00800 Section - PROPOSAL SUBMISSION AND EVALUATION FACTORS FOR AWARD

SPECIFIC DETAILS FOR SUBMITTING PROPOSALS

1. General: The instructions below provide notification of the pre-proposal conference and walk-thru tour and give guidance for the preparation and submission of proposals.

Building(S) Tour & Pre-Proposal Conference A tour and pre-proposal conference of the facility(ies) will be provided by GSA beginning on February 10, 2010 from 1:00- 3:00 p.m. at Building 41, Remington Arms Conference Room, Denver Federal Center, 6th and Kipling Street, Lakewood, Colorado. Please enter the building from the South side at Entrance S-1. As this is a high-level security facility, all participants must enter the facility and sign-in through the Entrance at Gate 1, located on the east side of the Denver Federal Center. Offerors are responsible for their own transportation to and from the buildings. Parking accommodations are located in designated visitor areas around the Denver Federal Center.

No questions will be entertained during the tour. All questions are to be written down and received by Diane Byers, Contracting Officer by e-mail at diane.byers@gsa.gov no later than 2:00 pm, February 16, 2010. Questions in writing will also be entertained if presented at the beginning of the conference

As this facility is under tightened and varied security from building to building, Offerors may not be able to re-enter buildings after the tour. Thus, all Offerors are cautioned to see all areas as they deem necessary, during the tour, in order to augment their ability to submit an informed proposal.

The purpose of the conference is to provide a briefing of the contracting concept, the statement, of work, the specifications, and to allow prospective Offerors the opportunity to ascertain the complexities and the location of the project to be performed along with the general and local conditions which could materially affect conduct of operations and the costs involved.

The Government considers attendance at this conference vital to the preparation of a competitive offer. It will enable the Contractor to become acquainted with the areas to be serviced, and to be aware of any specific problem areas that might require special attention or considerations. Failure to attend this meeting may not be used as an excuse for omissions or miscalculations in offers. It is emphasized that it is more advantageous for each Offeror to have qualified representation at the pre-proposal conference. While the conference will provide an opportunity to discuss and clarify the solicitation provisions, nothing said or represented in the conference will be deemed to modify the solicitation requirements until followed by a written amendment.

Attn: Diane Byers, Contracting Officer Reference: Solicitation No. GS-08P-10-JA-C-0016 REMINDER – ALL QUESTIONS MUST BE RECEIVED BY 2:00 p.m. February 16, 2010.

General:

The Government intends to evaluate offers and award a contract representing the Best Value without discussions with the Offerors (except clarifications as described in FAR 15.306(a). Therefore, the Offeror's initial offer should contain the Offeror's best terms of a complete technical proposal and from a price standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest, or finds pricing too excessive, and may waive informalities and minor irregularities in the offers received.

A "tradeoff" process will be used to evaluate price and other factors specified in this solicitation with the goal of selecting the proposal that offers the greatest overall value to the Government.

If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition among the most highly rated proposals.

The instructions below provide guidance for the preparation and submission of proposals. Their purpose is to establish requirements for the format and content of proposals so that proposals are complete, contain all essential information and can be evaluated equitably.

A.

Proposals shall be submitted in two (2) separate parts:

(1) Part One - Technical Proposal - (1 original and 4 copies of the proposal)

(2) Part Two - Price Proposal - (1 original and 1 copy of the proposal), with complete cost and pricing data and certificate.

B.

Offerors shall submit proposals, prepared in conformance with the outline as shown in this section. This will enable the Government to make a thorough evaluation thereof and to arrive at a sound determination as to whether or not the offer can meet the Government’s requirements as set forth in the RFP. The Technical Proposals shall not contain any pricing information.

ALL PROPOSALS SHALL HAVE ORIGINAL SIGNATURES.

The proposal package shall be comprised of TWO (2) sealed envelopes. The first envelope shall contain one (1) original and four (4) copies of your Technical Proposal, to be marked “TECHNICAL PROPOSAL RFP #GS-08P-10-JA-C-0016”. The second envelope shall contain one (1) original and one (1) copy of your Price Proposal, to be marked “PRICE PROPOSAL RFP # GS-08P-10-JA-C-0016”. Place both envelopes in one envelope marked “SOLICITATION NO. GS-08P-10-JA-C-0016.”

