Further measurements and determination of variations in quantities of work are not required in such firm-fixed-price delivery orders, in relation to defects in omissions of required work.

D. The specifications may indicate units of measurements in inch-pounds (IP or “English”) or International Systems of Units (SI, or “metric”), or both.

PART 2 – EXECUTION

2.1 PAINTING

A. Measurements shall be made to the nearest linear foot or inch (meter or millimeter).

1. Ceilings: The area of ceiling surfaces to be painted shall be the overall actual measured length multiplied by the actual measured width of the ceiling, and shall be rounded off to the nearest square foot (square meter). Side of beams or recesses in the ceiling 6 inches (152 mm) or more in depth, to be painted with the ceiling, shall be computed to obtain the total square footage (meter) for which payment is made. No additional square footage (meter) will be calculated for painting of side of beams or recesses in a ceiling that are less than 6 inches (152 mm) in depth. No deduction is to be made for the cross sectional area of columns that intersect the ceiling, or for the surface area of recesses or surface-mounted light fixtures. Exposed ductwork, piping, conduit, etc., 6 inches (152

mm) or less in diameter or depth and contiguous to the ceiling shall be considered as part of the ceiling, and the price for painting the ceiling shall include the painting of this work at no additional cost. (See sub-paragraph 3.1.A.9 below for painting of exposed ductwork, piping, and conduit larger than 6 inches (152 mm)).

2. Walls or Partitions: The area of wall or partition surfaces to be painted shall be the overall actual measured length multiplied by the actual measured height of the wall, and shall be rounded to the nearest square foot (meter). The side areas of columns or recesses that are 6 inches (152 mm) or more in depth and are integral with the wall shall be computed and included in the total square footage (meter) of wall surface to be painted.

a. No additional square footage (meter) will be calculated for painting sides of columns of recesses which are less than 6 inches (152 mm) in depth. If the wall contains base or cove moldings that are to receive the same color and type of paint as the wall, no further adjustment to the square footage (meter) is to be made and the unit price for painting the wall shall include the painting of this work. Exposed ductwork, piping, conduit, etc., 6 inches (152 mm) or less in diameter or depth and contiguous to the wall shall be considered as part of the wall, and the price for painting the wall shall include the painting of this work at no additional cost. (See

MEASUREMENTS 01271-2

paragraph 3.1.A.9 below, for painting of ductwork, piping, and conduit larger than 6 inches (152 mm)).

b. Wall areas shall exclude the following: their areas shall be calculated as indicated and subtracted from the gross area of the wall:

(1) Base of Cove Molding: Measured length multiplied by the measured width, rounded down to the nearest square foot (meter). Except where special treatment is required, the area of the base or cove molding that is to receive the same finish as adjacent walls shall not be subtracted but shall be included as part of the total wall surface to be painted; the unit prices established for these walls shall apply. (See subparagraph 3.1.A.2).

(2) Windows: The measured width of window including trim, multiplied by measured height of the window unit, including trim, rounded off to the nearest square foot (meter). Windows within a given wall shall not be subtracted unless they measure more than 20 percent of the wall surface.

(See subparagraph 3.1.A.4 below).

(3) Doors: Measured width of door, including trim and transom, rounded off to the nearest square foot (meter). A door, frame, and transom assembly shall not be subtracted unless it exceeds 24 square feet (7.31 square meters). (See subparagraph 3.1.A.4 below).

3. Free-standing Columns: Free-standing column surfaces to be painted shall be the measured perimeter multiplied by the measured height, rounded off to the nearest square foot (meter). Exposed piping, conduit, duct work, etc., 6 inches (152 mm) or less in diameter or depth contiguous to the column shall be considered as part of the column, and the price of painting the column surface shall include the painting of this work at no additional cost. Base and cove molding shall be treated the same as walls. (See subparagraph 3.1.A.4).

4. Doors: The area of glass or other openings not to be painted shall not be subtracted from the gross door area. The area shall be the measured width multiplied by the measured height (each rounded off to the nearest one-half foot (meter)) of the door, and shall be rounded off to the nearest square foot (meter) for each side. To compensate for added work where louvers (but not perforated grilles) must be painted, the overall door area (including the louvers) shall be increased by the gross area of the louvers (i.e., length times width).

5. Windows: Area shall be computed, by multiplying the overall width and height of the window and trim and rounding the result off to the nearest square foot (meter).

