Standard Form 30 - Continuation Sheet Amendment 0001

Request for Proposal GS-08P-10-JA-C-0016

RECOVERY Grid Tied Ground Mounted and Carport PV Systems

IMPORTANT NOTICE TO CONTRACTORS: This amendment and any future amendments must be acknowledged to be responsive to the solicitation.

A. Refer to the Agenda at the end of this documents, entitled, Proposal Conference/Site Visit, dated February 10, 2010. More specifically, refer to the Environmental Issues portion, second bullet, which has been changed to:

"As part of the remediation, the current mounds in Fields 1 & 2 will be removed prior to Contractor's availability to the site."

B. Due to the remediation activities that will be performed in PV Fields 1 and 2, Offerors are hereby advised that a Notice to Proceed for the PV Fields will not be feasible until on or about July 1, 2010. If requested, an earlier Notice to Proceed can be issued for the carport portion of the construction work.

C. Offerors are advised that the selected NAICS Code annotated in the Request for Proposal and in the Pre-Proposal Conference/Site Visit Agenda must be included in the associated CCR to be eligible for an award.

D. PV Watts is required for all pricing; however, other systems may be submitted in addition to PV Watts.

E. It was confirmed at the conference that the technical six page limitation does not include the reference pages.

Written Questions:

F. Can the GSA provide the existing utility drawings for each carport location showing all utilities including water lines, irrigation lines, gas, electrical, storm and sanitary sewer?

The Contractor is responsible for all locates.

G . In section 2 Statement of Work section 9.1.5 states that a temporary bridge and Gravel Service Road is to be removed, can the GSA provide more information of what the temporary bridge and service road will be constructed out of.

Assume the bridge will be at a minimum of one or two 36 corrugated metal pipe (CMP) large enough to allow flow through the ditch with dirt rock base cover capable of allowing up to 20 trucks a day weighing approximately 80,000 lbs. This may require concrete abutments to ensure the single lane bridge does not erode during flow.

H. In section 2 of the Statement of work section 2.2.2 it states that the gutters from the carports shall drain into subsurface water infiltration basin or a vegetated 'rain garden' (swale). Is the GSA expecting this swale to be installed in the parking lot or can we install the swale somewhere else as to not jeopardize the existing parking lot layout?

The Contractor must install the required Best Management Practices (BMPs) and Low Impact Development Designs (LIDs) beyond the limits of existing paved parking lots, downstream of the carport mounted PV Arrays. The Contractor must limit the area of disturbance within the parking lot to a minimum. The proposed BMPS and LIDs will help achieve the EISA requirements for the overall project for volume reductions and greatly enhance the runoff water quality I. Do the roofs on the carports need to be water tight and not allow water to impede between solar panels?

The panels must be adjacent to each other so there are no gaps or minimal leaks. This may require some sort of gasket.

J. Will RTD’s Light Rail construction plans be made available to the successful bidder during the design phase to confirm no conflicts will occur (supports, shading, run-off, etc.)?

The RTD Light Rail Bridge is currently erected for viewing. The Contractor will be required to determine impacts during the design process. The cars will eventually be crossing the bridge that will be approximately 10 feet tall.

K. Is there a local stormwater pond that we can plan to incorporate into our environmental plans?

Basin #3 located north of North Avenue and west of Agricultural Ditch could be utilized for managing storm water from PV Field #2. However, there are no storm water ponds near PV Field #1. The Contractor may propose a storm water basin to meet the EISA requirements.

L. What is the finish specification for the new carports? Can they be galvanized, do they need to be painted or coated?

The carports must be corrosion resistant. Galvanized is acceptable; however, it is not the only acceptable material.

M. Is there a specification for the LED lighting to be provided for the carports?

The lighting must be comparable to the rest of the parking area with a one (1) foot candle minimum under and around the carports as if the existing lighting had not been removed.

N. Can the medium voltage work be performed by us, or does it have to be performed by Sturgeon Electric?

It is permissible for the Contractor to self perform the work; however, Sturgeon Electric, Inc. is the current Operation and Maintenance Contractor on site for assistance/support as a paid subcontractor.

O. Will GSA be providing locations pertaining to the meter communications tie in to the GSA LAN for each array, for pricing purposes?

The Contractor will be able to tie into the Cat 6 Lan at the closes location within the building available. It is the Contractor's responsibility to price this item as it deems appropriate.

P. Will we have full access to each building for the purpose of conduit routing and tie in to existing switchgear?

The Contractor will have the necessary access.

Q. Where will we be able to access water for temporary irrigation?

There is an existing domestic fire hydrant (located just north of the wellness center) that the contractor can use to fill a water truck.

R. Who is responsible for maintaining the public website over the 10 year duration?

The Contractor is responsible for the website.

S. Do any wetlands exist in the locations planned for the ground arrays?

No formal determination for any of the areas in which construction is being performed work has been established. However, for bidding purposes assume that no wetlands are present in any of the project areas. The Agricultural Ditch has wetlands. The retention pond near PV Field 2 is preamble water and not a wetland.

T. Are the prairie dogs an issue during construction? Is any action required by us?

Prairie Dogs will be removed from the area prior to the construction portion of the work. No action will be required by contractor.

U. Will coyotes impact the project?

There is a coyote den located near the Agricultural Ditch. The coyotes will adapt and move to another area until the construction activity is completed.

V. What is the compaction after grading?

No information is available.

W. Can you use the excess soils as backfill in each area?

Excess soils which meet engineering criteria and are deemed clean can be used as backfill.

X. How do we comply with XCELS Solar Reward Large Program and have a 5% tilt on the carports?

The Solar Rewards Program is not incorporated into this project.

Y. All the references below are with regard to Section 2, entitled, Statement of Work.

2. Energy Independence and Security Act (EISA) Section 43:

1. Under EISA, GSA as a federal entity and holder of MS4 permit is required to meet EISA requirements. The main requirement is that any construction project that disturbs an area greater than 5000 sq ft, design the project to improve the storm water runoff to historical values. Historical values are defined as conditions prior to development (e.g., 1870 plains).

2. Storm Water Modeling (SWM). To obtain the CD for the modeling, a sensitive but unclassified document must be signed and accepted. This CD is a storm water model of the site based on the requirements of EISA. This model provides a means to determine if the proposed design and landscape design improve the quality and quantity of storm water run off. The GSA requires that EPA Storm Water Management Model (SWMM) 5.0 model is used.
