RFP# GS-05P-16-FB-C-7003, "NOAA Office Relocation, 13th Floor", Stokes FB&USCH, Cleveland, OH, Amendment# 001
This amendment is being issued to distribute the contractor's sign-in sheet from the pre-bid meeting; distribute contractor's questions and GSA's answers; distribute modified scope sections and drawings; and request that the contractor's submit their proposed cost per division in addition to lump sum price. The per division cost can be submitted in any format the contractor chooses as long as it can be deciphered per Division.
This amendment must be acknowledged by the contractor by completing Box 15 of the
SF30 and returning with your proposal.
The proposal’s due date has been extended until Wednesday, April 20, 2016 at 12:00 p.m. CST.

Notes from Pre-propals Meeting Offerors are permitted to email their proposals by the deadline; however a hardcopy with original signatures must be mailed.
Past performance requirements are clarified in detail in the bid package. These are required for the bid to be considered.
NTP will not be issued until we are ready for construction.
Any time reference in the bid package is for the Central Time Zone.
Elbert Regacho provided a brief summary of the main building blocks of the project.
RFI's are required from the bidders by Friday at noon so that GSA can provide a timely response.
Every employee entering the building is required to complete the security clearance process. Any employees that already have clearance must provide documentation for confirmation.
Access to the 12th floor Marshall's space for any below floor work will be escorted by the Marshalls. Access will be coordinated with property management. The ceiling in this area is secured. Drawings for this space are not available.
Parking will be limited to one vehicle per contractor.
Deliveries during the week of the Republican National Convention will need to be made to an offsite location.
An area for a dumpster will be available.
Specifications Replace Specification 09 54 26 "Linear Wood Ceilings" with attached Addendum 01 Specification 09 54 26 "Linear Wood Ceilings". Section is updated to reflect revised mounting method.

