I. General Information
I.A. The Solicitation and Contract
(1) This Solicitation is set-aside for Small Business Concerns, in accordance with FAR
19. This Solicitation sets forth requirements for proposals for a multiple award Indefinite Delivery Indefinite Quantity (IDIQ) Contract to provide for various construction, repairs, alterations and renovations to federally owned and leased facilities serviced by the Greater Southwest Region 7 of the General Services Administration (GSA) and located throughout the Houston Zone. Proposals conforming to the Solicitation requirements will be evaluated in accordance with the Method of Award set forth herein. The Government will award the Contract to the selected Offeror(s), subject to the conditions set forth herein.
The resultant contract(s) will have a Maximum Ordering Limitation (MOL) of $3,000,000 per contract per year. This represents the ordering capacity, but in no way obligates the Government to issue orders to that magnitude. The minimum guarantee is $2,000 per contract for the base year ONLY. The Government anticipates making up to five (5) awards under this single solicitation to Offerors who submit proposals which will provide the best value to the Government in terms of technical qualifications and price. The Government reserves the right to award a number of contracts outside this range.

(3) The Offeror's proposal submitted in response to this Solicitation shall constitute a firm offer. An offer may be rejected if the Government determines that the lack of balance poses an unacceptable risk to the Government.
The factor to be applied to line items for Other Than Normal Working Hours (OTNWH) will also be considered and evaluated as part of the price analysis. The hypothetical project pricing will also be considered and price analysis performed.
