2. Solicitation Package Review
A. Period of Performance and deadlines for questions / proposals (cover page). The performance period and deadlines for questions and proposals are on the cover page of the solicitation package: Deadline for questions is May 15, 2014 and proposals are due
June 4, 2014. Performance period is one base year plus 4 one-year options.
B. Initial for amendments (Block 19 of SF 1442, pg. 2). Please acknowledge any and all amendments to the solicitation by including the amendment number(s), date(s), and signing Block 19 of the SF 1442 form.
C. Line Items and OTNWH factor (Pricing Form). The line items, be sure you read through the line items thoroughly, however, if you have questions, please do not hesitate to ask. Line items contain add-ons, look to other line items either above or below them for line items that may be associated with it. For example, ceiling, where we have the line item for the standard grid size, and there is a line item for add-on for 9/16 grid instead of the standard, and we are just asking for the additional add-on, in that case, we would use the line item for the standard size and add on the additional price for the non-standard grid size. Look around the line items to find what exactly is to be included on each line item. Typically, there are line items and add-on line items associated with them. Also, PAGE 4 OF 12 GS-07P-14-HH-D-0006/0002 please take a look at the unit of measure that we are asking for. The majority of the work associated with the line items is associated with renovations of a given area. The majority of the information and pricing came directly from RS Means, that should be a good start.
In some cases, we are only looking for a certain parts of the work (for example mortise a lock set, versus the entire lock set, in this case we may just want the re-keying of the lock set). Please email us your questions if you don’t understand any of line items.
The last line item is the factor for Other than Normal Working Hours (OTNWH). This is a factor to be applied to the line item prices for a shift differential is not overtime. This is for work that will be shifted to other than normal working hours. The typical range for this factor is 5% to 15% roughly. Your line item prices should be fully loaded, including any materials, labor and overhead.
D. Description of services to be provided (I.A. – COR). This is a set aside for Small
Business, this is to provide for various construction, repairs, alterations and renovations to federally owned and leased facilities serviced by the Greater Southwest Region 7 of the General
Services Administration (GSA) and located throughout the Houston Zone. The counties included in the primary performance area of the Houston Zone are listed on page 3 of the solicitation.
E. MOL and base year minimum guarantee (I.A.). The Maximum ordering limitation this contract is $3Million per contract per year. The minimum guarantee is for the base year only and it is $2,000; only if you don’t receive an order during the base year. If you receive an order during the base year, you will not receive the $2,000.
F. List of documents included with solicitation (I.B.). There is list of all documents included in the solicitation package. Please take note of the list of wage determination numbers for all counties in this zone. There is also a map of historical spending trends in this zone. This is not a guarantee of what you’ll receive in the future; but it will serve as an indication of where most of the work will be done.
G. Proposal Contents (II.A.). Page 6, proposal contents, we must have the signed
SF1442, we must have the line item pricing, the pricing for the hypothetical Scope of work, and the proposals must be submitted as PDF files on a USB flash drive (no paper copies needed); and the line item pricing must be submitted both as a PDF file and as an
Excel spreadsheet.
H. Technical Proposal / non-price Evaluation Factors (II.D.). Page 8 lists the requirements for the technical proposal along with all the submittal requirements. Spell out each requirement as requested, including a list of subcontractors and the length of partnership. Provide a list of the subs that you use on a regular basis, not all the subcontractors in your area. Include a sustainability and waste management plan. Under experience we need 5 projects completed within the last 5 years in the Houston zone or
50 miles of the zone. At least 3 projects need to be similar projects: $15,000, IDP, cabling, high end wood work, if you don’t have those, submit what you have. On past performance we need 5 projects, please submit all requirements on page 9. At least 3 projects need to be similar. We will be checking CCASS and will be contacting your references to evaluate your past performance. For key personnel, their experience does
PAGE 5 OF 12 GS-07P-14-HH-D-0006/0002
not have to be within the zone, or with your firm. For evidence of local office, if your permanent address is within the zone or within 50 miles of the zone we will accept that;
however, if your permanent address is not within the zone or 50 miles within the zone;
you will need to show that you have an office within the zone or 50 miles within the zone.
