7.2 Introduction Building Design Standards (BDS)

BDS was created using Adobe acrobat professional Version 8, an editable PDF format. To use electronic file of BDS it is required to have Adobe acrobat Prof. 8 or the latest edition installed. The BDS was created using this particular format to ensure & prohibit any alterations to the format; however, this benefits A/E as a template to follow GSA design guidelines.

There are two main objectives of the (BDS) Building Design Standards. The first is to guide future A/E design teams in renovations and additions to building(s) in an effort to maintain consistent design throughout, to preserve significant features and original design intent of the building(s). Secondly, the BDS is meant to assist property management in maintaining design integrity and retain the asset value of the building(s).

It is important to note that the Building Design Standards are “living documents” and need to be constantly reviewed and updated when changes occur. As a cohesive design tool for the building, the Building Design Standards should be reviewed in entirety, remembering that any changes to one standard may affect other standards.

BDS shall be used by the following person(s) to implement design standard & guidelines:

Property Manager

BDS shall be used for operations and maintenance on a daily basis, i.e. Minor repairs and replacements, miscellaneous building elements including but not limited to; hardware, plumbing fixtures, lighting, ceiling type, door type, paint colors, signage etc.

Property manager shall use finishes listed in section 5. Property manager shall also provide a copy to the contractor.

Project Manager

BDS shall be used for space alterations, R & A projects, and prospectus to ensure A/E provides design which complies with the design guidelines.

The A/E shall have full understanding of design philosophy for both sections 3 & 4 of the BDS.

The design guidelines of the BDS shall be taken in consideration during the A/E’s design phase.

Project manager shall provide a copy of BDS to A/E.

7.3 Helpful Hints

a P P e n d i X

7.3

1) Opening the electronic documents becomes extremely slow as the files size gets bigger and manipulation can be difficult, how can I work more effectively with this type of document?

Document size quickly increases with the insertion of images. For ease of printing and manipulation, break the pdf file into separate sections. This also allows for multiple users to be working in the document at once.

2) How do I indentify and locate area for inserting text to add a description?

Turning on the “highlight text fields” function quickly indicates where information is required.

3) What if I need additional space to add new and more text description?

Additional text lines can be created by using the Text Field command under Tools/Advanced Editing.

4) I can not seem to find how to add more lines?

Additional black lines can be created by using the TouchUp Object command under Tools/Advanced Editing. Drag a box across the desired lines to copy. Right click to copy and paste. Highlight the lines to move to the desired location.

5) How can I format the electronic documents for double sided printing?

Note that the document pages are handed. When inserting pages into a section, two pages may be needed to keep the pages correctly handed.

6) I am having issues with the repeated duplication of the text fields?

When inserting multiple template pages the text box name must be changed. All text boxes with the same name will carry the same information. Change the name by selecting the Text Field command under Tools/Advanced Editing. Text boxes will appear – highlight the desired text box by clicking. Once highlighted, right click and choose Properties. Under the General tab, give the box a new name by changing the name or adding numbers or letters after the existing name. Names do not have to be real words. Example – Existing name is 123text. Change to 123text2, 123textbdd, dogsandcats, etc.

7) What do I do with the space omission, if I have areas that do not require images?

Blank Images. It is suggested that for unused image boxes in the photo documentation sections, a white image is placed in the box rather than deleting the box. This retains the box for any future images.

7.5 Procedure for Revisions

7.5

The primary purpose is to provide consistent design characteristics, aesthetics, appearance, color, finishes, and materials throughout the building. BDS should be kept in the property manager’s office at all times and be always used as a reference and guidance for repairs and alterations in the building. When one determines that any of the standard elements needs to be modified, he/she should take the steps of the following procedures. Through the proper procedure, the design team may substitute products/components of equal quality, architectural aesthetics and performance, upon approval by Regional Chief Architect.

1. Review the BDS for design intent and standard items. When the design intent/standard item is no longer feasible for any reasons (i.e. code compliance, availability and/or obsolete technology, etc), the design team should discuss amongst the team to review for other alternatives.

2. After the design team identifies the alternative that would replace the existing standard item(s), the design team should contact both the GSA Property Manager and project manager to initiate the request process for revision of the standards. Required documentation includes: reason for the change, existing standard and the recommended new standard.

4. The design team or property/project manager should submit the ‘request for change’ by submitting documentation to the regional BDS program manager or the Regional Office of Chief Architect.

5. During the approval process, the BDS in its entirety will be evaluated. The item under review will be examined and compared to the other standards. If the revision is approved, the team will be notified immediately via email.

Accordingly, the BDS should officially be updated and new pages inserted into the document. The new pages will be included in the email and sent as “Attachment.” If the revision is not approved, reasons for denial shall be given to the design team.

6. The regional BDS program manager shall update the BDS and forward the revised section back to the Design team including the property manager.

7. It is the property manager’s responsibility to replace the superseded pages with the revised one and verify the information. The property manager shall maintain the BDS up to date at all times.
