Qualifications of Personnel

A. Qualifications of Supervisory Employees

1. Supervisory contract employees shall have a minimum of three (3) years of experience in managing food services in building(s) of similar size and complexity. The on-site supervisor is required to be fully conversant in English.

B. Qualifications of Other Contractor Personnel

1. The personnel employed by the Contractor shall be capable employees, trained and qualified in the related type service requirements.

2. The building(s) shall be fully staffed beginning the first day of work under the contract, unless authorized by the CO or CO or their designee to have less than full staff. Further information on the program shall be provided by the CO or their designee.

Miscellaneous Requirements

1. The Contractor's employees shall be familiar with the building(s) fire alarm system.

2. The Contractor's employees shall be familiar with the building(s) Occupancy Emergency Plan, which includes shelter in place program.

3. Lights and faucets shall only be used in areas where and when the work is actually being performed.

4. The workers will not adjust mechanical equipment controls for heating, ventilation and air conditioning systems.

5. Participate in building fire and civil defense drills.

6. Report fires, hazardous conditions, and items in need of repair; e.g. inoperative lights, broken windows or doors, torn carpets, leaking sinks, urinals or commodes, dead trees or shrubs, etc., to the CO or their designee.

7. If applicable, lock rooms after cleaning and return keys to designated office.

8. Turn in lost and found articles to the CO or their designee.

9. Notify the security on duty when unauthorized or suspicious person(s) are seen on premises.

10. Notify CO or their designee of any observed hazardous material, or Universal Waste materials in trash or recycling receptacles.

11. The Department of Homeland Security (DHS), Federal Protective Service (FPS) will raise, lower and half-staff the Flag at all Federal buildings under the GSA's jurisdictions, custody or control, including those buildings that have been delegated to Federal agencies by the Administrator of the GSA. At Federal building locations not serviced by DHS/FPS contract guards, GSA facility management personnel or agencies operating GSA delegated buildings, as applicable, will be responsible and accountable for raising, lowering and half-staffing the Flag and other flags and pennants.

Contingency Plan (CP)

If an event occurs that may involve a change in staffing, the Contractor shall provide a CP that addresses how staffing levels will be maintained. The CP shall be submitted to the CO or their designee within five (5) days prior to start of work and updated annually.

The CP shall describe in detail how the Contractor shall staff the building assuring the Government that all temporary or replacement employees (including sub-contractor employees) shall meet the experience and certification requirements necessary to provide the services required in this contract. This shall include the HSPD-12 process.

Occupancy Emergency Plan (OEP)

The Contractor shall train their employees to fully understand their responsibilities relative to OEP. The Contractor shall be required to assist the CO or their designee during all emergency situations.

Contractor Pandemic Plan

As required by the National Strategy for Pandemic Influenza Preparedness, the Government has prepared a plan that safeguards its employees and provides for continued operations in the event of an influenza pandemic. The Contractor shall also prepare a plan that outlines the steps that they must take to prevent and reduce the spread and mitigate the potential effect of an influenza pandemic on custodial operations. Given the unpredictable length and severity of a pandemic, the Contractor’s plan shall link their planned actions to the periods and phases established by the World Health Organization for a pandemic cycle. The plan shall be submitted to the CO or their designee within thirty (30) days after the start of work.
