Solicitation Number GS05P13SID0032 Pre-Proposal Conference Questions and Answers
1. How many copies of the Price Proposal must be submitted?
2 copies
2. What percentage of the work will be awarded to Service Disabled Veteran Owned Small Businesses (SDBOSB)?
The exact percentage is unknown as GSA’s small business goals change from year to year. This will also depend on how competitive SDVOSB companies are on task order bids.
3. Can you please clarify the following? “A similarly complex project is defined as a project that is comparable in nature, type, and complexity as defined by the all of the following characteristics - the project involved new building construction…” (reference Section II D, Volume C201) It seems the different characteristics are at odds with each other.
An amendment to the RFP will be issued to revise this wording. The word ‘all’ will be replaced with the word ‘some’.
4. Can the past performance period be expanded from 5 years to 7?
With the change to the relevant experience definition as described above, GSA feels that each bidder should be able to provide thee relevant jobs in the past 5 years.
5. Does the bid bond get submitted with the price proposal or technical proposal?
Please submit the bid bond with the price proposal.
6. Can you provide an example of how the bid bond amount must be calculated: (Reference: Section I. F - FAR 52.228-1 Bid Guarantee (SEP 96) The bid bond shall be 20% of the Total Evaluated Price (TEP) or $3,000,000, whichever is less. The TEP is the sum of the price for all years calculated in the line item pricing sheet, or Attachment A.
7. Do the reps and certs go with the price or technical proposal?
Please include the reps and certs with the technical proposal
8. What is the overall value of the contract?
This is stated in section III.R - Additional Terms and Conditions, item 3.h-j of document C101_Final.pdf, the approximate, minimum and maximum values are detailed.
For each selected contractor, the minimum guarantee is $2000, the maximum order is $5,000,000 and the maximum of orders per year is $7,500,000.
9. With line item devices for fire alarm, how can we price something when each building has a different device?
Most of our buildings with newly installed fire alarms have warranties that are set to expire in the next year making device replacement less restrictive. Also keep in mind that the line item prices are a not to exceed and task order pricing can always come in below the line item.
10. If you are looking to award approximately 7 contractors, does the 7 include the
Service Disabled Veteran Owned Small Business?
Yes if we awarded 7 it would be all inclusive, the exact mix between small business and SDVOSB will depend on the mix of bids received.
11. Does past performance carry more weight and will it carry more weight for task orders as well?
Yes this award and most task orders will be awarded on a best value approach. This means the technical factors, including past performance are significantly more important than price. However GSA does reserve the right to award task orders strictly based on line item pricing.
12. What is the max number of past performance jobs we can submit?
13. Do the awarded firms need to provide a $5,000,000 performance and payment bond?
$5,000,000 performance and payment bonds will no longer be required at time of award. The following will be added to the RFP by amendment.
Performance and Payment bonds will be required at the issuance of task orders for the full task order amount.
Go/No Go Requirement: Offerors must provide a notarized statement from an approved surety that they are willing to bond the Offeror up to the maximum ordering limit of $5,000,000.00. Failure to provide this notarized statement will result in the Offeror being removed from consideration for award. Their proposal will not be evaluated as their proposal will be considered non-responsive.
14. Do we carry the line item subtotals across the sheet?
Yes, please calculate and sum the subtotals as part of the TEP.
15. If all contingencies should be included, what do you see those contingencies being?
All line items should be inclusive of overhead and profit.
16. Will task orders be sent out to all contractors on the IDIQ?
Yes, with the exception of very small orders where line item pricing may be used and awarded to the low bidder. Other urgent and compelling or logical follow-on orders may be sent sole source.
17. How are line items handled for different locations and building types?
Most of the building and work will be located in Chicago. The line items are also maximum prices and bidders can always bid lower than the posted line item.
18. Are most buildings in Cook County?
Yes, 19 out of 22 buildings are located in Chicago, Cook County.
19. You mentioned that smaller jobs may be off the unit prices?
Yes, for small jobs, under $2000 we may place an order directly off the unit prices.
20. What are the permitting requirements and coordination with the city of Chicago?
GSA has its own standards called the P-100 and can be found on the GSA website.
We also have our own Fire Life Safety Authority. Permits and coordination are not required for interior construction. If street or sidewalk closures are required it is the contractor’s responsibility to obtain proper permits and coordinate that work with the City.
21. What are the security requirements for general and sub contractors?
Most buildings operate under the HSPD-12 security requirements. The awarded firms will be asked to submit their general staff for clearance shortly after award.
Clearances typically take 60-90 days. Each cleared person will receive a GSA-
Contractor badge; most badges are good for all GSA buildings in Chicagoland. Key subcontractors may want to submit for clearance as well. Escorting of un-cleared personnel is available and cannot exceed 10 days. NTP for individual task orders is typically issued after key personnel are cleared.
22. Is line item pricing for standard working hours?
Yes, please price standard hours.
23. Should we use the Specs posted on FBO for the line item pricing?
Yes
24. Will the line item pricing hold for the term of the contract?
Yes, the line item pricing will hold for the term and includes escalation for option years.
25. What is the deadline for submitting questions?
Wednesday May 29, 2013 by 4:00 pm.
26. Do you think there will be any work for charging stations?
The Rockford Courthouse does have car charging stations and there is a potential project at 450 S. Federal Garage.
27. Is the 1442 for the individual award?
The 1442 will be used for issuance of the IDIQ base contract. Please put the
Guaranteed Minimum price of $2000 on the 1442. The TEP should be included on
Attachment A (Pricing Sheet). Individual task orders will be issued on GSA Form
300.
28. Is there a minimum task order award?
No, however we don’t expect to issue a lot of awards below $2000 as our O&M contractors are capable of handling a number of small repairs.
29. The last page of the unit pricing sheet is partially cut off?
A revised pricing sheet will be issued on FBO.gov.
30. Are we to treat bid packages as not to exceed?
Line item prices are to be considered not to exceed, pricing is always allowed to be below line item pricing, but never over. Task orders will be issued as Firm Fixed
Price.
31. Will there be a walkthrough?
There will not be a walkthrough for the base IDIQ contract, however most task orders will have scheduled pre-bid meetings and walkthroughs. Attendance is strongly encouraged for task order walkthroughs.
