BORDER TRAFFIC CONSULTING SERIVES

SOLICITATION # GS-07-P-16-UC-D-7000

AMENDMENT 1: CONTRACTOR QUESTIONS

1. Will we be disqualified with a PM who is not a P.E? Proposals with a PM without the P.E. certification will not receive the full scoring potential but will not necessarily be completely disqualified for that evaluation factor.

2. Can we sub on one proposal and prime another proposal? There are no restrictions in doing this.

3. Can we add supplemental information that does not count in page restrictions? Information beyond the page count will not be reviewed.

4. Is our price proposal counted in the page count? No, the price proposal does not apply towards the page count in the overall proposal submission.

5. In the section discussing “Future projects envisioned requiring traffic consulting services”, you outline several different scenarios – in there you describe a scenario where a new port is constructed and ask how traffic will be redistributed from the other ports. Is it accurate to assume that you want a broader picture of traffic redistribution – if so, do you want a regional model to simulate that? Yes. We are looking for ways to develop regional models. These models would have to be coordinated with local MPOs. GSA contemplates looking at multiple Land Ports of Entry (LPOEs) in a regional area as a system. Some kind of regional model would have to be developed to understand the relationship between LPOEs in a given geographic area.

6. Will a pedestrian analysis be required on this IDIQ? Yes. Limited pedestrian analysis may be required. GSA may not need to model pedestrian flow through the facility, but understanding growth patterns and appropriate sizing of facilities.

7. On software requirements (Section III), the last item says “Works with GSA IT infrastructure”. What type of IT infrastructure and what type of data transfer? The assumption is the data will be Word/Excel compliant. In addition, the simulations and animation files will need to be run on Government computers without having to download extensive special viewers or software.

8. Does the 25 page limit include all requirements? Resumes? Cover? Pricing Proposal? As per this amendment, the page limit will be increased to 30 pages single sided. The 30 page limit applies to the Technical Proposal and not the Pricing Proposal. The Technical Proposal includes factors 1, 2, and 3 (Relevant Experience Delivering Traffic Studies; Qualifications, Experience, Skills and Abilities of Key Personnel; and Technical Approach of Sample Project). All other information including Cover page and additional material will need to be within the 30 page limit. As a reminder, each of the resumes shall only be 2 page single sided or front and back.

9. Is the pricing proposal intended to be attached to the proposal in excel form or included within the 25 page body of the proposal. The pricing proposal is intended to be submitted separately from the technical proposal. Again, with this amendment the page limit is increased to 30 single sided pages.

10. Do we need to commit to one particular traffic simulation program upfront in our technical approach? GSA seeks the best solution to fit the needs of a particular site or scope of work for task order. GSA will be relying on the contractor’s expertise to determine which traffic simulation program and tools are most appropriate for the given scope of work in the task orders. GSA is seeking a contractor who is able to adapt well to utilize a variety programs and tools to provide comprehensive traffic analysis. The flexibility of the contractor to use a variety of resources to provide traffic analysis is most advantageous.

11. We have talented team experienced with micro, macro and mesoscopic simulation models. We are software agnostic and will recommend the best software in the market that fits task/analysis objectives and true-to field condition "What If" analysis. Is this approach in line with GSA's expectations? Yes. We do not have a preference for any particular program. The program should, however, be widely used and available in the marketplace.
