SECTION J

ATTACHMENT 2: SAMPLE SCENARIO

STATEMENT OF WORK

I. Background

The United States General Services Administration wishes to complete an analysis of the facilities needed at the San Luis I Land Port of Entry (SLI). The Analysis will through Macro and Micro simulation modeling confirm the sizing of facilities (Primary, secondary, Non Intrusive Inspection (NII) facilities, and related inspection facilities needed to meet the anticipated growth of crossings through the horizon year of 2035.

General

1. The Contractor shall create a baseline of CBP Inspection functions at the LPOE including layout analysis, meeting with the project team, and complete a written report.

2. Develop border station models to simulate federal inspection activities at the subject land port of entry (SLI) to determine infrastructure and facility needs to ensure efficient and effective operations.

3. Border station models can be developed from existing operating ports of entry or can be developed from scratch using engineering designs.

4. Port facility and operational data are entered into the model using Microsoft Windows compliant data entry screens.

5. Sample facility data include the layout of the station, number of inspection booths, parking spaces, and warehouse slips, etc.

6. Operational data include the kind of inspection equipment used, personnel conducting inspections, and processes in use by all agencies at the LPOEs.

7. The contractor must provide the continued development and enhancement of the model and the data collection, analysis and model execution for appropriate LPOE traffic oriented improvements and other related services, including, but not limited to: Program analysis, planning and programming, business process consulting, program control, scheduling and oversight, requirement analysis, technical assistance, development of whitepapers and presentations, coordination and conduct training activities, status and in-process review meetings, post implementation review per program and/or project, quality management programs, controls, and audits, technical writing support, and general administrative support.

II. Types of Work

1. Baseline creation and updating 1a. Development of Existing Conditions Model 1b. Maintenance and updating of model through contract period 1c. Updated baseline sensitivity to the following to include:

An updated model scenario run reflecting the future year no build alternative and an updated facility count to meet stated processing goals (i.e 30 minutes in to queue to arrive at primary booth).

● Contractor shall develop processing data based on a site visit to the SL1 LPOE.

Arrival data as provided by CBP at the time of the site visit.

● Extrapolation of the provided data to reflect the 90th percentile peak week.

● Written documentation reflecting the source and basis of Baseline.

2. Projections 2a. Horizon year (generally 25 years out) facility recommendations are to be made using the standard GSA out—year projection protocol.

3. Design layout alternative analysis 3a. Build a site layout using the proposed design, run simulation, provide feedback of the result to the PM & AE to improve the design.

3b. Perform the design analysis run using the current year baseline plus out year projection traffic.

3c. Meet with the project team to discuss the initial design run, adjust the layout on the spot; rerun the simulation overnight; and present the adjusted layout result the next day.

3d. Generate technical design analysis report to summarize the whole exercise and to report the simulation recommendation along with other corresponding data.

3e. Provide updated facility information, current port data, and coordinate the site visit with the customer.

4. Design Scenarios 4a. Create proposed design scenarios for LPOE to include:

● Facility layout of the proposed port as provided in the CAD drawings provided by GSA.

● Processing and referral input data derived from the current baseline experiment.

● Extrapolation of the provided data to reflect the peak week.

● Using the standard GSA protocol, extrapolate the demand and evaluate the port capability for the Horizon Year.

● A typical Technical Report will be generated to summarize the exercise and to report recommendations and the corresponding data.

● Written documentation reflecting the source and basis of update.

5. Capacity sizing analysis 5a. Using Horizon Year traffic volume and the 90 th percentile peak week baseline Scenario for

LPOE being studied.

5b. The Horizon Year traffic volume will be calculated using the standard GSA out-year projection protocol.

6. Outbound studies and comprehensive traffic/circulation/movement analysis for LPOEs on inbound and outbound inspections 6a. Conduct site visit. Each individual LPOE will have a separate and independent analysis performed and result produced.

6b. Create a new and separate outbound baseline file.

6c. Visually record the outbound traffic and any conditions that should bring to the attention to the customer that may affect the outbound analysis.

6d. Create a new outbound baseline file:

● The update of the facility layout of the current port is not needed.

● Processing data based on a site visit to the current port.

● Departure data as provided by the port.

● Extrapolation of the provided data to reflect the peak week.

● Comments added to Source Data to indicate the information updated.

● A summary of the new data collected and used must be approved by the project team prior to proceeding to the next step.

● Analysis to include effects of foreign port operations.

6e. Outbound sizing analysis and design layout analysis

● Generate the appropriate facility capacity for the current year. Sensitivity analysis will be performed on nine separate scenarios for each LPOEs.

● A design layout analysis will be performed for each LPOE.

● A summary of the simulations will be forwarded to the project team as soon as they come out for approval before proceeding to the next step.

● A draft version of the final comprehensive report will be reviewed by the project team for approval before going final. Four sets of the “Viewer CDs” as the ones currently generated for the Design Team projects (or equivalent) are also expected as part of the final deliverables.

● Analysis of both queueing and outflows from LPOE for use in regional and GSA traffic models.

7. Reporting 7a. Summarize the analysis and to report recommendations and the corresponding data.

7b. A table similar to the one shown here with similar data should be included in the report:

7c. Include CBP’s POR as provided by the respective port’s GSA point of contact.

7d. Provide Outflow rates by mode type.

8. Border data normalization

8a. Combine, tabulate, and evaluate to create three port classifications as templates.

8b. Base classifications on port traffic volume determined from data and client input.

8c. Evaluate templates to determine corresponding capacity.

8d. Generalized port templates and capacity requirements will give customers ability to apply findings from previous studies that share similar conditions to any new unevaluated crossing.

9. Meetings

9a. Following the completion of the design, a meeting between contractor and the

● A/E will occur to assist with understanding of results and with alternative recommendations.

The workshop will include:

● A half of a day presentation on findings.

● Followed by discussion on possible solutions and recommendations.

● Implementation of agreed upon solutions by Contractor, executing new simulation experiments.

● Presentation of findings on the second day of the workshop.

10. Site visits and travel 10a. Contractor to provide the personnel necessary on site for data collection and surveys documenting anticipated travel days.

10b. Optional site visit to the A/E firm location for one person for two days onsite for meetings and two days travel.

10c. Workshop with A/E firm to discuss design results and recommendations.

11. Schedule

11a. 60 days from site visit completion and receipt of data to complete the required work for the baseline updates and sizer evaluation and four (4) weeks from project PM notice to proceed to complete the new design analysis.

12. BITS database

12a. The electronic files of the baseline experiments, final simulation files, digital photos, and the reports will be posted on to the GSA’s BITS intranet site.

III. Software requirements

1. Checks LPOE design to insure meets future needs for different projected time lines, for example, five, ten, or 25 years.

2. Checks design of infrastructure (such as offices. kiosks, and traffic lanes) to verify if it supports and aligns efficiently with operational processes and inspections.

3. Can handle projected traffic flow and volume given the real times needed to conduct operational processes such as primary and secondary inspections.

4. Identifies where the potential choke points are going to be when laying out a plaza design of if capacity is being increased as a result of highway expansion leading up to a port. Accordingly, a final analysis should provide traffic samples taken at various times, not just at peak times and or peak season.

5. Works with local governments' simulation software or can import/export data from/to other systems.

6. Works with GSA IT infrastructure.