C.

Offerors are cautioned that bid bonds, letters of credit, etc., may tend to reveal proposed pricing and therefore should not be incorporated in the technical proposal. If required, these items need to be included in the price proposal envelope.

3.

Technical Proposal Submission Requirements and Outline:

The technical capability of the Offeror will be evaluated using the following factors. These factors are listed in descending order of importance. Factor 1 is slightly more important than Factor 2, Factor 2 is equal in importance to Factor 3, and when combined are approximately equal in importance to Price, A.

THE OFFERORS TECHNICAL PROPOSAL SHALL CONSIST OF THE FOLLOWING THREE (3) FACTORS:

1. PAST PERFORMANCE ON FUNCTIONALLY SIMILAR PROJECTS

2. EXPERIENCE/QUALIFICATIONS OF THE OFFEROR

NOTE: OFFERORS NEED ONLY SUBMIT A SINGLE LIST OF REFERENCES FOR REVIEW OF BOTH EXPERIENCE AND PERFORMANCE.

3. ADDITIONAL PRIMARY EVALUATION ISSUES

B.

The TECHNICAL SUMMARY portion of the proposals submitted by each Offeror, including final proposal revisions (if requested), shall be no more than six (6) pages in combined total. A page is defined as each face (one side) of a sheet of paper containing information.

All pages containing ANY technical information referenced in this solicitation and the Factors described below shall be considered as one of the six (6) technical pages. These pages will be assessed starting from front to back regardless of any included Table of Content instructions or other directions. Pages in excess of six (6) pages will be sealed and not read or evaluated.

Additionally, Cover letters, references, Tables of Content or dividers DO NOT count toward the six (6) page limitation.

Foldout charts or graphs (not to exceed 8 1/2” X 14”), need not meet the font requirement and count as a single page.

Concept and One-line drawings should not exceed 11” X 17” in size, need not meet the font requirement and do not count towards the six (6) page limitation.

The proposals shall be submitted with the mandatory format criteria as follows:

· Six (6) pages

· 8 1/2” x 11” paper

· No less than a one inch (1") margin (top, bottom, left and right)

· No more than 54 lines of print per page

· A print size on written text of only computer, Arial 12, Normal Spacing font.

The above format criteria limitations are FIRM requirements. Proposals that exceed six (6) pages or do not meet the other format criteria limitations will not be considered for further evaluation.

4.

The Technical Summary shall address the criteria in the evaluation factors as follows:

Experience and Performance Information Acceptable types of Performance and Experience shall be as follows:

(1) Corporate Experience and Performance - defined as projects that the corporation has performed.

(2) Joint Venture (JV) – Corporate Performance and Experience from both companies of the JV, provided that the Small Business Firm has a controlling interest of 51 percent or more. There also needs to be written documentation submitted by the JV that certifies the formation of the JV agreement between the two firms.

(3) “Teaming Arrangement” – Corporate Experience and Performance from the Prime Contractor only.

Experience and Performance will be evaluated as two (2) separate factors as described below.

A.

FACTOR 1 – PERFORMANCE

Description: This factor considers the quality of the Offeror's past performance, within the last 3 years, in performing contracts for "Functionally Similar” services to those described in the RFP with regards to such considerations as technical success and customer satisfaction.

"Functionally Similar” is defined as:

The functions, responsibilities, and control exercised by the Offeror were essentially the same as required under the RFP.

This work should include some or all of the following: the design of the entire system, the scheduling and dispatching of personnel; scheduled and unscheduled performance of additional activities; personnel & administrative responsibilities, safety program compliance and training, purchasing and coordination of deliverables, and dispensing of materials and equipment, etc., in occupied buildings

The project entailed the design and installation of a major electrical system including medium and/or high voltage components and equipment in a completed project with a value of approximately $2,000,000.00 total dollars.

B.

