1. PROJECT DESCRIPTION:
The General Services Administration (GSA) intends to award a firm-fixed-price General Construction Contract for the Alteration of space within the Wallace F. Bennett Federal Building (FB). The impetus for this project is to support GSA’s mission to reduce private lease space and back-fill vacant space in federal properties. This project will construct approximately 82,000 square feet of office, storage, conference, and specialized space for two USDA Departments: Forest Service Geospatial Technologies Application Center, and the Farm Service Agency Aerial Photography Field Office. In addition, this project will modernize portions of the building’s existing common space including elevator lobbies, corridors, public restrooms, and joint use conference space. The work in the existing FB will be concentrated within portions of the basement, 2nd, 3rd, 5th, 6th, 7th floors, penthouse, and roof. This construction project includes demolition, asbestos abatement, interior tenant improvements, as well as mechanical, electrical, fire notification/suppression, and structural construction to support the modernized spaces.
The Government will be using a brand name product to fulfill a portion of the construction requirements through a subcontract for the brand name product under the General Contractor. The requirements call for a subcontract to DIRTT Environmental Solutions, Ltd. through one of its approved affiliated companies.
The FB is located at 125 South State Street, Salt Lake City, UT. It is an existing multi-tenant professional office building with 8 stories above grade and a partial below grade basement and parking garage. The building is currently occupied by the following federal agencies:
● US Senate
● US Court of Appeals
● USDA Farm Service Agency
● USDA Rural Housing Service
● USDA Food and Nutrition Service
● USDA Natural Resources Conservation Service
● National Oceanic & Atmospheric Administration
● Bureau of Reclamation
● Office of Valuation Services
● US Marshals Service
● Social Security Administration Office of Adjudication and Review
● Office of Apprenticeship
● General Services Administration Public Buildings Service
● Railroad Retirement Board
● Environmental Protection Agency
● Small Business Administration
● HUD Office of the Secretary
● Corporation for National & Community Services
The FB will remain occupied by the above mentioned agencies during demolition/construction.
1.1. PROJECT TYPE:
This is an Alteration project, as further defined in the Facility Standards for the Public Buildings Service.
1.2. REFERENCE MATERIALS:
There are two types of contractual references.
The first group, consists of studies and information prepared specifically for this project:
● Construction Documents
● Specifications
● Hazardous Materials Report
The second group consists of regulations, standards and criteria documents. This includes but is not limited to:
● PBS-P100, Facilities Standards for the Public Buildings Service, current at the time of the award, including all applicable standards, criteria, and guides listed therein.
● GSA Order PBS 3490.1 Management of Sensitive But Unclassified (SBU) building information.
● Federal Acquisition Regulations (FAR)
● General Services Administration Regulations (GSAR)
● Architectural Barriers Act Accessibility Standards (ABAAS) Current Edition
● 2015 International Building Code
● 2015 NFPA 101
● 2015 International Fire Code
● 2015 International Plumbing Code
● 2015 International Energy Conservation Code
● 2015 International Electrical Code
Any conflicts or ambiguities within or among the Reference Materials, or any deviations from requirements contained in the regulations, standards and criteria documents, must be reported to the GSA in writing for determination as to applicability. If a conflict exists, the Contractor shall apply and provide within their proposal the most stringent contractual reference.
1.3. SIGNIFICANT ASPECTS:
● This project is a substantial investment by both GSA and USDA to provide healthy, modern, and efficient workspace for USDA’s employees moving into the federal building from their expiring private lease. It is highly unlikely that there will be any further, significant investment in USDA’s spaces for the term of the lease, 20 years, which is why it is of utmost importance that the Contractor https://www.gsa.gov/portal/mediaId/127494/fileName/P100_2016.action https://www.gsa.gov/portal/mediaId/127494/fileName/P100_2016.action https://www.gsa.gov/portal/mediaId/127494/fileName/P100_2016.action deliver workmanship of the highest quality, to minimize the need for repair or replacement of failing building elements within their suite.
● Schedule is very important. USDA’s current private market lease is ending in January 2019. An extension to that lease would be costly and must be avoided.
USDA and their contractors also require time to set-up the scanning and computing environment prior to occupancy. Phasing and on-time delivery of Early Delivery spaces will be critical to maintain by the Contractor.
● Effective communication and efficient coordination will be essential. Work in an occupied building is challenging, however most challenges can be successfully overcome with proper communication and coordination between all project team members.
● This project shall be executed adjacent to occupied space. The safety and security of building employees is critical. Noise, dust, and disruption must be mitigated.
● This project will involve a thoughtful approach to work sequence in order to maintain egress, safety, security, and continuity of work in adjacent spaces.
● This project will require the abatement of hazardous materials. The building will be fully occupied during construction and special consideration of how and when abatement work occurs will be required, such as night, weekend, or holiday work.
● Removal of demolished materials will require coordination of the freight elevator with GSA. Protection of people, finishes, maintenance of egress, dust control, etc. will be required.
● As a result of this project's delivery time-frame, timely and complete submittals will be necessary.
● The FB is LEED EB Silver. Activities, materials, and waste management shall not negatively impact this achievement.
● USDA, under separate contract, will be utilizing the services of Cherokee Nation Technologies for a portion of the Computing Environment, Tape Library, and Generator Room scope of work. The Contractor shall refer to the Responsibility Matrix in the Project Specifications for a detailed understanding of scope responsibility. Coordination and communication with Cherokee Nation Technologies will be necessary to ensure no one contractor’s work is disrupted or impeded.
● GSA, under separate contract, will be procuring furniture for USDA. Schedule coordination will be required as part of this Contract. The furniture installer will be responsible for delivery and installation, however all parties must communicate and coordinate to ensure no one Contractor’s work is disrupted or impeded. The electrician as part of this Contract will be required to assist in providing power to the installed furniture.
