Additional pricing sheet will be provided.
4. Item Nos. 0001 and 0002 both have a PoP from 8/15/2017 - 9/30/2019. Wouldn't their periods of performance be mutually exclusive? If so, what is the period of performance for each Item No.?
Response: This depends on when the design is complete and whether or not the
CMc proposes to fast-track any portions of the work. The Agreement section I.C adequately explains the expectation.
5. There are ten (1) Bid Options listed on Sheet G003 on the 35% Construction
Drawings. Does the GSA want these options priced and submitted with the proposal? If so, please provide revised Pricing Sheet.
Response: Disregard that section of the drawings. These work package options will be provided after base award in accordance with the agreement section. II.
Prices 5) Work Packages. The Contractor and the Government may agree to develop firm-fixed-price early work packages for construction work that stand alone from the remainder of the Work

3) Unit Prices and Allowances. If any portion of the construction work is to be performed on a unit price basis (Unit Priced Work), the unit price established in the
Contract shall include all costs of coordinating and incorporating the Unit Price Work into the construction work. The Contractor shall only be obligated to perform Unit
Priced Work to the extent that an allowance has been established in an amount sufficient to compensate the Contractor for such Unit Priced Work at the established unit prices
(5) Work Packages. The Contractor and the Government may agree to develop firm-fixed-price early work packages for construction work that stand alone from the remainder of the Work. The Parties must agree bilaterally to the scope, schedule and pricing for any such work package, and Contract must be modified accordingly.
15. Please confirm hand delivery of proposals is acceptable per paragraph I.G.(1). If acceptable, please advise if any forms or notifications are required to access to the building.

Response: No.
20. Does public access to the pedestrian walks in the front and on the side of the building need to be maintained or are we allowed to close off the sidewalks?
Response: GSA has not requested or obtained approval from the City of
Pensacola to close sidewalks in the public right of way.
21. If public access to the pedestrian walks is to be maintained, is overhead protection required? Is temporary lighting required?
Response: The CMc must meet all local regulations for the maintenance of public rights of way during construction.
22. Please provide contact information for electric and water/sanitary utilities.
Response: Gulf power – for electric and ECUA for water.
23. Please confirm there will be no charge for temporary utilities at the jobsite trailer? Paragraphs 1.2.A. seems to conflict with paragraphs 1.2.B through 1.2.D.
Response: Disregard paragraphs 1.2.B through 1.2.D of specification section
01 50 00. The CMc will pay all utility service use charges for all entities engaged in construction activities at the Project site.

(35B):
Who will provide Construction Stage building envelope quality control testing services, and what is the expected extent of these services?
Building envelope quality control testing services are to be provided by the CMc using an independent testing agency qualified to perform the required tests. As a basis for pricing, these tests must include the following:
100% of all new punched and curtainwall window assemblies.
100% of all new horizontal roof/waterproofing assemblies.
100% of all metal roofing transitions, ridge, penetrations, & (1) 100sf field area per each roof slope area.
100% of all parapet to roof transitions.
(4) precast to precast panel sealant joint locations per facade.
100% of all new roof drain & associated storm draining piping.
100% of new internal gutter assembly all associated drain and piping.
Vertical above-grade Wall waterproofing- (6) 100sf test areas per each facade to be determined by Architect at random in the field.
Vertical below grade waterproofing- (2) 25sf test areas per each facade.
36. Demolition keynote 10 requires the removal of existing wall covering.
For bid purposes, should we assume that all of the wall covering's adhesive
(outside of mold contaminated "keynote 13" hatched areas) has not bloomed with mold and can be removed by a wall covering subcontractor, or should we assume that it is considered a mold containing demolition activity?
Response: Where this key note occurs in a room on an exterior wall, assume that all wall covering adhesive is contaminated. Where this key note occurs in a room on the interior of the plan, assume that all wall covering adhesive is not contaminated (unless specifically indicated otherwise on abatement plans).
37. The demolition plans for the restrooms behind the Elevator 1 & 2 bank do not require the removal of wall tile, rather call for cleaning and sealing of the wall tile. The mold abatement plan requires the removal of the plumbing chase walls, taking the associated finishes with it. The architectural plan shows a new plumbing chase wall on the restroom side. Please provide a specification for the existing adjacent wall tile we are to match to be installed on the new chase wall.
Response: There is no existing wall tile on the Group Restroom walls. Only floor tile and base tile with existing VWC. Original Record Documents list the following for the base tile & floor tile:
Crossville Ceramics, 8x8 A876, Truffle • Public Toilet Rooms:
Floor tile field, typical.
