1.0 INTRODUCTION
On behalf of the General Service Administration (GSA), Carnow, Conibear & Assoc., Ltd. (CARNOW CONIBEAR) conducted a survey of suspect asbestos containing materials (ACM) and lead-based paint (LBP) at the Bishop Henry Whipple Federal Building located at 1 Federal Drive, Fort Snelling, Minnesota on December 20, 2007.
This project was conducted in accordance with CARNOW CONIBEAR’s proposal to the GSA dated June 26, 2007.
The asbestos containing material portion of the project included conducting an AHERA-type building inspection for ACM and preparing an asbestos management plan to fulfill asbestos requirements as specified in 29 CFR Part 1910.1001 (OSHA Asbestos Standard) and the requirements of the Program Development Study (PDS) task for the GSA Prospectus Work.
Derek Lantry, EPA certified Asbestos Building Inspector (IDPH license # 100-8733), performed the inspection and collected the bulk samples of the friable and non-friable suspect ACM. The inspection team and GSA field manager, Mr. Phil Ramos, were escorted through the facility by the GSA Building Manager. The ACM survey included an inspection of the facility to determine the amount, condition, and general location of suspect ACM, and the collection of bulk samples for laboratory analysis. The bulk samples were analyzed by polarized light microscopy (PLM) by Davis Environmental Labs., located in Evanston, Illinois. CARNOW CONIBEAR inspectors reviewed existing documents, drawings, and historical reports, when available, and incorporated all data and assumptions into this report. An existing asbestos survey conducted on February 18th and 19th, 2004 by licensed and certified asbestos building inspector Karen DeRungs identified asbestos containing building materials and is incorporated into this report.
Samples collected during the February 18th and 19th, 2004 asbestos survey were analyzed by AMA Analytical Services, Inc. (AMA) of Lanham, Maryland.
As part of the LBP survey, the CARNOW CONIBEAR field team collected paint chips representative of interior building substrates, including interior walls and ceilings. The LBP survey was limited to readily accessible surfaces of painted interior building components. The LBP survey activities included visual observations of interior painted surfaces and substrates of fixed building components and analysis of the painted surfaces. The analysis of painted surfaces was conducted by STAT Analysis Corporation utilizing flame Atomic Absorption Spectroscopy (AAS). It should be noted that the LBP survey was not intended to be comprehensive in nature: rather an attempt to evaluate lead content within the predominant paint types within the building.

2.0 BUILDING DESCRIPTION
The Bishop Henry Whipple Federal Building is currently owned by the United States Federal Government and is managed by GSA. The subject site currently consists of a six (6) story building with a basement, sub-basement, mechanical penthouse, parking lot and garage. The building was originally constructed in 1969, replacing vacant land at the subject site. The Whipple Federal Building is utilized for Federal offices including:
Veterans Affairs, U.S. Fish and Wildlife Services, Homeland Security and various agencies affiliated with the Department of Defense. The site is located within the Fort Snelling unorganized territory. The subject site is bounded by Minnesota Route 55 to the northeast, Tower Road to the southeast, a parking lot to the southwest and train tracks and vacant land to the northwest.
The building’s heating is provided by four (4) boilers located in the sub-basement and cooling is provided by three (3) chillers in the sub-basement. Renovations to the subject site interior include improvements to the third floor in 2000, fourth floor, concurrent fifth floor and first floor cafeteria improvements. Exterior renovations include a new second floor roof in 2002 and tuck-point improvements in the last ten (10) years.

