Third Party Monitoring - Asbestos Abatement Solicitation:

GS-05-P-17-SA-P-0002

FBO.gov Posting: https://www.fbo.gov/index?mode=form&id=60a0c7a55fa1093f2b65bc927c411cc9&tab=ntype

Location:

Charles Chamberlain Federal Building 315 W. Allegan St.

Lansing, MI, 48933

Brief project description:

The abatement will consist of approximately 4,240 sq ft of Duct Insulation. The work will be completed Monday Friday 5:30pm 4:00am.

Please see attached abatement submittal for more specific information. Note the abatement submittal has not been accepted however major changes are not anticipated.

Questions and Answers:

1) I am a Michigan based business and, to my knowledge, our state doesn’t require Project Monitor/Air Sampler certifications. However, I do have Project Monitor/Air Sampler certifications for the states of NY, MO and IL for Veteran Admin projects, will this suffice if you require certification?

a) GSA requires licensed professionals, on out of state issued license is acceptable.

2) The work hours equate to 50 hours a week, is this accurate or will the contractor be working 4 days at 10 hours each?

a) We are working 4 – 10 hour work days Monday – Thursday, 6:00 PM – 4:30 AM

3) It appears from the drawings that the abatement contractor ProTec developed that there is possibly 3 separate containments? if this is true, we should expect to run 3 separate air clearance events, via TEM. Should we estimate this as an AHERA school project where you would have 5 samples inside area, 5 outside the area, and 3 blanks for a total of 13 air samples, or would you allow a TEM clearance with a minimal number such as 2 per containment?

a) TEM air samples on 24 turnaround time are approximately 50-75 per sample. The assumption that there are three containments necessitating running three separate air clearance events is a good assumption. However, it may be possible to consider alternatives and develop sample analysis methods appropriately. Contractors are encouraged to state their assumptions and provide unit rates for PCM analysis and TEM analysis on a per sample basis.

4) Has a contractor performed similar work to this for the government in the past?

a) Contracts in the past have included similar work, please keep in mind the scope and requirements on other contracts varied significantly.

5) If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

a) Similar requirements have been issued in the past, refer to 4a, but this procurement is a new requirement.

6) Is it possible to get a copy of the asbestos abatement scope of work? The asbestos abatement plan doesn’t discuss clearance methods. The GEC scope of work Section B.1. requires “final clearance air samples for all projects greater than 160 square feet or 260 linear feet shall be analyzed by Transmission Electron Microscopy (TEM).” On our two previous GSA projects where we served as the GEC there was a difference between the abatement scope of work and ours requiring only Phase Contrast Microscopy (PCM) clearance. Phil Ramos honored the asbestos abated scope of work, which was appropriate under the circumstances. Since this isn’t an 8(a) negotiated award and is being bid out as a small business set aside, I want to be certain before submitting our quote that we are bidding on the correct scope of work. Please advise if the asbestos abatement scope of work can be provided.

a) Make an assumption that the samples will be analyzed by TEM as noted in the GEC Scope of Work and provide a per sample cost for analyses.

7) Page 1 of Pro-Tech’s Asbestos Abatement Plan paragraph 3 indicates the abatement work is 4 weeks. On the second page of the Notification of Asbestos Demolition and/or Renovation number 8) states 3 weeks. Additionally, the 3rd Party Monitoring RFQ indicates 4 weeks. I would like to verify the total number of weeks for the quote.

a) 4 weeks is the correct amount of time.

8) How many days are the abatement activities planned for the 4,240 sq. ft. of duct insulation?

a) Abatement will take 4 weeks from start to complete

9) Will the third party air monitoring company be required to review any paperwork, work plan or action plan of the abatement contractor?

a) Yes, the Abatement contractor work plan and action plan has been approved as provided in the RFP but there could very well be changes.

10) As the work is supposed to happen in evening hours, will the work be completed in one continuous phase or will there be multiple phases of this project?

a) It will be one continuous phase.

11) There is mention of TEM samples but no clarification as to the required number of TEM samples. In order to get unanimity in the bids, please clarify the minimum number for samples to be calculated during the preparation of bids.

a) Follow the AHERA protocol.

12) The abatement contractors plan only mentions Monday-Friday 5.30 PM – 4.00 AM work schedule, will there be any requirements of weekend work?

a) No weekend work required.