Questions & Answers
1. Location of Room 010 Life Safety Panel?
Answer: Refer to Partial 13th flr. Elec./Tech KeyPlan. Panel “EL13” is in Electrical Room #010 near Hex note symbol #2.
2. Need to know manufacturer and type of existing bus duct?
Answer: Bus Duct type is GE spectra series.
3. What are limitations on work in the Sally Port area?
Answer: There is no work in the sally port for this project.
4. Are all the data/phone homeruns a separate 1” EMT?
Answer: Yes. Except for telecom outlets in Forecaster Operations Stations #13-22 and Operations Stations #13-20 where cables shall be routed in wall ducts in Operations Stations #13-20 and across hallway in cable tray to Equipment Room #13-07.
5. On the electrical drawings it calls for the E.C. to provide 4" riser sleeves. On the T/C drawing it says the T/C will provide.
Answer: E.C. shall provide ALL 4” riser conduit sleeves. Coordinate exact locations with T.C.
6. What is size of freight elevator (L, W, & H) and what floors does the freight access?
Answer: Freight measures 11'7"W x 8'D x 9'T, the opening is 5' and the diagonal is 14'. About the longest item that can enter (due to the hallway configuration) is 12'
7. What is the access route to transport the steel to the rooftop?
Answer: We will not dictate a path.
8. What are the door sizes of both the stairwell man doors as well as the stairwell width?
Answer: 3’0” x 7’0”
9. For the roof steel, what is the longest length of steel to be carried up the stairs, (steel weighs 39#/ft)? Largest glass sheet is 4’X12’?
Answer: The contractor shall determine the longest length of steel to be carried up the stairs. Please note, however that it is permissible to splice steel members.
Refer to "Typical Bolted Beam Splice Detail" on Drawing S801. Contractor to determine size of largest glass sheet.
10. In order to install the Drycooler Units on the 22nd floor rooftop, will GSA or the city of Cleveland provide a permit and coordinate a temporary road closure for a use of a crane to place the rooftop unit? Or can the Contractor use a helicopter to drop lift the rooftop unit?
Answer: Contractor is responsible for coordination and payment of permits with the City and/or other local authorities having jurisdiction. Ways and means are the responsibilities of the Contractor, so they can utilize helicopter or crane or other means to install equipment on the roof.
11. Please specific the location of the natural gas line piping connection on drawing P1-05 (Partial Lower Level Three Plumbing Plan).
Answer: Refer to attached Drawing P1-05 "Partial Lower Level Three Plumbing Plan" for more detail.
12. Where can a dumpster be staged for construction debris?
Answer: Dock
13. Does someone from maintenance have to be present at any time for shut downs or tie-ins of sanitary or water lines? If so, who pays for that?
Answer: Generally, GSA will pay for their Contractor time for any shut downs.
However, if after scheduled final acceptance testing, when repetitive tests are still required due failure of the Contractor to perform corrective action/s, all costs will be responsibility of the Contractor.
14. Who is responsible to open the ceiling panels on 12th Floor Marshall Floor? Are their special tools required?
Answer: Contractor is responsible to open the ceiling on the Marshals space on the 12th floor and this work needs to be coordinated with property management and the agency. Special tools may or may not be required. They are secured ceilings.
15. What is the height of the ceiling tiles on floor 12”?
Answer: Height is mostly 13 feet in the cubicle areas. The corridors and fixed offices the height is 9 feet.
16. What is the height of the deck on floor 12?
Answer: The 12th floor top of steel is at 257.32 meters above datum. The 13th floor top of steel is at 263.02 meters above datum. (Information obtained from original building Drawing S1.12)
17. Can we walk on the ceiling grid and tiles on 12?
Answer: No
18. What are third shift times for 12th Floor tie-ins?
Answer: 5PM to 7 AM weekdays, 5PM to 7 AM Friday through Monday.
19. During sanitary re-routing and tie-ins, who will shut down equipment that produces condensate or other draining into floor sinks or floor drains from upper floors? 3rd Shift?
Answer: GSA will shut down. But the contractor will pay.
20. Do we have to x-ray floors prior to core drilling?
Answer: The contractor shall not cut or damage any reinforcing bars in the floor or wall. The use of x-ray or GPR testing shall be used as required to locate the reinforcing prior to drilling. The original construction drawings S1.12 and S4.02 are attached for reference and indicate the design intent of the reinforcing in the floor and wall. The information on these drawings will need to be verified by the contractor prior to core drilling operations.
21. Can we use a small mobile scissor lift on 13th Floor?
Answer: Yes
22. Per specifications Viega ProPress fittings are approved for water lines. Viega also makes a fitting for gas pipe called Mega Press G. Would this fitting be acceptable for gas to the generator?
Answer: Contractor to bid project based on document specifications.
23. On P1-05 coded note 1-pressure reducing valve inlet shows 2 psi. On generator connection detail #4, it shows 5 psi piping. What pressure are we running?
Answer: Actual natural gas pressure at connection point is unknown. It is believed to be 2 psi but could be as high as 5 psi. Therefore we wish to treat the piping as 5 psi piping.
24. What is the timeframe for the required GSA security clearance once the project is awarded?
Answer: No timeframe required for GSA Security clearance, however, it will be monitored by government. Normally it could take approximately 60 days.
Contractor is required to go into security clearance processing immediately as soon as award is made. They need to follow procedure required by Contract Specifications Section 01 35 53 - Security Regulations relative to this.
25. Please provide a closure budget cost so that we are able to obtain the proper bond within our proposal. This is required by our bonding company.
Answer: Per the FAR, we are only allowed to give the price range as stated in the solicitation.
26. Please confirm that you stated that once awarded, there will be both performance bond as well as a bid/payment bond?
Answer: A bid bond is required to be submitted with your proposal. After award, you will have ten days to submit a performance and payment bond and a certificate of insurance.
27. Provide clarification that the electrical contractor will have the ability to have a clear vertical path for incoming conduit. The plans show that we are to follow the existing shaft vertically. With that being understood, is there access into the shaft or will the contractor needs to cut these shafts open, and patch accordingly? If this is required, what is the composition of the vertical shaft? Is it drywall or shaft-wall? Will taping and painting be required?
Answer: Yes. Shaft accessibility is available.
28. Can you please confirm that the work can take place within the building during government occupied hours?
Answer: Yes, work can take place during government occupied hours. This is the intention of the contract. However, any work that requires interruption of utilities, produced too much noise or otherwise disrupt government operations needs to be done during non-office hours and should be coordinated with the property management/agency.
29. Will GSA pay for maintenance contractor costs for fire alarm and sprinkler shut downs or will these costs be the responsibility of the contractor? If they are the responsibility of the contractor can you provide an hourly rate?
Answer: Generally, GSA will pay for their Contractor time for any shut downs.
However, if after scheduled final acceptance testing, when repetitive tests are still required due failure of the Contractor to perform corrective action/s, all costs will be responsibility of the Contractor.
30. Specification 271500 Section 2.7.C indicates a 4 foot Cat 6 patch cord to be provided.
However it does not state the quantity, how many patch cords are to be provided in the quote?
Answer: NOAA will provide patch cords.
31. Specification 271300 Section 2.6.C indicates a dual fiber patch cord 36 inches in length be provided. However it does not state the quantity, how many patch cords are to be provided in the quote?
32. Are any coax patch cords to be provided?
33. Is there a MATV System now installed?
Answer: Yes
34. Will the Cat 6 and Fiber installation require a Manufacturer’s 25 year Warranty?
Answer: Yes
35. We have been contacted by electrical contractors who are requesting pricing for power/voice/ data floor boxes for the project. Typically our installation dealers provide these floor boxes as part of the FreeAxez system to the General Contractor. It appears that for this solicitation the floor boxes have been included in the electrical contractors’ scope. While we can do it either way, it is our preference to have our dealers furnishes the boxes, and then the electrician installs the box with connections and wiring. Please advise how you would like us to proceed.
Answer: Floor boxes are to be provided by the access flooring contractor in accordance with Specification 09 69 33, Access Flooring. Electrical contractor shall be responsible for the installation of the floor boxes, including connections and wiring. Revise legend on Drawing E0-01, Note 7 on Drawing E4-01 and Note 11 on Drawing E5-01, et.al. accordingly.
36. Substitution request - This is a request to include ASM Modular Systems as an acceptable substitute product for the above captioned project on behalf of our dealer Computer Room Design.
Answer: Bid as is.
37. Len Nowacki, CAP Architectural Products, LTD. recommends using "flat backer" grille, not the doweled grille. All you have to do in spec is remove the word "dowel" and insert "flat backer". Suggest this will save $3 SF.
Answer: Bid in accordance with revised specification Section 09 54 26 “Linear Wood Ceilings”, attached hereto.
38. The Finish Schedule on Sht. ID-01 uses MCT-1 as one of the Floor finishes. What is the Floor Finish?
Answer: It's a Composite Tile indicated on the sheet. It is also described in Section 09 65 19.