FACTOR 2 - EXPERIENCE

Description: This factor considers the extent of the Offeror's experience and qualifications with contracts within the last 3 years, in providing design and installation of large Photovoltaic (PV) Systems for projects “comparable in size” to those described in the RFP. This factor also considers the quality of the Offeror's performance in carrying out the work required, specifically administrative and workforce management and technical success.

The Government will contact individuals and firms for which you have performed “Similar” services to evaluate your experience and performance information record within the last three (3) years.

“Similar” is defined as:

The functions, responsibilities, and control exercised by the Offeror were essentially the same as required under the RFP regarding the design and installation of large Photovoltaic (PV) systems, primarily grid tied ground based components.

“Comparable in size” is defined as:

The project entailed the design and installation of large Photovoltaic (PV) systems including mounting, electrical, mechanical and PV equipment for installation of a system which produced at least 300 Kilowatts. This would have included the structural base, wiring, distribution panels, transformers, inverters, PV equipment, mechanical system, etc.

NOTE: References which include projects for grid tied ground based and carport mounted systems should be listed first.

NOTE: ATTACHMENT 1: EXPERIENCE AND PERFORMANCE SURVEY found at the end of this Section is mandatory for use. Offerors will reproduce and utilize this attachment for the submission of references. Reference submittals will NOT count toward the six (6) page limitation. Offerors shall submit the information on shown at the end of this Section for each contract performed within the past three (3) years. Submissions are limited to no more than five (5) references.

Offerors are cautioned to submit accessible references AND contacts. References which cannot be contacted and/or verified will not be considered for evaluation. Contracts older than three (3) years will not be evaluated or considered.

The Government may contact clients other than those identified. In investigating an Offeror’s performance, the Government will consider information in the Offeror’s proposal and information that may be obtained from other sources.

C.

FACTOR 3 – ADDITIONAL PRIMARY EVALUATION ISSUES

The Offeror must include a summary of the overall proposal describing the individual area PV systems with regard towards the type mounting systems, axis of tilt, tentative electrical layout (one-line drawing) and capacities, basic system components and general structural access.

Concept Drawings and One-Line Drawing Submissions must contain the information described under Section 2 of the specification, stressing the information required under Paragraph 3. Concept drawings for each area must include the type of mounted system and major structural and electrical components as well as showing the basic landscape plan.

A tentative one-line electrical drawing for each area’s system should show in sufficient detail the flow of the proposed electrical schematic from end-point to each PV system, indicating all primary connections and equipment to be utilized. Panel Boxes must be included as well as transformers, combiner boxes for modules, meters and inverter equipment.

Minimum capacities must be described for each area, to follow the statement of work guidelines.

The Offeror must include a brief written description of the types of landscaping to be utilized for PV Fields 1 and 2 as a part of their six (6) page technical write-up.

Verification is required that proposed systems will meet Xcel “Solar Rewards” Standards and that products are contained in the California Products Listing.

5.

PRICE:

The price proposals will be evaluated, from the accuracy and completeness of the proposed price, the ability of the Offeror, professionally and managerially, to judge the magnitude and scope of the requirements defined in the specifications. The proposed prices will be evaluated for realism and overall value, including reasonableness of price. This evaluation may also contain an analysis of the delivered cost per kilowatt hour. The evaluated price will include the total accumulation of line-items CLINs 0001 – 0007 within the funds available.

Alternate line items will be added to the base line item in the order listed in the solicitation (see Standard Form 1442, Solicitation, Offer, and Award). If the addition of an alternate line item would make an individual offer exceed the funds available, that alternate line item shall be skipped and the next subsequent alternate line item in a lower amount shall be added, provided that the aggregate of base line item and the selected alternate line items do not exceed the funds available. For example, when the amount available is $100,000 and a Offeror's base line item is $85,000, with its separate offers on four successive alternate line items being $10,000, $8,000, $6,000, and $4,000, the aggregate amount of the offer for purposes of selecting the alternate line items would be $99,000 (base line item plus the first and fourth alternate line items). The second and third alternate line items are skipped because each of them would cause the aggregate of the base line item and alternate line items to exceed the $100,000 amount available when considered with the first alternate line item. All offers shall be evaluated on the base amount and selected alternates using the process described above.
