PRO-TECH ENVIRONMENTAL, INC
ASBESTOS ABATEMENT ACTION PLAN
1) The specific areas of work in the building will consist of the areas identified on the provided drawing MD-1B1 entitled Mechanical Demolition Plan Basement. Abatement of asbestos TSI from pipe and ductwork within the cross-hatched area excluding Mechanical Room B019.
2) All asbestos removal will occur after hours when building is not occupied. However, all surrounding areas will be occupied during normal business hours when the containment is idle (no removal being performed). During this time, access into the containment area shall be locked and a negative air pressure differential of greater than .02” of water shall be maintained throughout the abatement work period. All bulk debris will be cleaned up and containerized at the end of each work shift.
3) Critical barriers will be sealed over all windows, corridors, doorways, ducts, grills, diffusers and other penetrations of the work areas, with six mil plastic or equivalent sheeting sealed with tape. The AHU will be terminated for the duration of abatement work approximately 4 weeks. Wall mounted grilles will be removed, duct opening sealed and grilles replaced within the basement conference room and 1st floor corridor as noted on drawings.
4) Delineation of Regulated Areas (see attached drawing). It should be noted that several areas are not included within this action plan. Only those areas highlighted are included.
Non-work areas adjacent to asbestos abatement work areas will be sealed off with 6 mil plastic or equivalent sheeting sealed with tape and rigid barriers. Rigid barriers will be constructed within the common areas with 2x4 framing, OSB sheeting with hinged and hasped locks. The perimeter of the rigid barriers will be sealed with caulk, covered with multiple layers of 6 mil plastic or equivalent sheeting sealed with tape. Proper signage will be affixed to the public side of the barriers identifying asbestos abatement work activities restricted to abatement personnel only.
Occupants must have access to the mechanical room and elevator, MSHA Lab, AHU #4, electrical room and corridor panels. Walkable tunnels will be routed through the abatement work area to the rigid construction barriers. Tunnels will be constructed of scaffold framing and enclosed with OSB Sheeting or 2x4 framing with OSB sheeting. OSB sheeting corners and butt joints will be caulked. Multiple layers of poly sheeting will be sealed around the tunnel and up to the door to the elevator and mechanical room and doors of AHU #4 and AGRI-ESCS rooms. 2x4 wood framing, 6’ OSB sheeting and poly sheeting extending up to the deck will be erected parallel with corridor wall creating a walkway from MSHA Lab down to the electrical panels. Scaffold framing, encompassed with OSB and poly sheeting will extend perpendicular from this walkway, through the abatement work area towards the electrical room. Additional 2x4 wood framing, 6’ OSB sheeting and poly sheeting extending up to the deck will be erected parallel with the electrical room wall creating a walkway up to the rigid construction barrier. Location is noted on attached drawing.
5) Worker Decontamination Enclosure System (WDES) will be constructed within the common area directly outside of the work area. Passage from the work area to the decontamination facility will be directly from the negative pressure enclosure. Decontamination facility will be equipped with a dirty room (for personnel to remove contaminated disposable coveralls and place in appropriate disposal receptacle), a curtained doorway, an air lock, a curtained doorway, self- contained shower facility (for personnel to properly decontaminate themselves and equipment), a curtained doorway, an air lock, a curtained doorway, and a clean room (for personnel to don personal clothing) with a curtained doorway. A two stage waste water filtration station, equipped with at least 5 micron filters, will be attached to the self-contained shower facility. The waste water will be filtered and discharged into building sanitary drains. The shower system will be equipped with hot and cold running water. The length of each airlock shall be 3 feet. The clean room sized to accommodate the work crew’s personnel contents and equipment. The decontamination facility will be abutted up to a rigid separation barrier equipped with 2x4 framing, ½” OSB sheeting, hinged, hasped and lockable.
An Equipment Decontamination Enclosure (EDES) shall be constructed parallel with the WDES within the hall directly outside of the work area. The EDES shall be constructed as follows (from “dirty” side to “clean” side:
Curtained Doorway
Wash Room
Curtained Doorway
Airlock
Curtained Doorway
Holding Area
Curtained Doorway
The curtained doorway on the airlock at the Holding Area shall abut up to a rigid separation barrier equipped with 2x4 framing, ½” OSB sheeting, hinged, hasped and lockable.
