1. Reference L.5.1.2 and L.5.2.1 Is the work sheet narrative a separate item than the Figure L-1 worksheet that is required? Or are we only required to submit Figure L-1 (Management Plan Worksheet)? In section L.5.1.2 it mentions a Worksheet Narrative and that it is limited to 3 pages. Is that in addition to Figure L-1.

ANSWER: The word narrative has been removed and Section L has been revised and is included in Amendment 2.

2. Reference L.5.2 Can the experience of a major subcontractor be submitted along with the experience of the prime contractor?

ANSWER: NO

3. Reference JC Custodial Exhibits – C1 No building or facility statistics provided for Port of Entry, Donna, TX.

ANSWER: We do not do Building Information Sheets for buildings where the contractor does not perform custodial services.

4. Reference L.5.3 – Past Performance, 2nd Paragraph It states, “In accordance with FAR 15.305(a)(2)(iii), the evaluation will take into account past performance information regarding predecessor companies, key personnel who have relevant experience, or subcontractors that will perform major or critical aspects of the requirement when such information is relevant as long as it is properly identified”.

If past performance of a subcontractor can be utilized, can the experience of major subcontractor be utilized as long as we identify what major or critical aspects they will perform on the contract?

ANSWER: YES

5. Reference L.5.3.1 – Past Performance Questionnaires No Past Performance Questionnaires (Figure L-2) was provided as part of the documents uploaded to

FBO.

ANSWER: Included in Amendment 1

6. Reference L.6 – Pricing Proposal Requirements The instructions provided under subsection a. Standard Services (B.1.1) and Additional Services (B.1.3) does not match up with the Figure B-3 pricing template provided. For example, under additional services there are instructions to propose fully burdened prices per hour for skill sets. There are no skill sets provided on Figure B-3. Plus on Figure B-3, item B.1.1 is Above Standard Services, not Standard Services as listed in the instructions.

ANSWER: See Corrected Section L in Amendment 2

7. Reference L.6 – Pricing Proposal Requirements, Sub Section C

The instructions say that the Markup Coefficient is Section B.1.4 of the pricing template. There is no Section B.1.4 on the template, only B.1.2 that mentions Markup Coefficient. Please clarify and update either the instructions or Figure B-3 pricing template.

ANSWER: Section L updated in Amendment 2

8. Reference L.5.2 and M.3.1.2 In the experience section, besides the two-page write ups, can we submit a short 3-5 page experience introduction that introduces the offeror’s company and who we are? There is no place provided where we can introduce our business/company to the selection committee.

ANSWER: NO

9. Reference L.4.2.3 Is the offeror required to submit Section K, Representations, Certifications, and Other Statements as part of our proposal? Or will the submission of proof of registration for SAM suffice?

ANSWER: Both are required

10. Reference CC.5.1.4 It states that, “The contractor shall replenish supplies and fill dispensers as a standard service”. Since some of these facilities are high traffic areas with multiple personnel passing through the Points of Entry, can the Government please provide some data on how many consumable supplies (e.g. soap, paper towels, bathroom tissue, plastic trash liners, etc.) are provided on a monthly or weekly basis?

ANSWER: GSA does not track that information

11. Reference CC.5.1.11 Is the contractor responsible for removing recyclables from the property? (e.g. Hire a service to come in and empty the recyclable dumpsters)?

ANSWER: Please refer to Section CC.10.2.1

13. Reference CC.7 Can you please clarify the following:

Is the contractor to provide 25 hours of custodial service calls per location (McAllen, Pharr, Roma, Mission and Donna) for 125 hours in total? Or, is the contractor to price in 25 hours (FFP) of custodial service calls per month to cover all locations.

ANSWER: I don’t know what FFP stands for but the 25 hours per month of custodial service calls covers all locations. Custodial service calls are included in the basic services pricing. Reference CC.1.0.24

14. Reference CC.15 It asks in this paragraph that contractor’s cleaning schedule, as a minimum, include the following frequencies: daily, periodic, weekly, monthly and other frequencies. This conflicts the information put out in Paragraph CC.2.1 where in dictates the number of cleanings to be provided daily. Can Paragraph CC.15 be clarified or revised to better reflect the mandated cleaning.

ANSWER: Paragraph CC.2.1 is referencing where additional shifts of cleaning are required. Paragraph CC.15 is a list of frequencies that must be provided as a minimum. If the proposer has frequencies beyond those listed in paragraph CC.15 those frequencies should be reflected on the schedule.

15. Reference CM.2.15 Please confirm that the contractor is responsible for the first $5,000 of generator fuel per contract year, and that it is the aggregate total. Please also confirm that it is not $5,000 per location.

ANSWER; The contractor is responsible for the first $5,000 of generator fuel per contract year and it is the aggregate total. Not $5,000 per location, it is all inclusive.

16. Reference CM.23.3 Please clarify if the Government is buying 108 hours of Emergency Call Back (After Hours) per year? If so, should we assume that this 108 hours needs to be part of our FFP? YES Will the government expect the contractor to reimburse them for the hours not used if 108 hours are not utilized in a contract year?

NO

ANSWER: Section CC.5.1.8 will be RESERVED through upcoming amendment.

28. Reference CC.5.1.11 Does this involve transportation for locations where recycling isn’t provided?

ANSWER: NO – Only two locations are performing recycling due to lack of recycling vendors. Please ensure Pharr is not excluded from the recycling requirement. Roma and Donna can be exempt from a full blown recycling program at this time. However, the City of Donna is interested in recycling, so they may be included in the coming years, therefore, the door should definitely be left open at the other facilities. Opportunities to reduce, reuse, donate, etc., should still be used whenever possible.

29. Reference CC.5.1.15 Is blind dusting to be performed between quarterly cleanings?

ANSWER: Uncertain what is meant by “between quarterly cleanings”. There is no requirement to “clean” blinds.

30. Reference CC.5.1.17 Is it the expectation of the Government for this to be monitored continuously after the one (1) time cleaning is complete?

ANSWER: Uncertain what is meant by “monitored continuously”. The Government does not expect the contractor to monitor anything. Tasks completed by the contractor should meet the quality standards.

31. Reference CC.5.2.3 Is this requirement truly only required on a semi-annually basis, or will it be required throughout the year, per requests of the tenants?

ANSWER: Cleaning frequencies that are above standard shall be ordered by the CO/COR and paid separately.

ANSWER: Section L and M have been rewritten to clarify this area and is included in Amendment 2.

97. M.3.1.1 (3rd bullet): Instructs that the Worksheet Narrative is to be used to explain deviation from the government’s baseline but no such baseline has been provided. Therefore, there doesn’t appear to be a purpose for the Worksheet Narrative. Further, L.5.1.2, does not address the required contents of the Worksheet Narrative but only that it is limited to 3 pages. Is the Worksheet Narrative required and, if so, will the Government identify the requirements for its content?

ANSWER: Section L has been rewritten to clarify this area and is included in Amendment 2
