GSA, PBS, Acquisition Management Division
Questions / Answers October 10, 2014
The following addresses all questions received since October 2, 2014.
Q1. Is the prime coat required before placing asphalt? This product is very rarely used in our area.
A1. Prime coat is required as specified.
Q2. Dust Control and street cleaning - There will be vehicles parked adjacent to the site work and dust might sit on those cars in no time. Should this be done on a daily basis all the time or once a day? To what extent to control and what are the requirements/expectations of GSA?
A2. Dust control measures are identified in paragraphs 1.4D & 3.3B of Section 015000; paragraph 1.7E of Section 311300; and paragraph 1.6F of Section 329113 of the specifications.
Q3. Will GSA require the site to be shut down during winter months, and if so do we still need to staff the project during these periods. What are the requirements and expectations of staffing during winter months?
A3. GSA will not require the site to be shut down during winter months. The General Contractor controls the means and methods to complete the Work within 898 calendar days.
Q4. Electrical – Sheet ES-103, Note – 4 requires bollard type OB4. On sheet E501 detail 9 requires as fixture type OB1. Is OB1 and OB4 the same type of fixture, please confirm.
A4. See Amendment 03 for response.
Q5. I have received inquiries to provide the K-4 rated bollards and fencing on this project. Bid drawing CS520 Detail #3 refers to drawings CS410/CS411. However, the bid file titled 8.28.14_100__Construction_Documents does not contain these drawings. The file goes right from CS404 (pg. 45 of the PDF) to CS501 (pg. 46 of the PDF). Are CS410 and CS411 still part of the contract and will they be uploaded to the FBO.gov site for review?
A5. The detail cross reference at Detail 3/CS520 should read CS520 and not CS410\CS411. See Amendment 03 for response.
Q6. Regarding the Offeror Representations and Certifications form: On page 1 am I supposed to “check” that paragraph D applies? On page 3 am I supposed to “check” any of these boxes? On page 4 – as far as I know there are no exceptions to enter and lastly – am I supposed to “check” one of the boxes in 52.209-7 (b)?
A6. The Offeror Representations and Certifications form is used to verify that offeror’s registration in SAM is current and accurate; if it is, offerors should check that Paragraph (d) applies on page 1. If Paragraph (d) applies, no check boxes are required on page 3. For 52.209-7 (b), Offerors should check whether they do or do not have current active Federal contracts and grants with total value greater than $10,000,000.
Q7. What is the retainage percent on payment and how long will the retainage be held?
A7. Retainage may be held based on performance. If performance is satisfactory, retainage will not be held; if performance is unsatisfactory, retainage may be held up to 10%. If retainage is withheld, it may be released based on phased completion, calendar year, and/or project completion.
Q8. Is the maintenance period for 1 year after completion?
A8. In regards to the warranty for all work, see GSA General Conditions of the Contract which are referred to in the Supplementary Conditions section 007300. Landscape specification section 329300 indicates a warranty period of 2 years for plant materials. Sod and seed specification section 329200 indicates a warranty of period of one (1) year plus one growing season for all sodded and seeded areas.
Q9. Do you require a performance/payment bond in addition to the bid bond? If so – is it at 100%?
A9. Performance and Payment bonds will be required in accordance with FAR 52.228-15 (which states that, “the penal amount of performance bonds (and payment bonds) at the time of contract award shall be 100 percent of the original contract price.”)
Q10. In the summary, under 1.4 WORK COVERED BY CONTRACT DOCUMENTS, B. – it states that we must fill out and complete the GSA Comprehensive Procurement Guidelines Form (APP Form 2C). I did not see this form included. Is it a requirement for bidding?
A10. No, the form is not required for bidding; this form will be completed prior to construction.
Q11. RFP – II. E. Other Info. 1. Representations and Certifications – (FAR 52.204-8) form (C301) not Attached. Please provide this form for Proposal.
A11. The form is attached; it is titled Offerors Representations and Certifications.
Q12. Is there a CAD file available for this project? Specifically for the Site Grading Plans.
A12. CAD files are not available during the bidding process.
Q13. The water source for water distribution system is located in phase 2b, and will need to run through at least one later phase. How will phase 1 get water until phase 2b, 3 and 4 is completed and from where?
A13. Provide water to irrigate plants, either by running a temporary line or by importing water to the site.
Q14. The static water pressure is indicated to be either 40 per specifications section 328410 (10) 3.1 A, or 44 psi after RPZ per drawing sheet L-500 Notes 14. The rp backflow device has a pressure loss of 7-10 psi. which will make it difficult to operate multiple hoses from the quick coupler valves.
Should a booster pump be required per notes 14 on the same sheet if so what is the gpm requirements for water distribution system and electrical connections and location of both pump and power source?
A14. Yes, a booster pump is required, size equipment appropriately for demand of multiple hoses, so that it should be a minimum of 40 GPM.
Q15. Does the contractor have to furnish water hose and if so quantities?
A15. Yes, contractor shall supply all hoses, sprinklers, etc. necessary to fully irrigate plants through the establishment periods.
Q16. In the light duty pavement cross section, the plans call out for 1 1/2" of HMA 19mm intermediate.
Per INDOT specifications, the minimum depth 19mm intermediate can be installed is 2 inches. If the project is to have 1 1/2" of intermediate, the material needs to be changed to a 12.5mm intermediate in lieu of 19mm to comply with INDOT. Please clarify the intent?