I. Minimum and Maximum order limitations (V.B.). The maximum order that a contractor is obligated to accept is up to $500,000 within 5 days. If you get orders from 3 different contracting officers that totaled more than $500,000 within 5 days of each other, you are not obligated to perform; however, you do need to notify the contracting officer within 3 days of receipt of the orders. You will not be obligated to perform any task orders for less than $2,000. You will need to notify the contracting office of non-acceptance within 3 days of receipt of the task order.
J. TO Procedures (V.B.). The primary performance zone is the Houston zone and the counties listed around Houston, and the secondary performance zone is the contiguous
United States. An eligible contractor is a contractor that has not reached its maximum order limitation (MOL) for the year. Task orders will be issued by warranted contracting officers within the region. Task orders at or below $150,000 and that are at least 85% line item work may be issued to the lowest line item contractor. The remaining 15% of non-line item work will be negotiated with the lowest line item contractor. If the price on the non-line item work cannot be negotiated with the lowest line item contractor, then we will negotiate with the second lowest line item contractor for this task order. If the task order is for work that is less than 85% line item work, then the task order will be competed among all the eligible IDIQ contractors for this zone. Any task order above $150,000 will be competed among all the eligible contractors for the zone. It’s up to the CO’s discretion if these orders are competed among other zones’ contractors as well. Task orders will be issued on a GSA300. For Task orders between $30,000 and $150,000 a form of payment protection will be required. This cost is not part of your line item pricing; a separate line item will be included to cover the cost of bonds on a task order basis.
K. Carpet only TOs (V.B.). We reserve the right to issue task orders under this IDIQ for purchase and installation of carpet only above $2,500. The Service contract Act applies to these orders only. Keep in mind that there are line items in the pricing form for carpet installation associated with demolition work. Those are different that the carpet only.
There has been so confusion in the past, firms not submitting pricing on the pricing form for carpet line items. Those prices are to be submitted with the proposal. If the installation of carpet is part of the renovation/construction, then we need to have those line item prices.
L. Security Requirements (V.B.). You will be required to obtain HSPD-12 clearances for your key personnel assigned to this contract for the duration of the contract. Anyone who does not have clearance, they will be required to be escorted by someone with a clearance at all times. If you have subcontractors with whom you work a lot, it may be recommended they obtain clearances as well. You need to notify the base CO within one day of an employee with a clearance leaving your employment and return his/her badge
PAGE 6 OF 12 GS-07P-14-HH-D-0006/0002
to the CO.
M. Method of Award – Discussions (VI.). We will evaluate the non-price factors and when combined they are significantly more important than the total evaluated price.
However, we also considered pricing, and prices need to be fair and reasonable.
N. Unbalanced Pricing (VI.D.). Prices will be evaluated for balance. We will evaluate each individual line item pricing.
O. Hypothetical SOW – will be evaluated for both price and technical. In the solicitation package, there is a hypothetical scope of work, the pricing is separate from the line items; you may use your line item prices for submitting your price; however, it is not a requirement. You may come up with your own estimate for the hypothetical.
This is basically a bid type proposal for you to see how a typical requirement is; and also for us to evaluate your methodology for submitting pricing on lump sum bids. We also want a summary or narrative of your approach for the work, how you come up with your pricing, explain any assumptions you made while putting your proposal together, and there is also a submittal requirements. Because of the fact that there is no a walk through for this hypothetical scope of work; we are looking for you to point out any assumptions you made to come up with your proposal.
P. Waste Diversion (on Bid Summary for Hypothetical SOW). One of the biggest requirements coming up within GSA is the waste diversion program; that is how you plan to divert anything that can be diverted from the landfills, you may explain how you will accomplish and report your efforts in this area. We are looking for ways to divert materials, i.e. donations, recycling, re-using, etc. Part of the plan should be starting at the walk through with plans of what can be diverted, and finishing with reporting of what actually got diverted. GSA is looking to team with our contractors in diverting any and all materials from the landfills.
Q. Historical workload distribution map. The majority of our work is done in federal buildings; however, once in a while we do have a leased property outside the big cities and the contractors should be prepared to perform that work as well. Everyone can tell the majority of the work is in the city of Houston and the metropolitan areas.