SECTION 09 54 26 – LINEAR WOOD CEILINGS
PART 1 - GENERAL
1.1 SUMMARY
A. Description of Work: Work of this Section includes, but is not limited to, the following:
1. Manufactured wood slat ceiling system.
2. Accessories.
1.2 RELATED WORK SPECIFIED ELSEWHERE
A. See Section 09 51 13 "Acoustical Panel Ceilings" for acoustical ceiling systems and for T-bar grids for attaching linear ceiling panels.
1.3 ACTION SUBMITTALS
A. Product Data: Submit manufacturer's specifications and installation instructions for each component.
B. Shop Drawings:
1. Submit Shop Drawings showing details and reflected ceiling plans.
2. Show location of items of Work requiring coordination with wood slat ceilings or penetrating wood slat ceilings.
3. Indicate overall dimensions of ceiling panels, and direction of slats.
C. Samples:
1. Submit 12 inch (300 mm) long x 12 inch (300 mm) wide x full profile samples of wood slat ceiling panel, in specified wood species and finish.
2. Submit 12 inch (300 mm) long x 12 inch (300 mm) wide x full profile samples of sound absorptive material.
1.4 INFORMATIONAL SUBMITTALS
A. Qualification Data: Submit installer qualifications verifying years of experience; include list of projects having similar scope of work identified by name, location, date, refer-ence names and phone numbers.

