14. DESCRIPTION OF AMENDMENT/MODIFICATION

Amendment #004 is issued to make the following changes:

1.) The attached Questions and Answers are incorporated.

2.) The due date for proposals is extended to Wednesday, November 28, 2012 at 4 PM (Central Time).

Solicitation terms and conditions not specifically addressed remain unchanged.

Questions and Answers (Amendment 004)

Question 1

The plans and Specs shows no Abatement work on it.. Is there any?

It is not expected that abatement work will be necessary and allowance for such work should not be included in your proposal. Every effort must be made to avoid disturbing any asbestos or other hazardous materials that are encountered.

Nevertheless, should such disturbance occur and abatement be required, the contractor must follow the procedures contained in the specifications and required by applicable regulations. The cost of any such work will be addressed accordingly.

Question 2

Spec Section 10 9990-1 Misc Specialties. Just got off the phone with Brenda Dozier the GSA Great Seal rep in Atlanta. She is telling me that a 36" foam seal (as described in the spec's) is not available and the foam seals are only provided in Antique Bronze with Gold highlights. How should this be handled?

Provide the 35.5" diameter foam seal in the standard bronze with gold highlights.

Question 3

What is the fabric selection for the chairs?

Leather: Spinnybeck “Vicenza” in standard color TBD (per spec section 06 2000/2.08/G).

Question 4

The Property Manager indicated that the building was not manned 24/7 with security personnel. The US Marshalls start at 7:00 AM and go to 5:00 PM. There is an additional security person that comes in at 3:00 PM and stays until 11:00 PM

Since noise cannot be made from 8:30 AM thru 5:00 PM, the time frame noted above does not provide a full shift for performing work that might make noise.

Can the night hours be extended, if preapproved and set up, and who pays the guard for the additional time?

Yes.

Normal requirements with regard to security clearances remain in place. The cost of any additional guard service that is necessary would be the responsibility of the Government.

Question 5

Were not shown the bathroom that is to be remodeled in option #2. Can you please tell us what the flooring material is that is to be removed?

Ceramic tile; approximately 4x4.

Question 6

The problem is with the Noise Isolation Class (NIC) Ratings that are indicated on the door schedule on sheet A-600. The doors are all Stile & Rail paneled doors, which are not available from any manufacturer with any sound ratings. According to my Sound Door manufacturer (who only does flush doors), NIC ratings indicate field tested STC ratings. Therefore, the NIC ratings of 55-60 for "Confidential" doors might not be achievable with a standard flush door (but they could get very close), and the NIC rating of 70 for the "Inaudible" door will require a door at least 5 inches thick (and it will cost somewhere around $10,000 to $20,000).

What I am trying to say is, we can either supply the paneled doors that I am sure are meant to match the existing doors in the building, or we can supply flush doors that will meet the lower STC ratings, but we cannot do both; and if the intention is to truly have an NIC rating of 70 on the "Inaudible" doors, those will get very expensive, and the doors will not be friendly to use since they will be very large and very heavy.

Please review, and verify the intent of these doors, We require stile and rail wood doors in thicknesses as described in the schedule.

Where a specific privacy level is required, the Contractor is to provide doors from one of the approved suppliers of acoustic doors in the highest STC rating available for the thickness indicated when fully gasketed and sealed. The supplier will be required to furnish information on the STC rating of each acoustic door provided. (2 1/4" thick doors will be expected to have an STC rating of no less than 39 as indicated in the manufacturers' literature.)

Question 7

Could you please furnish us with the name of the manufacturer whose details were used for the custom plaster items shown on sheet A-301?

These are custom profiles and that we were not using anyone’s details. They are acceptable in cast plaster, GFRG, or painted wood per General Note No. 9.

Question 8

Re 102800, Toiler Accessories. No finish provided for toilet paper dispenser nor towel bar. Please provide finish for these items.

Polished chrome for both items.

Question 9

We need to know if dimming ballast are to be 1% or 5% dimming for the compact fluorescent lamps. If 1% ballast are used each lamp will require its own ballast, and cannot be individually addressed. If 5% dimming ballast are used, each ballast can control up to 2 lamps and each ballast (fixture) can be individually controlled. Most fixtures have either 2 or 4 lamps.

Provide with 5% dimming ballasts to maintain individual control of each fixture.