R. List of Counties included in this zone.
S. Biobased Products (52.223-2). Page 16 of the agreement there is a clause for the biobased products; contractors shall make maximum use of biobased products.
3. Tips for preparing a proposal
A. Read the entire solicitation and amendments.
B. Do not hesitate to ask questions. Submit any questions by email.
C. Ensure your proposal contains all items requested in the solicitation, and fully addresses the submittal requirements for each evaluation factor. Make sure to cover all the requirements.
D. Never assume we know about your company or your performance.
4. Questions & Answers.
PAGE 7 OF 12 GS-07P-14-HH-D-0006/0002
QUESTION: Can you go over the base and option years?
ANSWER: The base year is the first year of the contract; option years are period of performance that the Government may or may not exercise. You need to provide prices for the base and all option years.
QUESTION: Will there be multiple awards for this contract?
ANSWER: Yes, there will be multiple awards made under this solicitation. We may award up to 5 contracts for the Houston zone.
QUESTION: Is there a minimum associated with the task orders?
ANSWER: The contractors may not accept a task order for less than $2,000; however, you will need to notify the contracting officer for the task order within 3 days of receipt of the order. The maximum task order issued under this contract will be $500,000. Task orders between $150,000 and $500,000 will be competed among all the awardees for the zone.
QUESTION: Do you have a preferred recycling facility?
ANSWER: No, we don’t have a preferred facility. We are working at a regional level to select preferred facilities, but at this time is up to the contractors to select and work with local businesses, there are organizations such as Habitat for Humanity and others that would accept donations. We are asking for a cost neutral situation.
QUESTION: Are there any projects that require security clearances for us or our subcontractors and if so should we provide the clearances with the proposal?
ANSWER: Yes, everyone working inside a federal building will be required to obtain either a full HSPD-12 (NACI) clearance or be escorted by someone with clearance at all times.
You don’t need to have the clearances to submit with your proposal. The contractors awarded the contracts will have to obtain clearances once the contracts are awarded.
There are some agencies that require additional clearances (like the FBI and the US
Marshall Service).
QUESTION: Do you have a breakdown of the weight for the factors?
ANSWER: We don’t give the breakdown of the weight for each factor, but if you read the first paragraph on page 28 of the solicitation it will explain how the technical factors relate to each other when evaluated. Also, the technical factors are listed in other of importance
(i.e. management plan being the most important and so on).
QUESTION: Can you explain how orders will be given to the five or so contractors?
ANSWER: Who gets the task order will depend on the type and value of the task order.
Task orders between $150,000 and $500,000 will be competed among all the awardees for the zone. For any task orders below $150,000 and for which at least 85% of the work fits the line items; the line item prices will be used to select the contractor for that task order. If the work is not at least 85% of the line items, regardless of the dollar value, the task order will be competed among all the awardees for the zone.
PAGE 8 OF 12 GS-07P-14-HH-D-0006/0002
QUESTION: Please confirm evaluation rating weight breakdown.
QUESTION: Does GSA require gap insurance for contractors and/or project vehicles as part of costs?
ANSWER: Please see Section III.L Insurance Requirements on page 10 of the Agreement included in the solicitation package. Cost of insurance should be included in your overhead costs as normal business practices.
QUESTION: Does GSA accept Tripartite under the Miller Act for surety of federal work?
ANSWER: Yes, a tripartite escrow agreement is one of the acceptable forms of payment protection for orders greater than $30,000, but not greater than $150,000 (per FAR
28.102-1); however, it is at the contracting officer’s discretion which two or more forms of payment protection to request for the task order.
QUESTION: Please confirm bid guarantee requirements with each task order.
ANSWER: Bid guarantee requirements will be at the task order level, for orders above
$150,000. See section I.F. of the Solicitation.
QUESTION: For special project communication software licensure, how many seats are we to provide for Owner Project Team and communications?
ANSWER: Two people.
QUESTION: Request GSA to provide additional pricing sheet(s) for value add scope items.
For example, include Energystar approved items versus standard grade.
ANSWER: For the purposes of this procurement, only price those items included in the line items as provided on the Excel spreadsheet. In the future, if task orders requirements include items not included in the line items, those will be negotiated separately as per task order ordering procedures mentioned above.