6) Location of waste accumulation:
a. All waste shall be double bagged, properly labeled and removed from within the enclosure and placed in a covered truck and transported to a dumpster positioned onsite as coordinated with the property manager on a nightly basis at the close of each abatement work shift. The dumpster, when full, will be transported to an EPA approved landfill for disposal. It is expected that the total accumulation of asbestos waste will be less than 40 cubic yards.
b. The path of removal from within the enclosure and out of the building will be through the decontamination system into a covered transport receptacle. This receptacle shall then be wheeled through the hallway into the designated construction elevator and brought up to the 1st floor, down the hallway, and then out into the parking ramp loading dock into the covered truck.
c. For further details on waste disposal route, consult the attached drawings
7) The route of the workers out of decontamination area (and into area) will be the through the common area of the basement, up stairs to the first floor and out the exterior doors of the building.
For further details consult the attached drawings.
8) Location of waste dumpster will be coordinated with property manager and placed onsite.
Asbestos waste will be transported from the project site, place into the 6 mil lined dumpster, manifested and transported to an EPA approved landfill.
9) Route of containerized waste containers from the work area to outdoor will be from the negative pressure enclosure, through designated corridors, to the designated construction elevator, down to the first floor, through the hall, to the loading dock and on to Pro-Tech’s enclosed truck.
10) Location of Mini-enclosures (Not Applicable)
11) Location of remote decontamination enclosure system (Not Applicable)
12) Negative air machine exhaust will be ducted through fresh air intake louver located within the mechanical room of the abatement work area. The louver will be sealed with a critical barrier and subsequent multiple layers of 6mil poly sheeting or approved equivalent.
Negative air machine exhaust ducts will be pass through the poly sheeting (poly sheeting sealed around exhaust air ducts) and through louver directly to the outside. At the end of the project after receiving final air clearance from the GEC, the poly sheeting will be removed.
13) Completion of a GSA Notification Form (See Attached)
14) A narrative sequencing plan with a detailed schedule clearly indicating the various aspects of the work.

SUPPLEMENTAL INFORMATION
Section VII: Precautions for Safe Handling and Use
STEPS TO BE TAKEN IN CASE MATERIAL IS RELEASED OR SPILLED: Keep unnecessary people away. Floor may be slippery; use care to avoid falling. Dike and contain material with inert material (e.g. sand, earth). Transfer liquid to containers for recovery or disposal and solid diking material to separate containers for disposal. Keep spills and runoff out of municipal sewers and open bodies of water.
WASTE DISPOSAL METHOD: The coating and any contaminated diking material should be thor-oughly air dried and collected into drums. The drums should then be sealed and properly labeled with waste designation and landfill or incinerated according to current local, state and federal regula-tions.
PRECAUTIONS TO BE TAKEN IN HANDLING AND STORING: Maximum storage temperature
100°F. Keep closure tight and container upright to prevent leakage. Precautionary Labeling: “Keep from Freezing”.
OTHER PRECAUTIONS: Do not get in eyes. Avoid skin contact. Prevent prolonged or repeated breathing of vapors or spray mists. Do not handle until the manufacturer’s safety precautions and label instructions have been read and understood. Avoid breathing sanding dust.
Section VIII: Control Measures
RESPIRATORY PROTECTION: None required if good ventilation is maintained. Wear respirator
(MSHA/NIOSH-approved or equivalent) suitable for concentrations and types of air contaminants encountered. Use approved chemical/mechanical filters designed to remove particulates in open and restricted ventilation areas. Use MSHA/NIOSH-approved airline type respirators or hood in confined areas.
VENTILATION: Sufficient ventilation, in pattern and volume, should be provided to keep the air contaminant concentration below applicable exposure limits. All application areas should be venti-lated in accordance with OSHA regulation 29CFR Part 1910.94.
PROTECTIVE GLOVES: Impervious gloves should be worn if prolonged skin contact is likely. Use neoprene or rubber gloves to prevent prolonged skin contact.
EYE PROTECTION: Use safety eyewear including side shields, face shields, or chemical splash goggles (ANSIZ-87.1 or approved equivalent).
OTHER PROTECTIVE EQUIPMENT: Use disposable or impervious clothing if work clothing contamination is likely. Use protective cream if prolonged skin contact is likely.
HYGIENIC PRACTICES: Wash hands before eating, smoking, or using the washroom. Food or beverages should not be consumed anywhere this product is being applied.
