AMENDMENT 002

A B

c. Are the Grounds Maintenance requirements (C.45.8) factored into the required minimum staffing? No, the minimum staffing for Janitorial Services only cover cleaning staffing.

d. It is our understanding that the minimum staff is only to be production level personnel and that any lead person, supervisor or manager would be in addition to the minimum staffing. Section H.15.1 states that a Janitorial Supervisor or designee shall be available and on-site at all times when work is in progress. It also states these janitorial supervisors can be working supervisors. Will the Government clarify if Offerors are required to additionally bid janitor supervisor (or lead janitor) to be on-site for all hours that cleaning is performed or will we be allowed to include a janitor working supervisor (or lead janitor) as a part of the stated minimum staff?

The management staff which includes working supervisors, shall be determined by the contractor and is not part of minimum productive staffing levels. The physical location of any managment staff shall also be determined by the contractor. However, managment staff shall be physically located at, at least, one of the sites, if they are being "charged" against this project. For the purposes of the requirements in H.15.1, H.15.2, and H.16.1, "onsite" shall be defined as, being at any one of the sites, included in this contract, during working hours and available for contact during building hours. The contractor can include the leads/supervisors in their staffing plan and deploy them as the contractor deems necessary. Lead/ supervisors can not be considered a part of the minimum staffing stipulated in C.8.

e. It is our understanding that the minimum staff is only to be production level personnel and that any lead person, supervisor or manager would be in addition to the minimum staffing. Section H.15.2 states bidders are required to have an on-site supervisor for all normal operating hours and that they can be classified as a working supervisor performing the function of both supervisor and mechanic concurrently. Will the Government clarify if an on-site mechanical working supervisor (or lead mechanic) can be a part of the minimum staff or will bidders be required to add a maintenance supervisor at each building during all normal hours of operation?

Previously answered above.

C.21.8 (pg 66): The working hours listed for Simpson CT, Bennett FB, and Gibbons CT do not match the working hours on their associated building information sheets in J.12. Will the Government identify the correct working hours for these buildings?

Otherwise, the contractor shall maintain no less than MERV 8. See attached filter count per building

C.35.2 (pg73): Which facilities require the Contractor to provide a load bank for required generator testing in lieu of building load?

"KW does not meet the 30% nameplate requirement or exhaust temperature requirement as stipulated in NFPA 110 8.4.2 at any of the buildings.

Therefore the contractor is expected to exercise all ATS equipment monthly (NFPA 110 8.4.6) and operate the Generator monthly with the available building emergency loads (NFPA 110 8.4.2.3).

This testing shall be accomplished after building hours and shall be coordinated with the COR and Building Managers due to the impact on tenants."

C.35.5 (75): The only UPS we could locate on the equipment inventories is in J.4.1 which lists occupant agency UPS in the Simpson Courthouse.

a. Is the contractor responsible for any other UPS equipment and, if so, will the Government identify make, model, manufacturer and building location?

3 UPS at the Bryan Simpson. These are tenant owned and the contractor is not responsible for repairs, only PM and service calls as stipulated in Paragraph C.10.1. The information is as follows:

C.45.16 (pg 105): Annual window washing is a standard service. Is the interior and/or exterior washing factored into the minimum staffing at C.8.1?

No, work normally done bya subcontractor is not factored into the minimum staffing requirement.

C.45.2 (pg 100): The square footage in the chart adds up to 807,727 cleanable square feet. However in the text above the chart, it states there is 936,311 cleanable square feet. Per the Building Information Sheets (J.12), the total cleanable square feet for these buildings is 1,097,794. What is the correct amount of cleanable square feet?

At least once a week.

G.6 (pg 125): At the Pre-Proposal Conference, it was stated that the GSA will deduct from the monthly billing amount for vacant space. This requirement is also stated in paragraph G.6. However, paragraph C.8.1 has a minimum staffing level that must be complied with. Contractors are pricing the minimal staffing levels so, if the contractor is deducted from his monthly price for vacant space, the contractor could conceivably lose money because of the minimum staffing requirement. Will the GSA allow the contractor to adjust the minimum staffing when deductions or additions to vacant or added space is warranted?

The goverment will adjust the minimum staffing level for cleaning employees base on the amount of vacant space removed

H.15.1 (pg 133): This section requires an onsite supervisor during each shift and per H.15.2 must be physically located at the work site.

a. Is it the Government’s intent that there is to be an onsite supervisor at each building during the entire time contract work is being performed to include custodial services after normal working hours (e.g. 5:00 pm to 9:00 pm)?

No. See previous answer. After normal hours work don't require an onsite supervisor for custodial services.