3.0 ASBESTOS SURVEY PROTOCOL
3.1 Asbestos Survey
The ACM survey included an inspection of suspect friable and non-friable asbestos materials through-out the facility. Friable materials (such as thermal system pipe insulation (TSI)) are those which, when dry, can be crumbled, pulverized or reduced to powder by hand pressure, thereby releasing airborne fibers. Non-friable materials, such as floor tile, are those typically bound within a matrix, which do not readily release airborne fibers.
CARNOW CONIBEAR inspectors met with building representatives, reviewed drawings and historical data, and assigned Homogeneous Sampling Areas (HSA’s) based on the type of material, category, and appearance. The inventory of suspect materials identified during the walk-through includes a description of the material, location, condition, accessibility, and friability can be found in Table 1 - Asbestos Inventory and Analytical Summary.
Suspect ACM identified and sampled by CARNOW CONIBEAR as part of this survey included:
• Plaster Walls
• Boiler Gaskets
(Additional suspect materials were identified and sampled by Karen DeRungs on February 18th and 19th, 2004. These materials are included in Table 1. )
Additional materials were identified during the survey; however these materials were not sampled and should be assumed to contain asbestos. The assumed materials were assessed as part of this survey and have been included in the report inventory.
Suspect ACM identified and assumed to contain asbestos included:
• Mastic – Multi-Color 12”x12” Floor Tile
• Mastic – Off-White with Small Tan Specks 12”x12” Floor Tile
• Mastic – Black with White Streaks 12”x12” Floor Tile
• Mastic – Grey and Black 12”x12” Vinyl Sheet Flooring
• Ceiling Glue – 1’x2’ Ceiling Tile
• 12”x12” Floor Tile – Aqua with White Streaks*
• Mastic – Aqua with White Streaks 12”x12” Floor Tile
• Terrazzo Flooring*
• AHU Vibration Joint – Grey*
• Roofing Materials – Penthouse Elevation
• Roofing Materials – First Floor Elevation
• 12”x12” Floor Tile – Off-White with Brown Specks
• Mastic – Off-White with Brown Specks 12”x12” Floor Tile
• Elevator Brake Shoes
*Material previously identified by Karen DeRungs on February 18th and 19th, 2004.
ACM and LBP Survey Summary Report Page 6 January 2008
The ACM survey only included identification of suspect ACM and did not include materials that are considered non-suspect in nature (e.g. fiberglass, concrete, wood, etc.) Per GSA, unique newly installed floor coverings and ceiling tile were assumed NON-asbestos containing (see Table 1 for additional information).
CARNOW CONIBEAR inspectors walked through the building, inventoried suspect materials and quantities, took photographs, and wrote a narrative description of each suspect material. CARNOW CONIBEAR inspectors reviewed existing documents, drawings, and historical reports, when available, and incorporated as much data from the survey to create a building specific sampling plan. CARNOW CONIBEAR then collected the required number of samples and photographed each HSA. Photographs are located in Appendix C.
CARNOW CONIBEAR collected a total of eight (8) bulk samples from various accessible materials during the survey. See Table 1 for a detailed description of the materials and analytical data. CARNOW CONIBEAR exercised care in selecting the locations from which the samples were collected. Each sample was immediately placed in a zip lock sample bag to reduce the possibility of fiber release and cross-contamination during sampling and shipment. Each collected sample was documented on a chain of custody sheet and relinquished to the asbestos laboratory by the inspector.
3.2 Asbestos Analysis
Bulk samples collected during this survey were submitted for analysis to Davis Environmental Labs, Inc. (DEL), of Evanston, Illinois. DEL is an American Industrial Hygiene Association (AIHA) accredited laboratory that successfully participates in the National Institute of Standards & Technology (NIST) National Voluntary Laboratory Accreditation Program (NVLAP) for asbestos bulk sample analysis. Bulk samples collected by Karen Derungs on February 18th and 19th, 2004 were analyzed by AMA Analytical Services of Lanham, Maryland.
CARNOW CONIBEAR collected a minimum of three bulk samples from each HSA. Bulk samples were analyzed by polarized light microscopy (PLM) with dispersion staining and quantified in accordance with the Method for determination of Asbestos in Bulk Building Materials (USEPA Method 600/R-93/116).
3.3 Asbestos Survey Results
This section presents a summary of the analytical results of samples collected during the asbestos survey. Refer to Table 1 for further descriptions and additional information for the suspect materials identified during the survey. Facility maps which show the locations of materials can be found in Attachment A. The analytical laboratory report prepared by DEL for the analysis of bulk asbestos samples can be found in attachment B.
If a building material is determined to contain greater than or equal to 1% asbestos, it is considered to be ACM. If one sample in a HSA is determined to be positive for asbestos, the entire HSA is considered to be an ACM.
Asbestos was identified in quantities greater than or equal to 1% in the following materials:

4.0 LEAD-BASED PAINT SURVEY PROTOCOL
4.1 Lead Paint Survey
The lead based paint (LBP) survey included an inspection of the predominant types of paint within the building. Derek Lantry, an Illinois Department of Public Health licensed lead inspector/ risk assessor (IDPH license # L-05724), performed the inspection on December 20, 2007. During the survey of the building, CARNOW CONIBEAR collected four (4) samples for suspect LBP. (See Table 3 – Lead Paint Inventory Summary).
4.2 Lead Paint Analysis
The Environmental Protection Agency (EPA) defines LBP as any paint, varnish, shellac or other coating that contains lead in concentrations that are equal to or in excess of one milligram per square centimeter (1.0 mg/cm2), 0.5% by weight or 5,000 parts per million (ppm). The Occupational Safety and Health Administration (OSHA) recognizes LBP as paint that contains any detectable amount of lead. Under OSHA, paints containing lead in concentrations less than the trigger level are subject to regulation under OSHA Lead in Construction; Interim Final Rule (29 CFR 1926.62).
Although the use of lead paint was banned in 1978 by the Consumer Product Safety Commission (CPSC), consumer paints still contain up to 0.06% lead by weight or 600 ppm. Lead based paints are still commonly used in many applications.
4.3 Lead Paint Survey Results
Based upon results of the lead-based paint testing, LBP was identified on the following:
• No lead-based paint was found at the time of inspection.
See Table 3 – Lead Paint Inventory and Analytical Summary, for LBP descriptions, sample identification numbers and locations, and paint conditions. The analytical laboratory report for the analysis of paint chips can be found in Attachment B.

5.0 CONCLUSIONS AND RECOMENDATIONS
CARNOW CONIBEAR recommends the following:
• Prior to Prospectus Design and Construction work, additional building investigations should be conducted in order to ascertain quantities and to verify that conditions have not changed since the most recent inspection.
• GSA should notify employees, tenants, contractors, and vendors working in the building of the presence, quantity, and location of identified or assumed ACM.
• All friable ACM, damaged non-friable ACM, and all non-friable ACM which may become friable during renovation or demolition, should be removed from the affected areas of the building prior to these activities.
• Areas of the building not inspected during this investigation (inaccessible areas, pipe chases, etc…) should be inspected and sampled for asbestos prior to any renovation, demolition, or disturbance of potential ACM.
• The owner should develop and/or maintain an Operations and Maintenance (O&M) Plan for ACM remaining in the facility.
• Loose, peeling, blistering and deteriorated LBP should be removed prior to demolition or renovation per Prospectus Design and Construction and applicable federal, state and local renovations. The work should be performed by certified lead abatement personnel working for a licensed lead abatement contractor.
The EPA’s NESHAP (40 CFR Part 61) requires building owners to inspect of ACM in areas of a building where renovation or demolition will take place. Prior to renovation or demolition of a building, all regulated friable ACM must be removed from the affected area. In addition, non-friable materials, which are in a damaged condition or are likely to become friable during the process of renovation or demolition also, require removal. Non-friable materials, which are in good condition at the time of inspection and most likely will not become friable during demolition may under certain circumstances, remain in place prior to demolition.
