QUESTION CLARIFICATIONS

1. In Amendment 3 your notes on Section L.4.2 are different than what’s in Section L of the RFP l.4.2

RFP says submit Past Performance, Management Plan Worksheet and Experience

Your notes in Pre Proposal say L.4.2. submit Past Performance, Experience, Management Plan worksheet and QC Plan

Which one are we to go by? Very confusing because nowhere on the SF33 does it mention changing Section L.

Please clarify.

Answer: My notes were simply a reminder for talking points I wanted to address during the Pre-Proposal Conference. They do not change the solicitation in any way.

2. Amendment 03 Section L.4.2.2 –Technical # 4 Quality Control Plan states that:

(a) We clearly identify what the Plan must detail at minimum.

(b) Keep that in mind in regards to page limitation

(c) QCP will be incorporated by reference at time of award.

However, section C.8.7, P43 QCP- The contractor shall submit in their proposal how the QCP will work…. and later states, “The QCP shall be submitted to the CO and COR for review 30days prior to start date of contract.”

Must the contractor submit a QCP as part of the Technical proposal submission or later prior to start date? Place explain and clarify.

Answer: In the proposal we want to know who is going to do it, how they plan on doing it, and the frequency. The QCP is due 30 days before start date.

3. In Amendment 3, the following #61 question and answer is:

61. Please confirm if you are looking for resumes of the key personnel as the answers for Question 55 & 56 contradict.

Answer: Resumes for corporate personnel only unless known for on-site personnel.

This seems to conflict with Amendment 2’s Question 55 and 56:

55. Reference L.5.(b) Management Plan.

Are we required to provide the names or resumes for our proposed Project Manager or Chief Engineer? Normally this type of information is provided after an award and is part of the contract deliverables.

Answer: No, unless known

56. Reference L.5.(b) Management Plan.

Under “Corporate Commitment”, it states that the offeror shall provide the names of individuals who will fill key positions in your organization reflecting the lines of authority. We are under the assumption that we are to provide an “organizational chart” for our corporate structure with names of our corporate personnel that will be supporting and managing the contract. Is this a correct assumption?

Answer: Yes

Can you please clarify?

Answer: Corporate personnel are the senior management of the company overseeing this contract. Key personnel for example would be the project manager and chief engineer if known.

4. Again, answers to specific questions concerning the cost of repairs have not been answered by GSA. They insist it is in the bidder’s library, when in fact it is not. At least 4 other contractors re-asked this question in the latest Q&A provided in this amendment and all stated that the information was not in the library. Why can’t GSA provide this information from the Govt’s CMMS system or a record of GSA 300’s?

Answer: Please see Repair Log and NOLA Repairs over $2,500 attachments.

5. GSA is again refusing to provide the seniority list of current staff which is needed to properly price vacation and personnel time in our bid.

Answer: FAR 22.1020 Seniority lists.

If a contract is performed at a Federal facility where employees may be hired/retained by a succeeding contractor, the incumbent prime contractor is required to furnish a certified list of all service employees on the contractor’s or subcontractor’s payroll during the last month of the contract, together with anniversary dates of employment, to the contracting officer no later than 10 days before contract completion. (See paragraph (n) of the clause at 52.222-41, Service Contract Act of 1965.) At the commencement of the succeeding contract, the contracting officer shall provide a copy of the list to the successor contractor for determining employee eligibility for vacation or other fringe benefits which are based upon length of service, including service with predecessor contractors if such benefit is required by an applicable wage determination.

6. There is a formula mistake Cell G92; it is not adding the proper cells in column G.

Current formula is =SUM(G82:G91)

Should be =SUM (G62:G91)

Answer: The formula has been corrected and the updated Figure B-3 is attached.

7. The answer for #72 in Amendment 03 should be “Unknown”.

8. In Amendment 03 Question #27 states: Reference: RFP page 160, specification number L.6.(b), PRICING PROPOSAL REQUIREMENTS, “Service Order Dispatcher/CSD REP (See Section B.1.2. of the pricing template): Propose a price per month for a Service Order Dispatcher position (DOL wage classification 01320).”

Question: Can the government please verify that the cost of the Service Order Dispatcher/CSD REP is not to be included in the Monthly Basic Services?

Answer: It is included in Monthly Basic Services.

Question: If so, is it the government’s intent to order the Service Order Dispatch as an option based on funding?

Answer: N/A

Question: If not ordered, will the government provide Service Order Dispatching services to the contract?

Answer: N/A

Answer: To clarify: It is not included in Monthly Basic Services but it is included in the Total Monthly Services contract price.

9. Regarding the New Orleans inventory sheets, being the filter sizes and quantities at the HB-DC and the JM Wisdom buildings. There are filters shown on the sheets without those specifics.

Answer: Please see Filter Lists attachment