1.5 SYSTEM REQUIREMENTS
A. Fire Resistance Ratings: Fire retardant-treat wood components to have flame spread or 25 or less in accordance with ASTM E84, as determined by independent testing la-boratory acceptable to Architect.
B. Interface with Other Systems: Coordinate layout and installation of wood slat ceiling units with other Work penetrating through ceilings, including but not limited to light fix-tures, fire and smoke detection system components, HVAC equipment and fire-suppression system.
1.6 QUALITY ASSURANCE
A. Fabricator Qualifications: Refer to Section 06 40 23 "Interior Architectural Woodwork" for fabricator qualifications for custom-fabricated systems.
B. Installer Qualifications: Not less than 5 years documented, successful experience with work comparable to Work of this Project.
1.7 PRE-INSTALLATION CONFERENCE
A. Prior to commencing Work, meet at site and review installation procedures and coordi-nation with other Work.
1.8 DELIVERY, STORAGE AND HANDLING
A. Deliver materials to site in manufacturer's unopened containers, clearly indicating manufacturer's name, brand, type, style, size, color, texture and other identifying in-formation.
B. Store materials in dry location, off ground and in manner to prevent damage or deterio-ration, in accordance with manufacturer's requirements.
1. Ambient environment for the duration of the project to be between 20% - 55% humidity, 50° - 86° F.
C. Replace materials which have been damaged or are otherwise unfit for use, as di-rected.
1.11 SEQUENCING/SCHEDULING
A. Do not install wood slat ceilings until space is enclosed and weatherproof, wetwork in space is completed and nominally dry, and Work above ceilings is complete.

PART 2 - PRODUCTS
2.1 PRODUCTS AND MANUFACTURERS
A. Basis of Design:

1. Profile and Spacing: Blade dimension to be 5/8" wide, by 1-3/8" tall. Spacing to be 1-3/8" between blades.
2. Module size: Standard 1' x 8' or as best determined by coordination drawings.
3. Flat cross piece backer to be 1-1/2" wide, finished flat black, at 12" o.c..
4. Fire Rating: Class A Fire Rating.
5. Wood Species: Albus or Poplar stained to match WD-2, similar to Wilsonart/
Warehouse Oak. All faces of blades to be finished, including ends.
6. Provide black felt backer between member and backer to block view of plenum.
C. Sound Absorptive Batting: Design is based on Owens Corning SelectSound Acoustic Blanket to establish a standard of quality. Other manufacturer’s products may be ac-ceptable per requirements below.
1. Color: Black
2. Construction: Fiberglass
3. Thickness: 1”.
4. ASTM Type A
5. Antimicrobial, ASTM C1338: Passes
2.2 FABRICATION

A. Product Construction: Wood shall be kiln dried to 10-12%. Cracking, checking and warpage of members will not be acceptable. Finger joints and composite lamination will not be acceptable.
B. Panel lengths shall be maximum available without joints, where possible. Where joints are required, provide staggered joints.
C. Fabricate panels to allow for direct screw installation into heavy duty ceiling grid, in ac-cordance with Section 09 51 13 "Acoustical Panel Ceilings". Grid to be installed at 2'-0" on center, or as required by Manufacturer, and shall be completely concealed.
D. Fabricate panels to permit expansion and contraction of wood members.
E. Accessories: Provide miscellaneous other items as required for complete installation.
PART 3 - EXECUTION
3.1 EXAMINATION
A. Examine substrates and adjoining construction and conditions under which Work is to be installed. Do not proceed with installation until unsatisfactory conditions have been corrected.
3.2 INSTALLATION
A. Install components and systems in accordance with final Shop Drawings and manufac-turer's installation instructions.
B. Install with undamaged edges and fitted accurately to suspension system runners and edge moldings.
C. Scribe and cut panels at borders and penetrations to provide a neat, precise fit, as re-quired. Refinish cut blade ends to match blade fascia.
D. Suspension Runners:
1. Install suspension system runners so they are square and securely interlocked with one another.
E. Install runners in number and use on-center spacing per wood ceiling manufacturer’s instructions, as indicated on approved Shop Drawings and in compliance with all local codes.

1. Mounting Attachments: Suspend ceiling hangers from building's structural mem-bers per manufacturer’s instructions and in compliance with all local codes and regulations.
2. See Section 09 51 13 "Acoustical Panel Ceilings" for installation of suspension grid.
F. HVAC and Lighting fixture Suspension: All HVAC components and lighting fixtures shall be independently supported from the wood ceiling. Maintain continuous 1-1/2" gap between ceiling devices and wood grille ceiling.
3.3 CLEANING
A. Clean exposed surfaces and touch-up minor finish damage.
B. Remove and replace Work which cannot be successfully cleaned or repaired.
C. Protect Work so that it will be without damage at time of acceptance.
