delivery to the marshalling contractor facility.

3.2.1.5 Electronic Load of New Vehicle Data

The marshalling contractor shall load new vehicle information utilizing government furnished property. After new vehicle data is loaded into GSA-provided MC50 or MC9090, as applicable, the marshalling contractor shall upload data files to the GSA server using the Internet. All new vehicle data (i.e., VIN, year, make, model, color, options, tire size, secured date, etc.) must be provided to GSA electronically within three (3) business days of receipt of the vehicle as instructed by GSA Fleet personnel. Prospective marshalling contractors must have capabilities to upload/download files using the Internet. Electronic loading of data requires a nightly cycle run before the new vehicle will be ready for assignment.

3.2.1.6 Assignment

The contractor shall contact the Customer Agency to arrange exchange/delivery of new vehicle. All work - PDI, any necessary service(s), installation of license plates, and the new vehicle successfully uploaded to the GSA system – must be completed within one (1) business day prior to assignment of the vehicle. The new vehicle shall be washed within 24 hours of the scheduled appointment with the Customer Agency.

One copy shall be given to the Customer Agency’s representative, one copy retained by the contractor and the original shall be forwarded to GSA.

b. The marshalling contractor shall prepare a Vehicle Assignment/Termination form as supplied by the Government or assign the new vehicle using Government furnished property as directed by FSR. When using a Government supplied form, the marshalling contractor shall complete the form with signatures from the Customer Agency representative and the marshalling contractor. The original of this form shall be forwarded to GSA and a copy given to the Customer Agency representative.

c. Two complete sets of keys for the vehicle (ignition and doors/trunk if different) and two remote/keyless access devices, if provided with the vehicle by the vehicle manufacturers. The contractor shall be responsible for security and storage of the exchange vehicle from the time of vehicle acceptance until it is transferred and released to an approved transport contractor or auction contractor for sale. Unauthorized access to the vehicle shall not be given at any time while in the contractor’s custody.

Until possession of the vehicle is released to a transport company or auction facility, the marshalling contractor shall be held liable for any damages omitted on the Vehicle Accountability worksheet.

3.2.4 CLIN 0001C - MARSHALLING SERVICE - REASSIGNMENT VEHICLE

GSA may, at times, reassign an exchange vehicle to another Customer agency. Should this occur, GSA will notify the marshalling contractor with the following information; description of the vehicle, vehicle license plate, customer contact info (for the current customer), and date/time that the vehicle will be turned in. It is possible that the vehicle to be reassigned may be dropped off by the customer (either directly or through a third party transporter), or that the marshalling contractor may be required to retrieve the vehicle. The marshalling contractor shall assume possession of the vehicle either: a) upon delivery to the marshalling contractor’s facility, or b) when a representative for the marshalling contractor accepts the vehicle at time of vehicle pick-up, in the event the marshalling contractor is required to retrieve the vehicle. The Government will provide the contractor with GSA Fleet Vehicle Accountability Form(s).

When using the Vehicle Assignment/Termination form, the marshalling contractor shall complete the form with the signature of the Customer Agency representative and the representative accomplishing the vehicle termination. The original of this form shall be forwarded to the FSR and a copy given to the Customer Agency representative. When using the GSA-provided MC50 or MC9090, as applicable, the marshalling contractor shall perform the termination of the reassigned vehicle. This transaction shall be uploaded to the GSA server the same day the transaction occurs.

3.2.4.2 Pre-assignment Preparation

Once a reassignment vehicle has been received and inspected, the marshalling contractor shall contact the FSR regarding any potential repairs required prior to vehicle reassignment. The marshalling contractor shall coordinate with the FSR to ensure proper completion of maintenance and repair authorizations.

The FSR will provide information regarding the Customer Agency and the correct point of contact. The marshalling contractor shall be provided copies of the GSA Form 1152 (if applicable), Vehicle Driver's Packet, and Accident reporting kit. All vehicle reconditioning shall be completed within 24 hours of the scheduled delivery to the Customer agency.

The marshalling contractor relinquishes responsibility once the new customer agency signs for vehicle. Should loss of Government license plates or loss of the Fleet Credit Card occur, the marshalling contractor shall contact the FSR immediately.

The vehicle inspection and pre-assignment preparation must be completed within three (3) business days of vehicle delivery to the marshalling contractor’s facility. When body damage repair is required on the exchange vehicle, extensions may be granted by the FSR upon request.

3.2.4.3 Reassignment

When issuing a reassigned vehicle to a GSA Customer Agency, the same procedures outlined for assigning new vehicles (CLIN 0001A) must be followed. After the pre-assignment preparation, repairs (if required) have been completed, and the vehicle reconditioned, the marshalling contractor shall contact the Customer Agency within 24 hours to arrange pickup of the reassigned vehicle. The marshalling contractor shall be responsible for arranging pickup to the Customer Agency within normal business hours.

