ATTACHMENT 2 - AMENDMENT 003

A B

Contractor's Questions GSA's Response In reference to Page 134 Section H.15.4, approximately how long before contract start date must we submit the resumes of employees that will be working during the performance period?

All new employees resumes must be received before the employee start working on the contract.

How many computer rooms are in each building, and are there any operational impacts that need to be considered when doing PMs?

Multple per building; Combined approx. 40. Contractor will only be responsible for filter replacement and temp. calls. No repair or replacement is included in this contract.

Will the Government update the table to reflect recycling containers at the other buildings as it did for Ft Myers FBCT? Information is not available at this time.

10. What CMMS is currently in use in the courthouse facilities?

Maximo. A Contractor provided CMMS is no longer required because it will be replaced by a Government provided (National) CMMS during the base period of the contract. Please see solicitation addendums for language and contractor requirements concerning the Government provided CMMS.

The RFP indicates that the contractor is to provide the CMMS for the contract. However, in the pre‐proposal conference, GSA indicated that a government‐owned CMMS would be implemented at some time during the contract period. Therefore, how does the government want bidders to price this technology? We recommend that the government add a CMMS line (for software only) to the pricing schedule for the base and each successive option year. This will allow the successful contractor and the government to easily remove the cost of the CMMS program when GSA’s CMMS program is installed and ready for use.

A Contractor provided CMMS is no longer required because it will be replaced by a Government provided (National) CMMS during the base period of the contract. Please see solicitation addendums for language and contractor requirements concerning the Government provided

CMMS.

Can the government provide what is identified for fences and gates? Outside perimeter fencing and approx. 25 associated gates for access.

Are these arm lift security gates or chain link fences? Both.

Will the government provide the linear feet of fencing required to be maintained? Approx. 1730 Combined.

Will the government provide the manufacturer and model number of any lift arm gate systems included within this PM? See Inventory.

J.4 Equipment List– Golden‐Collum FB– OC‐SPR‐94? What is the OC‐SPR‐94 PM? Hydrologic Cycles. Isotope BioGeoChemistry testing.

Amend 2, Q&A #329: L.12.2 Management Approach shall be no more than 50 pages 8 1/2 x 11 including charts and illustrations in 12 font.

Some charts and illustrations, especially an organization chart spanning 9 buildings, will not fit at 12 font on an 8 ½ x 11 page.

Using 12 font will push some charts and illustrations to multiple pages making them more difficult to follow. Would the Government consider allowing the use of readable size font and 11x17 pages (which would count as 2 pages) for charts and illustrations?

Language has been revised as follows: The narrative for L.12.2 Management Approach shall be no more than 50 type-written pages including charts and illustrations. Type written pages should be 8 ½ x 11 in 12 font excluding charts and illustrations.

Amend 2, pgs 21 through 29: These pages are blank. Additionally, the attached lists mentioned in answers to questions #50, 117, 168-176, 178, 185-186, 211, 223, 225, 251-259, 261-269, 282-290, 302-311, and 314-322 are not attached as indicated.

Are the blank pages deliberate, meant for the missing attached lists, or intended for something else?

The blank pages should have been the attachment. The attachment will be uploaded as a separate document.

Q&A # 324: The Government indicates the definition of a “Red circle existing employee” is included in the CBA, however no such definition or further description of “Red circle” employees is in the CBA document. For the purposes of accurately estimating and calculating future vacation costs could the Government please provide the definition of a “Red circle” employee?

Red Circle is not a term used by the Government and is specific to the CBA; therefore the Government cannot give a definition.

AMENDMENT 003

A B Q&A # 325 & 330: The original questions sought to clarify the company contributions to sick leave, vacation, holidays, etc. as it relates to the ITPE Annual Benefit Fund. The answer to these questions state the information is included in the CBA, however this information is not included in the CBA document. Could the Government please clarify if the ITPE Annual Benefit Fund provides payment for sick leave, vacation, holidays, etc. in lieu of the Company’s contribution?

The Government can only refer back to the CBA in which Article XII - Bereavement Leave; Article XVII - Vacations; Article XVIII - Holidays; Article XIX - Sick Leave; and Article XX - Jury Duty all refer back to Appendix D - Annual Benefit Fund.

Revised Schedule B, Amendment 2, page 33 of 57, the CLIN numbers go from 0042 to 0053. Will the Government consider revising the CLIN numbers to make them sequential?

Unfortunately, the CLIN numbers cannot be revised at this time since previous CLINs were deleted. The line items will be in sequential order at time of award.

Amend 2, Q&A #84: Answer states there is no allocable square feet that may be cleaned after tenant working hours in those buildings requiring standard custodial services. C.45.2 table shows a daytime cleaning requirement of 807,727 square feet as confirmed by Q&As #59 and #83. Since the Building Information Sheets show a total of 1,097,794 cleanable square feet as verified by Q&A #59, that would imply that the remaining 290,067 cleanable square feet are cleaned after normal hours. Will the Government confirm whether or not there is square footage to be cleaned after hours?

All cleaning will take place during normal business hours 6:00 am to 6:00 pm. C.45.2 has been updated.
