Solicitation GS05P17SAD0009
Operations & Maintenance Services
10 Locations, Chicago, Illinois
SOLICITATION QUESTIONS AND ANSWERS:
1. We have one non-government customer for which we currently operate different locations that total about
13 million SF. The largest building is greater than 800,000 SF. We also manage the critical complex central building systems listed for some of the locations, not all. However, there is no one single point of contact for all of the buildings/locations. How do we handle that with the Experience and Past Performance attachments?
Answer: The solicitation states that the government will confirm the accuracy of your submission with the listed reference, so it is recommended to list/assign one specific person who can confirm your scope/locations, etc. Attachment A provides areas to list more than one person for each project, so if you want to list multiple people to speak to your quality of work at the various work locations, that is acceptable too.
2. C.8.1.b Project Manager. Please confirm that the it is not required for the project manager to be on location at Federal Center properties full time.
Answer: The response time indicated in C.8.1.b is the only prescribed requirement for that position.
3. Exhibit 5 (Building Information Sheets), Service Calls vs. Repairs. Are the number of repairs provided in in
Exhibit 5 in addition to the service calls?
Answer: There is overlap between service calls and repairs (example: the need for a repair is discovered as a result of a service call or there is a service call for the repair itself), but the government does not have the number of overlapping occurrences to provide for offeror reference.
4. C.17 Building Management Support Services (miscellaneous & utility escort hours). Can the government provide the historical number of hours required for miscellaneous and/or utility escort hours?
Answer: The exact requested information is not available, but the government can provide the following estimated historical number of hours for misc/utility escort hours for one year, as follows:
EMD: 156 hours
JCK: 165 hours
USPO: 14 hours
11 W Quincy: 36 hours
5. C.17 Building Management Support Services (miscellaneous & utility escort hours). Are the hours captured in a service call work order ticket count for EMD and JCK?
Answer: Yes, all of the escort/misc requests would have been included as service calls in the service call monthly totals as provided in the building information sheets.
6. C.40.4 Miscellaneous Work. Is miscellaneous work identified in C.40.4 the same as C.17?
Answer: C.17 describes mostly escorting work where C.40.4 refers to all Miscellaneous Work. Please see
Section C.2.35 for Misc. Work description.
7. C.40.4 Miscellaneous Work. Is miscellaneous work reimbursable outside of the firm fixed price?
Answer: Please see C.2.35. This section contains, in part, the following, “Miscellaneous work requested by the CO or designee to be performed during normal working hours is included in the Basic Operations and
Maintenance price quoted per month on the bid sheet. Miscellaneous work requested to be performed during other than normal working hours will be reimbursable to the Contractor.”
8. Exhibit B.4 (Building Information Sheet), Quincy. Under Building Automation Systems and Critical systems it states that there is a UPS system. However, under the provided equipment list we do not see an UPS? If the
UPS is not listed in the equipment list is not the responsibility of the contractor?
Answer: There is a small UPS that was not included on the equipment list. Amendment 0002 updated the
GSA owned equipment tab of the 11 W. Quincy equipment list to include this unit.
9. Exhibit B.4 (Building Information Sheet), Quincy. The normal working hours for 11 West Quincy state 7AM –
5PM (10 hours) seven days per week. Is it a requirement to staff Quincy Court with on-site labor seven days per week, ten hours per day?
Answer: This was an error. Amendment 0002 revises the normal working hours for 11 W. Quincy to
7:00am-5:00pm, 5 days per week, Monday through Friday, excluding Federal Holidays. On-site coverage for this location is as needed, as listed in Section C.8.1. The normal working hours indicate the period of time in which the government expects most of the Operations and Maintenance services to be performed. This is not a 24/7 requirement location, so as long as the performance requirements for normal working hours are met, it is the offeror’s decision as to how to staff this location.
10. In Section L, the RFP states “Resumes should indicate that the proposed on- site person qualifications are consistent with those outlined in Section C of the RFP”. Please clarify what specific part of Section C this is reference to?
Answer: C.8.1, which also directs reference to Section H.15.
11. C.8.4. Please confirm that the project manager and supervisor can be dual hatted.
Answer: It is the responsibility of the offeror to determine the appropriate and efficient means of staffing the requirement within the specifications provided.
12. C.24.3. Please confirm that tours for buildings 5-10 are included in the FFP.
Answer: Yes, the tours for these locations are to be included in the basic monthly services price.
13. C.34.5. Please provide a description of the BAS system deployed. How many points are monitored, what systems are controlled?
Answer: The BAS system is Tridium Niagara AX version 3.8. This monitors all the mechanical equipment and a few package AC units. Lighting is gradually being transitioned over to the BAS at the JCK and USPO locations as well. The estimated total of points is 170,000, but this is not an exact total.
14. C.35.5. Please clarify the extent to which Smart Building Technologies have been deployed in the
Chicagoland buildings
Answer: GSA Link and Advanced Metering Systems, as described in the solicitation.
15. C.36.5. Is a corrosion monitoring system currently in place?
Answer: There is no automated monitoring in place. Chemical tests of the closed loop systems are performed monthly by a water treatment vendor to monitor chemical levels, as required through the
Operations and Maintenance Contract.
16. Will the government provide an unlocked version of the RFP for bidders? The solicitation contains required forms for bidders to complete for the response and these are all locked.
Answer: The Subcontracting Plan Template has been uploaded to FBO as an attachment. The government forms are available on GSA.gov through the Forms Library.
17. Given that the information requested in these questions is critical to developing our staffing plan and subcontracting plan, please consider an extension of an additional 2 weeks from the time answers are provided. We need adequate time to review and interpret answers, coordinate information with our small business subcontractors, and integrate all information into our technical and price proposal.
