Questions and Answers

1. Treatment 1 - Lawn Mowing

Is hardscape weed control to be included with this treatment? In the past this was performed by the onsite worker.

Answer: As it states in the solicitation under Treatment 1 - Lawn Mowing: “All concrete and asphalt areas (sidewalks, driveways, parking lots and patios) shall be kept weed free.”

2. Treatment 1 - Lawn Mowing

In the Fall, leaves are to be picked up prior to mowing...is this cleaning of leaves to be considered “leaf cleanup” and included in the mowing pricing?

Answer: The leaf cleanup that occurs in Treatment 1 is for all turf areas. Leaves shall be picked up before mowing in the fall. The leaf cleanup that occurs in Treatment 7 is for all other areas

(turf areas excluded).

Treatment 13 is removed from Item A under Standard Services. See Amendment 02 for revisions.

3. Treatment 1 - Lawn Mowing

There is not a line item for pricing leaf cleanup. If this cleanup of leaves is to be performed prior to mowing, how many occurrences should be configured into the pricing and where will this additional cost be charged?

Answer: See the answer to question 2. In addition, Treatment 13 may be ordered for seasonal cleanup as needed. See revised pages in Amendment 02.

4. Treatment 1 - Lawn Mowing

5. Treatment 1 - Lawn Mowing

What is the additional square footage of turf being added to the required mowing within the newly renovated areas of Page?

Answer: Contractor to determine based on site survey. There will be 108,379 square feet of new grass area as part of the newly renovated front entrance at Prevedel. The contractor who installed the grass seed is required to maintain until it grows into a turf area.

6. Treatment 1 - Lawn Mowing

Answer: Original installer’s warranty and maintenance is anticipated to run from October 9, 2015 through October 9, 2016.

7. Treatment 1 - Lawn Mowing

Within the newly renovated areas of Page, how long is the warranty on new plantings and turf?

Answer: It is anticipated the warranty and maintenance runs from October 9, 2015 through

October 9, 2016.

8. Treatment 1 - Lawn Mowing

Within the newly renovated areas of Page, is there a maintenance schedule for all new plantings for watering, fertilizing and basic continued maintenance during warranty period?

Answer: It is anticipated the warranty and maintenance runs from October 9, 2015 through

Answer: No

33. Leaves pick up before mowing: can leaves be bagged while mowing?

Answer: Yes

34. Regarding the 15 feet buffer around fence lines, at the Goodfellow facility there was approximately a 5 feet buffer. Will contractor be responsible for expanding the current brush on the outside of fence area? Likewise at the Overland facility; however, the property lines extend to train tracks. Will contractor be responsible for initial cleanup also?

Answer: Lawn or other landscaping areas with a fence on the grounds or directly adjoining

(field areas) will be cut to a minimum of 15 feet on both sides of the fence where possible. In cases where 15 feet is not applicable, the grass shall be cut up to the point where GSA property lines terminate. The COR and his/her designee will make these determinations. In the case of the north side of the property line at the Goodfellow complex, the contractor will not be responsible for expanding the current brush on the outside of the fence.

The St. Louis West Field Office will issue a separate task order(s) as needed for any other areas that do not meet the standard at the start of the mowing season. Issuance of the task order is based upon the need to clear and availability of funding.

35. Approximately how many cubic yards of mulch are used for the Goodfellow facility and how many times of the year is it applied?

Answer: The St. Louis West Field Office has, on average, ordered mulch for the sites one time per year (if funds were available). 300 cubic yards of mulch will cover the entire Goodfellow complex and was ordered in fall 2015. It was the only order of mulch for the last landscaping season.

Pest management, herbicide applications, and performing other operations may be required to maintain healthy, viable plantings. When noxious weeds are present, the Contractor shall remove them using approved weed control industry standard practices and applicable federal and state laws. Refer to the following for Missouri’s noxious weed list:

http://agriculture.mo.gov/plants/ipm/noxiousweedlist.php.

Additional services under this treatment will include leaf removal, storm clean up, and tree trimming up to and including 15 feet. All services covered under this treatment will be completed on a weekly basis with the exception of the leaf removal, storm clean up, and tree trimming. All leaves, weeds, cuttings, tree limbs, and landscaping debris will be removed from premises.

Retention pond maintenance is required at the Federal Center (Goodfellow). Retention pond maintenance includes, but is not limited to, trimming trees, bushes/shrubs, and other vegetation as needed to maintain the natural beauty of the pond; removing and disposing all trash and landscaping debris from basin, slopes, and bank of retention pond; ensuring retention pond is free of weeds in basin, slopes, and bank; and maintaining a no mow area on slopes of the retention pond so natural grasses can hold the soil in place around the pond.

Grasses on the slopes and basin of the pond shall be cut in a way to prevent slope erosion and wall/basin damage. The Contractor shall collect all trimmings and dispose of offsite. Pond bottoms, slopes, and banks shall be inspected periodically for erosion. Bare patches shall be reseeded and stabilized quickly to prevent further erosion. Some side slope areas may be stabilized by buried or exposed rock. If rocks are dislodged from their original location by a storm or other event, the Contractor shall place them back into their original position. When noxious weeds are present, the Contractor shall remove them using approved weed control industry standard practices and applicable federal and state laws. Refer to the following for Missouri’s noxious weed list: http://agriculture.mo.gov/plants/ipm/noxiousweedlist.php.
