C201 (The Solicitation), Page 6, II.C. Price Proposal,(1) Contents: It is our understanding that the SF 1442, TEP, and Bid Bond shall be submitted with the price proposal, but as it is worded in the first sentence are we to also submit the entire C101 (The Agreement)?
THE C101 IS REFERRED TO AS THE AGREEMENT BUT DOES NOT NEED TO BE
SENT IN WITH THE PROPOSAL.
Bid Guarantee- Please confirm that a bid guarantee (SF24) is supposed to be submitted with our Price Proposal. On the SF1442, Box 13b is checked stating that an offer guarantee “is not required”.
This is contradictory to what is stated both in the Solicitation document C201 as well as in the Pre- Proposal Conference Questions and Answers.
A BID GUARANTEE IS REQUIRED.
Formatting- Can the Price & Technical proposals be submitted together in one binder separated by tabs, or do they need to be submitted separately in their own respective binders?
THE PRICE AND TECHNICAL PROPOSALS SHOULD BE SUBMITTED AS TWO SEPARATE
BINDERS OR DOCUMENTS.
Number of Copies- The Solicitation (C201) states on Page 6 that, "Offerors are to include (1) Original and (1) Copy of their proposals." In the Pre-Proposal Conference Questions and Answers document Question #1 asked, "How many copies of the Price Proposal must be submitted?" The response was "2 copies." Just to clarify, are we still supposed to submit (1) Original and (1) Copy of our Price and Technical Proposals, or are we now supposed to submit (1) Original and (2) Copies of our Price and Technical Proposals?
ONE ORIGINAL AND ONE COPY IS CORRECT.
Northern Illinois and Northwest Indiana
GSA Form 527- Should our completed GSA Form 527- Contractor's Qualifications and Financial Information be submitted with our Price Proposal or with our Technical Proposal?
PRICE PROPOSAL
Notarized Statement of Bondability- Per Amendment 01, as well as stated in the Pre-Proposal Conference Questions and Answers, we are now supposed to provide a Notarized Statement from our surety stating our bondability. Should we include this statement with our Technical Proposal or with our Price Proposal?

Regarding Government furnished doors: Are they fully machined for hinges and locks?
Regarding Contractor furnished wood doors: What is the wood veneer type?
Regarding Contractor furnished doors: what are fire rating requirements? i.e. 20 min, 45 min or 90 min?
Are contractors obliged to provide a bid for every Job Order request? Or could we decline to bid on some.
CONTRACTORS ARE REQUIRED TO RESPOND TO EACH RFQ, NEGATIVE BID
RESPONSES ARE ACCEPTABLE. PLEASE NOTE THAT FAILURE TO PROVIDE A
COMPETITIVE BID IN THE FIRST YEAR VOIDS ELIGIBILITY FOR THE $2000 MINIMUM
GUARANTEE.
Bonding companies typically carry their own insurance that covers them out to two years. We are getting feedback that a request for bonding beyond two years is problematic for that reason. Is the GSA firmly committed to the five year window for the bonding letter referred to in the most recent list of questions? Or would you consider reducing to two years?
BONDING IS ONLY REQUIRED FOR ONE YEAR. FIRMS SHOULD MAINTAIN BONDING AS
OPTIONS YEARS ARE RENEWED.
How would the options beyond year one work? Would they be one year at a time? Or would it be a blanket extension for all four additional years?
OPTIONS WILL BE EXERCISED ON AN ANNUAL BASIS, BASED OFF A FIRMS PRIOR YEAR
PERFORMANCE AND AGENCY NEED. ADDITIONAL YEARS ARE NOT GUARANTEED.
We understand the minimum individual task order guarantee is $2,000. The sum total dollars of all task orders any given selected contractor can be awarded is $5,000,000 out of $7,500,000 for all task orders for all selected contractors. Is this a correct understanding?
THE MINIMUM GUARANTEE IS $2,000.00.
Northern Illinois and Northwest Indiana
THE MAXIMUM FOR ANY ONE ORDER IS $5,000,000.00
THE MAXIMUM AMOUNT AWARDED TO ANY ONE FIRM IN A 12 MONTH CONTRACT
PERIOD IS $7,500,000.00.
Regarding Government furnished doors: Are they fully machined for hinges and locks?