C.5. STARTUP PHASE/TRANSITION PHASE – Please provide the length of the Start-Up Phase? Typically 30 calendar days

C.8.1 Minimum Staffing – GSA stated that an FTE is to be at 40 hrs. per week. However in the 3 Tampa buildings you have listed only a .5 of GMW for all 3 buildings. Where is other .5 if this GMW position should equal 1

C.36. WATER TREATMENT

For all of the locations we would like to confirm that the Water Treatment Control Equipment (i.e Conductivity Controllers, Chemical Feed Pumps, Corrosion Coupon Racks, Bleed Valves, Brominators ARE indeed the property of the building and NOT the current Water Treatment Vendor. This makes a difference in our pricing, since it states the contractors shall provide all control equipment. If the equipment is the property of the current vendor ( as it sometimes is), and that vendor is NOT awarded the contract, he may take it with him which would of course leave the Contractor OR the Water Treatment subcontractor bearing the cost of replacement.

All water treatment, with exception to the FloZone system, is sub-contractor owned. All coupon racks belong to the Government and will remain in place.

Generators - Is an annual Load bank test required? Please indicate which buildings have an on-site Load Bank?

Therefore the contractor is expected to exercise all ATS equipment monthly (NFPA 110 8.4.6) and operate the Generator monthly with the available building emergency loads (NFPA 110 8.4.2.3).

This testing shall be accomplished after building hours and shall be coordinated with the COR and Building Managers due to the impact on tenants.

Elevators – Who is responsible for the Weekly Elevator Phone test? Who is responsible for the Elevator Phone Line?

Yes C.2.53 Technical Proposal states that the technical proposal will include but not be limited to Management Approach (qualifications for both corporate and on-site personnel, staffing plans, training plan, subcontract plan, quality control plan and customer service plan).” However, L.12.2, Management Approach under L.12, Contents of Technical Proposal, does not include staffing plans, subcontract plan, quality control plan, and customer service plan. Are these plans to be part of the technical proposal or not? Please clarify

The technical proposal should contain the information as outlined in Section L&M of the solicitation. Section C.2.53 provides a definition and will be updated

H.15.4 Submissions of Resumes for New Employees, refers to “the skill levels indicated in the Contractor’s proposal for the Contract.” However, L.12.2, Management Approach under L.12, Contents of Technical Proposal, does not mention having to include this information. Is it required in the proposal and if so, where? Please clarify.

Information to be included in the technical proposal for evaluation purposes is included in Sections L and M.

It was stated several times during the site visit that if the contractor uses a technician as a lead or site supervisor that time will be deducted from the minimum FTE requirement and the contractor may therefore not meet the minimum staffing requirement. For example, if a site is required to have 2 HVAC technicians and the contractor uses one of these as a lead, the supervision time would be deduced from the amount of labor provided to meet the minimum requirement. However, we cannot find any language to this effect in the solicitation. Please clarify.

C.8.1 states that the minimum FTE requiremtn must be limited to hourly full time (40 Hours per week FTE) productive employees and trades, if part of FTE time is used for supervision that FTE time will not meet the 40 hours per week productive requirement.

The RFP makes clear that the repair threshold is $5,000. Please provide historical records of when this threshold was exceeded, or if the threshold was lower previously, historical records of when that threshold was exceeded, in order that the contractors may assess the risks associated with the threshold.

AMENDMENT 002

A B What is the time frame to do the IDL once the contract has been awarded? See solicitation Section J.3 The FBO.gov acquisition listing provides the means for an electronic submission however the instructions to the offerors suggest vendors must submit hard copy with digital copies on CDs. Can we submit only electronic versions? Please clarify.

Proposals shall be submitted in accordance with the instructions provided in the solicitation.

During the site visit, comments were made that suggested it is the government's expectation that the prime contractor must have personnel (employees of the prime contractor) presence at each site. To what extent is this required since this is not a requirement in the solicitation documentation or what is the definition of 'presence' in light of the overall project manager?

See previous answer regarding FTE.

The RFP states the technical proposal is to be submitted electronically in Word format. In lieu of Word, can this document be submitted in PDF?

Proposals shall be submitted in the format as stated in the solicitation requirements.

Section G.6 – Reduction and Addition of Space states that modifications can be made to the contract when cleanable space is expected to change for more than 30 days. This would mean that deductions in monthly payments to the contractor could be made in the event that cleaning areas are reduced.

However, this contract has minimum staffing levels dictated by the RFP which the contractor is to maintain. And, since our monthly prices are primarily driven by staffing levels, i.e. payroll, we would have the same expenses we had before the price reduction. In the event this takes place will the government allow the contractor to reduce staff and still be in compliance with the minimum staffing level?

The goverment will adjust the minimum staffing level for cleaning employees base on the amount of vacant space removed

Is window washing required at the Bennett and Simpson buildings in Jacksonville or is this the responsibility of another contractor? See solicitation C.45.1
