The design shall incorporate the planting of low growing native vegetation/grasses that are xeric in their water needs and would not interfere with the PV arrays operation. The Contractor shall provide temporary irrigation to establish this groundcover and vegetation and remove this system once the plantings have been established.

2.2.1.9. The Contractor shall appropriately address measures to be taken during construction to minimize dust, prevent storm water erosion, protect important resources, and minimize invasive weed infestations.

2.2.1.10. The array design shall appropriately address expected environmental conditions of snow, ice, and wind. If a single axis tracking system is proposed it shall be designed to operate and function efficiently and effectively in this local environment.

2.2.1.11. The Contractor shall provide a ground mounted system with a fixed tilt or single axis tracking and an orientation that maximizes annual energy production.

2.2.1.12. All roof access points shall be securely locked at the end of each day.

2.2.2. Design Guidelines for Carport PV. The carport shall be designed to be supported by central support posts and cantilever over parking spaces on both sides, like a ‘T’, to minimize interference in snow clearing operations. All carports are intended to be of similar design at approximately 38’ wide to cover two cars parked end to end and of varying lengths. See drawings for details. The width may range between 36’ and 40’ and lengths may be adjusted by plus or minus four feet to match and optimize various panel layouts. To minimize snow slabs from sliding off the array and allow for drainage, the PV panels on the carport shall be sloped at 5 degrees or have some other method to control this occurrence. The carport PV shall be at least 9 feet clear in all locations. Carport design shall drain water to south side or west side (Bldg 810) and shall drain into a gutter to minimize icicles. The gutter shall drain into subsurface water infiltration basin or a vegetated ‘rain garden’ (swale) that can allow the drain water to infiltrate into the ground.

Lighting shall be provided under each array. This lighting shall be LED and allow for adjustable times for illumination with photocell controls to turn on the lights at dusk for variable times and turn the lights on in the morning prior to daylight. Refer to drawings for each carport PV location as some will require removal of existing parking lot lights where the new carports will be located. Removed lighting shall remain the property of GSA and be stored on the DFC as directed. Utilize this lighting circuit to power the new carport lights at Buildings 20, 25 and 810 and bring in a circuit to power these lights at Building 53.

2.2.3. The following performance criteria shall be met:

Power provided shall be 13.8 kV three phase for ground mounted PV and 13.8 kV or 480V for carport PV, compatible with the onsite distribution system. See drawings for connection options and connection locations.