The marshalling contractor should provide all sets of keys for the vehicle (ignition and doors/trunk if different) and all remote/keyless access devices with the vehicle during pickup. The contractor shall verify that the Fleet Services Card provided matches the license plates on the vehicle.

3.2.4.4 Security and Storage

The contractor shall be responsible for security and storage of the exchange vehicle from the time of vehicle acceptance until it is transferred and released to an approved transport contractor, or is released to another Customer Agency as a reassigned vehicle. Unauthorized access to the vehicle shall not be given at any time while in the contractor’s custody.

Until possession of the vehicle is released to a transport company or customer agency, the marshalling contractor shall be held liable for any damages not included on the Vehicle Accountability worksheet.

The Contractor shall perform all services and functions identified in CLINs 0001A and 0001B without exception.

3.3 CLIN 0002 – TRANSPORTATION/DELIVERY OF MARSHALED VEHICLE

Pickup of vehicles at dealerships If new vehicles, as ordered, are delivered to dealerships, and courtesy dealer delivery is not available, the contractor shall be required to pick up new vehicles from said dealerships. Offers are required on a flat fee per vehicle basis.

All transportation decisions must be pre-approved by the FSR to include specifying the transportation method, either drive-away (actual vehicle is driven from pick-up point to destination) or carrier (vehicle is placed onto another conveyance for transport). All mileage will be determined by using the “shortest distance” methodology as indicated by an on-line mapping service (i.e., MapQuest.com, TravelMath.com, etc), as prescribed by the FSR.

3.3.1 Delivery

At the request of GSA or Customer Agency, delivery of new vehicle(s), exchange of new vehicle(s), or delivery of reassigned vehicle(s) may be required to Customer Agency’s facilities. Prices are required to be flat fee per vehicle basis within a 50 mile radius from marshalling contractor’s facility to delivery point and per mile if exceeding the 50 mile radius. For exchanges/deliveries beyond the 50 mile radius, payment shall be calculated on the flat fee (50 mile radius) plus additional miles at the per mile rate. All mileage shall be determined by using the “shortest distance” methodology as indicated by an on-line mapping service (i.e., MapQuest.com, TravelMath.com, etc), as prescribed by the FSR. The marshalling contractor’s vehicle operators shall check and ensure that all fluids and lubricants are within safe operating levels before departure from the pick-up/delivery point. All vehicles shall be driven by the most direct route to and from the marshalling contractor’s facility and shall not be used for any other purpose. Should breakdown or accident occur, the marshalling contractor shall immediately contact the FSR. In the event the FSR cannot be contacted, the contractor shall transport the vehicle to the contractor’s facility by the most economic means, and contact the FSR at their earliest opportunity. The amount of recovery shall not exceed the actual cost to deliver the vehicle.

3.3.2 Driver Qualifications

Contact GSA for instructions when a CNG filling station is not available within a reasonable distance. New vehicles shall be fueled to capacity prior to contacting Customer Agency for vehicle assignment. Electric vehicles should be fully charged. Offers are being solicited on a fee–per-vehicle basis for the service. The fuel purchased will be charged using the specific vehicle Fleet Credit Card.

3.5 CLIN 0004 – SALES PREPARATION

Pricing is being solicited on a fee-per-vehicle basis. GSA may request to have vehicles sold directly from the marshalling location facility in lieu of transporting to an Auction House contractor for sale. The marshalling contractor shall NOT act as a sales agent for the Government. An Auction House contractor shall be responsible for registering bidders, conducting the sale, collecting payment, and generating sales documentation. However, at the request of GSA, the contractor shall provide:

a. Six (6) digital pictures for each vehicle selected to sell in place at the marshalling provider’s location. (Front, Rear, Left, Right, under hood, and interior)

b.Security and storage of the vehicle during the selling process

License plate removal shall be offered on a fee per vehicle basis. The contractor shall remove and return all license plates and Fleet Services Credit Cards (if applicable) on a flat fee per vehicle basis.

The contractor shall document all license plates on a license plate register. This register shall be prepared to show each ordering office separately (or as designated by the FSR) and shall show the license plate number, number of license plates removed, VIN, Fleet Services Credit Card number (if applicable), and date returned. All license plates for each sale and the license plate register for each sale shall be returned to the FSR no later than one (1) week after the sale has occurred. An example of a license plate register will be provided by the FSR electronically upon award.

Any vehicles having less than two (2) matching license plates shall be documented and reported to the FSR within 24 hours of discovery.

All license plates and Fleet Credit Cards, in custody of the Contractor, shall be kept in a secured locked area and shall only be accessible by authorized personnel.