QUESTION: Please specify any special requirements regarding diversion methods and reporting.
ANSWER: We want to partner with our contractors and divert as much material out of our landfills as possible. We would like to know your plans as to what you plan to recycle, donate, and/or divert, where you plan to send this material, how and how much you think you can recycle and/or divert. There will be reporting needed once the contracts are in place (see the submittal requirements on the Hypothetical SOW).
PAGE 9 OF 12 GS-07P-14-HH-D-0006/0002
QUESTION: Will our international past performance be considered as relative / similar work even though it was performed in the war zones of Afghanistan and Iraq? Would the evaluators look at this as an unfavorable mark since the work was not completed within the ‘zone’ or within a 50-mile radius of the ‘zone’. If this would be considered unfavorable, then we feel it would be best if we list ourselves as not having the past performance that satisfies the requirement thus we would be graded neutral; however, if it is going to be considered then we would list our past performance accordingly.
ANSWER: You may submit any relevant past performance which will be considered and evaluated. The neutral rating as per FAR 15.305 is only given when no relevant past performance can be submitted (such as with a new business). We encourage you to submit your past performance which most closely matches the requirements set forth in this solicitation. Your entire proposal will be evaluated in light of the solicitation requirements and rated accordingly.
QUESTION: In reference to section II.D. (1) Technical Proposal (pg. 8), what is the minimum and maximum length of the narratives for the submittal?
ANSWER: There is not minimum or maximum length for the narratives. There is a 100 page maximum for the technical proposal (this excludes pricing).
QUESTION: What is required for proof of evidence of a local office?
ANSWER: Evidence should be whatever it takes to prove that your office is within the zone. Submit a copy of your lease agreement, a utility bill, etc. If your address listed in SAM is within the zone or within a 50 mile radius very little further evidence is required. More evidence should be provided when SAM does not list your firm within the zone or within a 50 mile radius but your firm does have a bona fide office in that area.
QUESTION: In reference to section II.F. (4) Requirements for Joint Venture Offerors (pg.11)
a. What financial information is required from the JV members?
ANSWER: Documentation showing DUNS for the JV and the individual companies that make up the JV. Also see page 11 of the solicitation, Section II.F Requirements for Joint Venture Offerors.
b. Is it acceptable for our response to the past performance submittal requirement to be cumulative for the JV; or must we separately list responses to each category of the requirement for each member?
ANSWER: It can be cumulative for the JV.
QUESTION: In reference to one of the FARs on page 18 and the Goals for Female Participation, are we supposed to account for Female participation goals in line item pricing?
ANSWER: What you include in your firm’s overhead is a business decision. The line item prices should be fully loaded prices including overhead, profit, materials, labor, etc. (except for bonding).
QUESTION: As clarification, is it true that Davis-Bacon wages are NOT to be used for line item pricing?
PAGE 10 OF 12 GS-07P-14-HH-D-0006/0002
ANSWER: Davis-Bacon wages apply to all pricing under this proposed contract except for task orders for purchase and installation of carpet only (not associated with demolition, renovation work). The task orders for purchase and installation of carpet only will be covered under the Service Contract Act wages. So you should consider that you are required to pay your employees no less than the applicable Davis-Bacon wage rates. And the line items should include all other costs to you as well (i.e. Overhead, profit, materials, etc.).
QUESTION: The line items on the Pricing Proposal do not include any duct cleaning line items under DIV 23- Heating Ventilation Air Conditioning (DIV 15). We are a GSA schedule holder. Would it be acceptable to attach our GSA schedule catalog price list for duct cleaning?
ANSWER: The line items for this project represent the most used line items in our region. You may supply prices for only those line items in the solicitation. If in the future duct cleaning is required on a task order, those prices will be negotiated at that time.
QUESTION: The Hypothetical Statement of Work does not call for duct cleaning. Can we provide a sample price proposal, description of work completed, methodology, and submittal log based on our GSA schedule, previous GSA work, and specification 15815 3.7 “Duct Cleaning” of this proposal?
ANSWER: Please only submit pricing on the hypothetical project provided. Any other additional information not requested may not be evaluated.
