BORDER TRAFFIC CONSULTING SERIVES

SOLICITATION # GS-07-P-16-UC-D-7000

AMENDMENT 2

Amendment 2 is hereby issued make the following changes to Solicitation # GS-07-P-16-UC-D-7000. This solicitation will be re-opened to re-establish the proposal due date to incorporate the below information.

1. In the answers to Contractor Questions provided in Amendment 1, there were two questions/answers that are clarified and/or corrected with this amendment. Below are the two questions with the original answers and the corrections. The comments in italics:

a. Will we be disqualified with a PM who is not a P.E? Proposals with a PM without the P.E.

certification will not receive the full scoring potential but will not necessarily be completely disqualified for that evaluation factor. CORRECTION: The original answer in red above is incorrect because a Professional Engineering (P.E.) Certification is not required with any of the evaluation factors. The correct answer is NO. A PM will not be negatively evaluated for the lack of having a P.E. Certification. A proposal will have the full scoring potential without a P.E.

Certification for any key personnel.

b. Can we sub on one proposal and prime another proposal? There are no restrictions in doing this. CORRECTION: Based on further consideration of this potential arrangement, it was determined that the risk level for a possible conflict of interest is too great for the Government to mitigate. Therefore, prime contractors are instructed to submit only one proposal and to not submit to be a subcontractor in a different proposal for this solicitation. Additionally, specific personnel cannot be proposed as Key Personnel on two separate proposals and employees of prime contractors shall not be proposed as Key Personnel on other proposals. If offerors have a specific situation for the Government to consider, it can be submitted prior to the new Q & A deadline as specified below.

2. The Government intends to award up to four (4) separate IDIQ contracts as a result of this solicitation; although, the Government reserves the option to award less than four contracts.

3. The revised proposal due date for this solicitation is March 10, 2017. The cut-off for receiving proposals is 4:00 PM Central Time on this date.

4. The revised Q & A deadline to submit questions is COB 2/21/2017.