Crossville Ceramics, 4x8 base A876, Truffle • Public Toilet
Rooms: Base, typical
38. The anticipated schedule of solicitation, award, design and construction presented at the Pre-Proposal Conference made reference to two (2) days of interviews to be held on 7/10/17 and 7/11/17. Will these interviews be held in Atlanta or Pensacola?
Response: The interviews will be held in Atlanta.
39. On previous GSA solicitations, Oral Presentations were considered part of the RFP response and evaluation. Does the Contractor need to prepare an
Oral Presentation for the Interview portion scheduled for 7/10/17 - 7/11/17?
Response: No, ONLY offerors whose proposal has been determined to be within the competive range will need to prepare an Oral Presentation.
40. Are there any requirements to consider for the Interview, such as, limitations of attendees, specific attendees that need to participate, duration of interviews, etc.?
Response: Not at this time
41. Please confirm the design submittals dates presented at the Pre-Proposal
Conference. 65% on 8/7/2017 and 100% on 12/15/2017.
Response: These are approximate dates, but these show approximately what is intended. There will also be a 90% submission, probably in November.
42. Is there an anticipated date for submittal of the Issued For Construction
(IFC) design submittal?
Response: We anticipate construction documents will be completed by
12/31/17.
43. Is the NTP for Design Phase Services issued with the award or at a later date?
Response: Notice to Proceed for Design Phase Services will be issued after award and after receipt of any required contract documents.
44. Block 11 states the contract performance period is 554 days. Please explain if this duration includes Design Phase Service base contract only, both Design Phase Services base contract and GMP Option, or GMP Option for Construction only. I can't seem to make this duration work with the dates provided at the Pre-Proposal Conference.
Response: Correction to block 11, performance of period is 138 calendar days for Design Phase Services base contract only
45. Should the GMP Option be exercised, what is the anticipated NTP for
Commencement of the Work?
Response: To be determined at a later date.
46. Please specify the height of the new glass infill assemblies that are between the column and the New X-ray Unit.
Response: To match the height of the top of ballistic glazing at the central screening station. Note that only the glazing at the central screening station requires ballistic resistance.
47. Please specify the height of the new aluminum storefront assembly that is next to the New Turnstiles.
Response: To match the height of the top of ballistic glazing at the central screening station. Note that only the glazing at the central screening station requires ballistic resistance.
48. Please specify the height of the Level III Ballistic Glazing at the USMS
Screening Station
Response: 7' a.f.f. Note that the CSO screening station is an option at this time, not part of the base bid.
49. Will TTV Architects be submitting a 100% Mold
Remediation/Demolition Early Start Design package concurrent with the
65% Building Design Submittal? This has an impact on the ECW and the phasing of the project
Response: The 65% Submittal will include a 100% Mold Remediation package but will not include an early demolition start package. However, once the CM is on board working alongside the Design Team, it may be possible to develop an early demolition package depending on the CM developed construction schedule.
50. "This project includes Government furnished property to be installed by the Contractor." Please provide list of property to be GFCI.
Response: Complete list has not been developed at this time, however preliminary list would include
Installation of the Great Seals at the back of the Courtrooms & on the exterior of the Building (East Elevation).
51. Please advise what space(s) will be made available for the Contractor's storage and related activities.
Response: Given that the building is currently vacant, there are several existing GSA support type spaces on the first floor that could be utilized for temporary contractor storage. However, specific spaces may be identified prior to construction.
52. Please advise if the building site is in an FAA-regulated flight path that may impact permitting requirements.
Response: No, not to GSA's knowledge.
53. For bidding purposes in establishing the ECW, should 24-hour security guard services be included during the construction phase as it is specified the
GSA may require the Contractor to provide these services?
Response: Per SOW section 5.2, the CMc is responsible for all site security measures including but not limited to fencing and barricades. Furthermore, work must be sequenced such that openings in the building façade and/or roof are never left unattended and are not left uncovered overnight.
Provision of a 24-hour security guard service is not required provided that the CMc is able to secure the building at all times during construction.
54. What is the GSA review period for design submittals?
Response: Fourteen calendar days.
55. Please consider extending the deadline for RFIs to 10 days prior to the proposal due date in case there are follow up inquiries.
Response: The Deadline remains unchanged at 6.9.17.
56. Are there any materials to be demolished that the Government has deemed salvageable that are to returned to the Government?
