GSA, PBS, Acquisition Management Division
Questions / Answers October 2, 2014
The following addresses all questions received since September 29, 2014 (the issuance the pre-proposal meeting minutes and Amendment 02).
Q1. Solicitation pg. 5, II.B lists the items the price proposal is to contain. Should these be submitted in a binder with tab dividers for each item?
A1. The format for your submission is up to each offeror; however, a binder and/or tab dividers are not necessary.
Q2. Solicitation, pg. 5, II.B, under the second paragraph of Proposal Format, it says “the submission should not exceed 30 double faced pages (not including the forms).” Does this mean that 1 double faced page is counted as 1 page or 2 pages?
A2. One double faced page is counted as 1 page. So an offeror may have 60 single-sided pages or 30 double-sided pages. The 30 page limit only applies to the technical proposal.
Q3 Are the cover, cover page/title sheet, divider tabs, and table of contents included in the 30 pages?
A3. The cover, cover page/title sheet, and table of contents will be included in the 30 page limit. If divider tabs are included in the submission, they will not be counted towards the 30 page limit.
Q4. Are page numbers and table of contents to be included in the Technical Proposal?
A4. The format for your submission is up to each offeror.
Q5. Solicitation pg. 6, first paragraph, “The Price Proposal shall consist of the SF 1442, the Contract Pricing Sheet, and the Agreement.” Do all 26 pages of the agreement need to be submitted or just page 5 with the pricing information?
A5. The entire Agreement needs to be included with the price proposal.
Q6. Is page 5 of the Agreement (i.e. pricing sheet) the same as the Contract Pricing Sheet?
Does this need to be submitted twice?
A6. Yes, page 5 of the Agreement is the Contract Price Form. At least 1 completed Contract Price Form must be included in the price proposal.
Q7. Subcontracting Plan – do Small Businesses need to include a Subcontracting Plan?
A7. In accordance with FAR 52.219-9 (a); the requirement for a small business subcontracting plan does not apply to small business concerns.
Q8. Is there any education, years’ experience, etc. requirements for the key personnel?
A8. Specific requirements regarding education and years’ experience for key personnel are not available. This factor will be evaluated in accordance with paragraph VI.F. (3).
Q9. On page 4 of Form527, Section VII – Construction/Service Contracts Information, it says “Public Buildings Service Contracts Only.” What is the definition of a Public Buildings Service Contract?
Would this include all federal government contracts that we have worked on?
A9. The Public Building Service (PBS) is 1 of 2 branches of the General Services Administration (GSA). That section of the form is asking for only GSA, PBS contracts; which would not include all federal government contracts that your firm has worked on.
Q10. Does the Public Buildings Service Contracts Only apply to both Contracts In Force and Largest Jobs Completed in the last 5 years OR only the Contracts in Force?
A10. There are separate sections on the form that apply to each of those; i.e. 1 section for Contracts in Force and 1 section for Largest Jobs Completed in the last 5 years. Both of these sections apply to only GSA, PBS contracts.
