INTRODUCTION
GSA’s Public Buildings Service (PBS) Acquisition Management Division (AMD) is issuing this Request for Quote (RFQ) to solicit contractors for the purpose of entering into a multiple-award Blanket Purchase Agreement (BPA). The requirement is for asbestos and lead-based paint survey sampling and monitoring services to support PBS capital and non-capital construction and renovation programs described further in the Description of Requirements and Sample Statement of Work (SOW) provided as part of this RFQ.
The contractors agree to and are bound by all instructions, procedures and rules of this RFQ. The Government intends to establish one multiple-award Blanket Purchase Agreement (BPA) to up to five firms for the required services described using the procedures and requirements listed in Federal Acquisition Regulation (FAR) 13.303 – Blanket Purchase Agreements.
If you are interested in competing for this effort, you or your team may participate by submitting your price list quotation in accordance with the procedures in this RFQ. Contractors will propose hourly labor rates for all disciplines required to perform those services identified in the Description of Requirements and the Sample SOW attachment.
REQUIREMENT DESCRIPTION
All services will be performed on Federal Buildings located throughout Orange and Los Angeles Counties.
Prospective contractors will need to provide survey services to determine the condition of asbestos-containing (ACM) and lead based paint containing materials by conducting testing for abatement of all hazardous materials. Additional services are also required for the monitoring and reporting of asbestos removal performed by a general contractor/subcontractor that has been contracted by the General Services Administration (GSA). Services will be requested on an as-needed basis under BPA orders/calls.
The full description of required services is provided in Attachment A - Description of Requirements and Sample Statement of Work (SOW). The contractor shall furnish all supplies needed in the performance of these services with the exception of those supplies listed as government-provided in an individual order’s
SOW.
PERIOD OF AGREEMENT AND ORDERING LIMITATIONS
The BPA will be issued for one base-year and four one-year option periods. The initial base agreement period will begin upon the BPA award and is anticipated to be made no later than March 15, 2016.
The Government is obligated only to the extent of authorized purchases made under the multiple-award BPA at the individual call/order level. Based on previous years’ workload, it is estimated that future workloads for all projects will likely total between $200,000 and $275,000 per year with individual projects ranging primarily between $1,500 and $15,000. The Maximum Order Limitation (MOL) is set at $500,000 per year per each individual firm with an individual project order limitation of $50,000.
In accordance with FAR 13.303-7, an individual BPA is considered complete when the purchases under it equal its total dollar limitation, if any, or when its stated time period expires.

PRICING QUOTATION REQUIRED
The Price Quote shall include, at a minimum, the following:
• BPA labor categories
• BPA hourly rates for each proposed labor category
• Labor rates for both base year and four option year periods
• Pricing for any additional items that may be applicable to performance
Contractors should carefully review Attachment A - Description of Requirements and Sample Statement of Work to ensure all necessary labor categories are covered in their proposed price lists. Additionally, contractors must indicate whether or not work will be subcontracted or if a teaming arrangement is planned.
PROJECT ORDERING
The orders to be issued under the proposed BPA will be based on individual statements of work defining specific requirements. This BPA will establish agreed upon unit labor rates for various construction/project management related labor categories. BPA ordering officials will then use the BPA unit labor rates times government-estimated man-hours, plus costs associated with the necessary contract support items (if needed) to quote a Firm Fixed Price for each individual order. Contractors under agreement will review and confirm labor hours utilized for specific orders under the BPA and will propose changes if needed. Each BPA call/order will then be issued as Firm Fixed Price.
There are no guaranteed minimums on Blanket Purchase Agreements. For projects estimated below the micro-purchase threshold, the government will rotate work among firms under agreement. For projects estimated above the micro-purchase threshold, not to exceed the $50,000 ordering limitation, calls will be competed amongst all agreement-holders and their agreed-to price lists to satisfy FAR competition requirements. Orders may be placed by government purchase card or on a Standard Form (SF) 1449.
INVOICING AND PAYMENT
A Government Purchase Card (GPC) may be a method of payment utilized against this BPA. Firms must send a properly executed GSA Form 1142, Release of Claims, to the cardholder. For all orders not processed through a Government Purchase Card (GPC), the following applies:
The requirements of a proper invoice are as specified below as required by FAR 52.212-4 in the Federal Supply Schedule contract. Full text of this clause can be found at Uniform Resource Locator (URL):
www.acquisition.gov/far
Only after an inspection is made for the work that payment is to be made on, is an invoice to be sent to the COR with copies to the CO.
Invoices shall be submitted electronically to the GSA Greater Southwest Finance Center (http://www.finance.gsa.gov). Simultaneously, submit a copy to the Contracting Officer identified on the BPA Order.