6. Miscellaneous Trim, Base, cove Molding and Stair Risers: The surface area of the moldings, miscellaneous trims and stair risers to be painted or refinished shall be the actual measured width multiplied by the actual measured length and shall be rounded to the nearest square foot (meter).

7. Shelves, Cabinets, Etc.: The areas of shelves, cabinets, etc., to be painted or refinished shall be computed by measuring the actual lengths and widths of all surfaces to be painted and obtaining the total area of each shelving or cabinet unit, rounded off to the nearest square foot (meter).

8. Ornamental Work: Areas of ornamental work, such as railing, grilles, etc., to be painted shall be the actual measured length multiplied by the measured height or width, and shall be rounded off to the nearest square foot (meter). No deduction is to be made for openings, offsets, etc., contained in the ornamental work.

9. Ductwork, Conduit, and Piping in Office Areas and other Finished Space: The surface areas of ductwork, conduit, and piping that are not included as part of the painting of walls, ceilings, and columns as provided in subparagraphs 3.1.A.1, 3.1.A.2 and 3.1.A.3

MEASUREMENTS 01271-3

above, or that are to be painted with a color or finish different from these walls, ceilings, or columns, shall be computed and rounded off to the nearest square foot (meter).

10. Floors: The area of floor surface to be painted shall be measured width multiplied by the measured length of the floor rounded off to the nearest square foot (meter). No deduction is to be taken for the cross sectional area of columns which intersect with the floor surface.

2.2 PARTITION DEMOLITION OR INSTALLATION:

A. Partitions shall be measured from floor or foundation to top of partition required on the work order. Area shall be determined by using height multiplied by length, measured on one face only.

B. Adjustments for partitions containing glass, windows, or doors: Should the partition to be installed contain glass, windows, or be intersected by a beam, the area of the opening(s) representing the glass, window, or doors, or beam shall be subtracted from the overall square footage only if an opening exceeds 24 square feet (7.31 square meters). Payment for glass, windows, and doors is to be made on a price-per-unit installed basis. The unit price for partitions includes the cost of accommodating glass, windows and doors in the construction of the basic partition, as well as installing the units.

1. Linear footage prices are based on 9 feet (2743 mm) high partitions.

C. Government-Furnished Bank-Type or Movable Ceiling-High Partitions: Payment for installation of Government-Partitions shall be made on the basis of a unit price per linear foot (meter) of installed partition, with measurements to be made to the nearest linear foot (meter).

2.3 SUSPENDED CEILING CONSTRUCTION:

A. Work that requires furnishing and installing suspended ceiling systems shall be performed on a price-per-unit-per-square foot (meter) basis. No deduction shall be made for the area of lighting fixtures installed within the surface area of the ceiling. However, the unit price shall reflect the reduction in ceiling tile cost due to the area covered by the light fixtures. The area shall be the product of the measured length and width of the ceiling rounded off to the nearest square foot (meter).

B. Light fixtures installed with suspended ceiling shall be paid for on a price-per-fixture-installed basis.

2.4 FLOOR COVERING, CARPET, TILES, ETC.:

A. Work shall be performed on a price-per-square-foot (meter) basis, and the floor area shall be computed as described in subparagraph 3.1.A.10 above, on painting of floors. Patching of carpeting, tile, etc., shall similarly be performed on a unit-price-per-square foot (meter) basis, based on the area to be patched (length multiplied by width) rounded off to the nearest square foot (meter).

B. Excess materials that have been provided or paid for by the Government shall be returned to the field office manager (or COR, where appropriate).

2.5 WALL COVERINGS:

A. Wall Coverings provided by the Government: The unit prices include only the cost of installation when wall coverings are furnished by the Government. Excess wall covering materials shall be returned to the field manager (or COR, where appropriate). The Contracting Officer shall ensure that quantity determinations are made using accepted commercial methods.

The Wallcovering Estimate Guide produced by the National Decorating Products Association is useful for this purpose.

B. Wall Coverings provided by the Contractor: The unit prices include both Installation and materials for wall coverings provided by the contractor.

MEASUREMENTS 01271-4

C. Area determinations: The gross area of surfaces to receive wall coverings other than paint shall be computed as the product of the length, times the height to be covered rounded to the nearest square foot (meter). Area deductions are made only when the width of the opening is greater than the full width of the wall covering. Each wall covering area deduction is computed using the maximum number of full width strips eliminated.