Response: No.
57. Is there a mold remediation plan available for use in pricing the ECW?
If not, what should be included in the ECW for this scope?
Response: A full mold remediation plan will be provided with upcoming submittals. However, refer to Mold Abatement section of the Narrative for a very specific description of the required abatement scope and required protocols.
58. There is reference to repairing structural damage to the building caused by the water intrusion. Please provide specifics, for pricing purposes, of what structural repairs will be required.
Response: Required structural repairs are described in the 35% Construction
Documents- refer to the structural drawings, narrative, and specifications manual.
59. We see the ceiling type EC. Does “EC” stand for “Exposed Ceiling” OR
“Existing Ceiling to remain”?
Response: “EC” stands for exposed ceiling, structure, piping- clean & paint. Refer to RCP Legend on each RCP sheet.
60. For the holding areas, outside of the courtrooms (multiple floors), will there be blast rated glass/mirrors incorporated into the rooms’ casework for occupants?
Response: No
61. On the Door Schedules Sheet (A700), nearly half of the doors have not received a comment with the instructions to re-use or replace the door, frame and hardware.
What should happen to these doors? Are the frames doors and hardware brand new?
Response: In general at this 35% level, as shown on the floor plans, not all openings have door numbers meaning that those openings are existing to remain with no hardware changes other than re-keying. All doors currently shown on the door schedule with no comments means that this is a completely new opening (i.e. new door, new frame, and new hardware). All other doors listed on the schedule have comments describing the opening and whether or not the opening is to receive new access control (new door in existing frame, new opening with access control or existing door with new access control, etc.)- all of these openings listed with comments will receive all new hardware.
62. Louvers – Not all are shown on the exterior views from any elevation to be able to quantify. More are shown in mechanical drawings than can be found on the exterior skin. Is this due to the 35% nature of the drawing completion?
Response: Yes- this is due to the 35% level of the drawings. However, for bidding purposes refer to mechanical drawings for all louver locations.
63. What worker security requirement will be necessary since the building will be unoccupied during construction?
Response: Per SOW section 5.2, during construction on the unoccupied building, access to the building interior will be controlled by the CMc and will be limited to only those individuals with a bona fide need to conduct work inside the building.
The CMc will maintain records of all workers granted access to the building interior, and such records will be made available to the Government upon request.
64. Can a time extension be provided for proposals and pricing?
Response: The due date and time remain unchanged.
65. No information is given for the piles under the AHU and the Geotech report talks about existing piles under the building. Do we assume that the new piles will be the same as the existing ones under the building? If not, please provide additional information.
Response: Bidders can assume that the new piles will be the same as the existing building piles. The piles are described on the existing structural drawings as “16 inch diameter augercast piles having an allowable compressive capacity of 55 tons and a pile tip depth of 35 feet minimum”.
66. Can the Government provide more detailed schedule information with milestone dates and overall duration of the project?
Response: Other than the dates identified in the request for proposal, additional schedule information shall not be provided
67. What scope will be required of the GCs for the site security package (Ghallager
Sysytem)? Right now, the plans show conduit. Will the GC be required to show this system in their pricing?
Response: Offeror shall include cost in connection with the perimeter security system as shown on the current drawings.
68. Is it the Government’s intentions for us to provide the names of our envelope subcontractors (precast/glass; as described in the RFP) during this bid OR will this information be requested at a later date?
Response: Due to envelope critical nature of this project-Yes. Provide envelope subcontractor names as described in the RFP.
69. Spec section 230900 2.1 states base design will be upgrading the existing BAS system with a bid alternate to design and install a new BAS. It was mentioned at the pre- proposal conference that a new BAS controls system would be installed.
Please confirm that base bid will be upgrading the existing system and provide information on the existing controls manufacture. Only Automated Logic and
Trane Tracer are listed as manufactures. Is the intent to limit the opportunity to these two manufactures only for the alternate new BAS system?
Response: The Mechanical Control Drawings require that all new controls will be installed throughout the building. Spec section 230900 2.1 does incorrectly list the base scope as upgrade. To confirm, Base Bid is to design
& install completely new BAS. No- the intent is not to limit the opportunity to only two manufacturers with additional Manufacturers listed as follows:
Automated logic, Trane Tracer control, Tridium Niagra, and Johnson
Controls. However, all proposed manufacturers will be required to meet all of the requirements listed in the current 35% Set, along with the GSA
Region 4 Building Automation System Requirements v6.2 included as part of the Narrative.