Final invoices shall be accompanied by a properly executed GSA Form 1142, Release of Claims
METHOD FOR AWARD
The Government will enter into agreement to the responsive, responsible Offerors that conform to all submission requirements and are considered to be the best value to the Government. For purposes of the evaluation, Specialized Experience and Past performance are roughly equal in weight. Additionally, Specialized Experience and Past Performance are more important than price. As Past Performance and Specialized Experience become more equal, price becomes more important.
In the case of an Offeror without a record of past performance, or for whom information on past performance is not available, that Offeror will be given neither a favorable nor an unfavorable evaluation regarding past performance.
1. EVALUATION FACTORS
A. PRICE EVALUATION
(1) Price Evaluation consists of (1) labor rate lists for the base year plus (2) labor rate lists for all option years. The evaluation of options will not obligate the Government to exercise the options.
(2) An offer may be rejected as nonresponsive if the offer is materially unbalanced as to offer prices. An offer is unbalanced when the offer is based on labor rate significantly less than cost for some labor categories and significantly overstated for other labor categories.
B. TECHNICAL EVALUATION
For purposes of the technical evaluation, the Government will only evaluate projects that meet the Similar Work definition. Similar Work is defined as a single requirement for asbestos

and/or lead based paint monitoring and/or survey services worth a minimum of $3,500.
(1) SPECIALIZED EXPERIENCE
This factor considers the extent of the Offeror’s experience within the last 5 years on contracts of Similar Work. Experience will be evaluated by analysis of information provided by the offeror and by interviews with the Offeror's past and/or current customers. The standard is met when Offerors submit a minimum of three contracts for Similar Work, completed within the last 5 years.
(2) PAST PERFORMANCE
This factor considers the Offeror’s past performance, within the last 5 years, in performing contracts for Similar Work. This past performance evaluation may include an evaluation of the Offeror's quality of workmanship, timeliness of delivery, responsiveness of management and cooperation with customer, adherence to contract requirements, and overall quality of Offeror’s performance and customer satisfaction. Evaluation of past performance is a subjective assessment based on consideration of all relevant facts and circumstances. It will not be based on absolute standards of acceptable performance.
The standard is met when an Offeror’s references indicate that the Offer’s past performance was good.
Additionally, the Contracting Officer may identify and analyze the past performance of the Offeror on any other contract that they currently have or have completed. In the case of an Offeror without a record of past performance, or for whom information on past performance is not available, that Offeror will be given neither a favorable nor an unfavorable evaluation regarding past performance.
While Offerors must provide a minimum of 3 references for the past performance evaluations, they may provide more. However, the Government is not required to conduct or complete past performance evaluations on more than 3 contracts, although it may choose to do so. Additionally, if more than 3 references are provided, the Government reserves the right to choose which references to include in its past performance evaluation.
7. SUBMISSION REQUIREMENTS
A. FACTOR 1, SPECIALIZED EXPERIENCE
Each Offeror shall demonstrate specialized experience by submitting a minimum of three projects that are for similar work. Each project should be on the Specialized Experience form found in Attachment C of this RFQ. It is the Offeror’s responsibility to provide sufficient information for the Government to determine if a project meets the Similar Work definition as stated in the Evaluation Factor section above.
B. FACTOR 2, PAST PERFORMANCE
The Offeror must submit a Past Performance Questionnaire (PPQ) found in Attachment B, PURCHASE AGREEMENT”
FEDERAL BUILDING

completed by the applicable client, for each project included in its proposal for Factor (2), Past Performance.
Completed PPQs should be submitted with the proposal. Ensure correct phone numbers and email addresses are provided for the client point of contact. Offerors should follow-up with clients/references to ensure timely submittal of questionnaires. If the Offeror is unable to obtain a completed PPQ from a client for a project before proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. If the client requests, the client may submit a questionnaire directly to the Government's point of contact, via email at dawn.ochsner@gsa.gov prior to proposal closing date. Offerors may resubmit questionnaires previously submitted with other proposals or may obtain an updated/new PPQ from a client for any submission. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs/RFQs.
Each Offeror must provide a minimum of three (3) customer references for each of the technical evaluation factors. It is the Offeror’s responsibility to provide sufficient information regarding their reference projects for the Government to determine if a project meets the Similar Work definition as stated in the Evaluation Factor section above. Offerors are cautioned to verify the accuracy of the contact information for references for the past performance evaluation. If GSA does not receive a completed past performance evaluation, then that Offeror will be given neither a favorable nor unfavorable evaluation for that reference. References shall only pertain to the Offeror entity itself, not prospective subcontractors.
In addition to those references provided directly by the Offeror, the Government may identify and analyze such relevant past performance or experience of the Offeror on any other contract that the Offeror currently has or had of which the Government has knowledge or obtains knowledge of, including but not limited to projects listed in the Past Performance Retrieval System (PPIRS).

The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. (End of clause)

(a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension.

The Offeror must submit a Past Performance Questionnaire (PPQ) found in Attachment B, PURCHASE AGREEMENT”

completed by the applicable client, for each project included in its proposal for Factor (2), Past Performance.
