NOTE: Unless the contractor provides a different point of contact (POC) to the contracting officer after award, the Past Performance Point of Contact (POC) listed on the contractor’s Central Contractor Registration (CCR) profile will be used as the default Past Performance POC. This is the individual who will receive CPARS email alerts. In accordance with FAR Clause 52.204-7 the contractor is responsible for the accuracy and completeness of the data within the CCR database.
(5) Copies of the evaluations, contractor responses, and review comments, if any, will be retained as part of the contract file, and may be used by Federal Agencies to support future award decisions.

The RFP requests resumes or other relevant documentation for certain positions. The Offeror may submit additional resumes as it believes necessary to fully describe the talents and depth of their team.
The qualification of each individual is based upon the skill, experience and education level of the individual. This factor will be evaluated based upon the written responses to the RFP by the Offeror. The scope of this project requires construction-related experience in key positions to ensure reasonable expectation of project success. At a minimum, key personnel are the Designer of Record, Design Manager, Construction Project Manager, Superintendent and Quality Control Superintendent.
Note: The DB Contractor will not be allowed to substitute key personnel during the course of the project without prior approval by the Contracting Officer or his/her representative. All substitutions MUST have equal or better qualifications and experience.

a. Provide a project organization chart identifying how the design-builder will organize and staff the project from project award and inception of design through construction completion. The chart should identify the title of key positions in the organization, and the names of the persons proposed to fill those positions. At a minimum, the chart should address design management, project management, project superintendence, quality assurance/control (both design and construction), and project controls. By including this information in this proposal, the Offeror is making a commitment to assign specific individuals to specific roles in this project, and that commitment is a consideration in the evaluation of the proposal. Provide a narrative on the project organization. It should define the roles, responsibilities and authority to be delegated to the incumbent of each position, and discuss how work flows through the organization
b. Provide a one-page resume for each person shown in the organization chart, highlighting previous work experience similar to this project. For each proposed key
(The Solicitation) Pages 13 of 15 person, identify their proposed duties in the project. Identify the person as a part-time or full-time employee and the firm that person is employed (i.e. Designer or Constructor).
Offeror must state how long the key personnel have worked for the firm. Indicate the specific geographic location of employment where each proposed employee is located at the time of response to this announcement. Also include the amount of time anticipated to be spent on-site and the amount of time to be spent working in the home office on this project. State which personnel will be involved in the design phase and which will be involved in the construction phase.
c. Provide a staffing summary for the design-builder that identifies the proposed design and construction staffing for this project. The summary should include the number of people employed, the number that would be available for this project, and the estimated number required for this project. If design and construction are being provided by separate companies, provide a staffing summary for each company.
d. Indicate how the Project Manager guides the work; how change orders, claims and disputes will be handled; and how shop drawings, submittals, etc. are coordinated.
e. For each proposed key person, describe their knowledge and experience with local markets, subcontractors, the general labor market, and local government in the location where the project is being built.
Factor 2: Management Plan: This factor considers the Offeror's approach to planning, organizing and controlling the execution of the concept design services, and design-build services on the project that maximizes the opportunity for successful completion of the project on time, on budget, within quality expectations, and to include building occupant satisfaction.
Information Required:
a. Provide a not-to-exceed 5-page narrative describing the Offeror’s approach to planning, organizing and controlling the execution of the design and construction on the project.
The plan should identify how the Offeror plans to implement management techniques to ensure the success and quality of the design and construction of this project. Provide a proposed project schedule in Gantt chart format for execution of the design-build project from award of the contract to completion. The proposed schedule should provide sufficient detail to illustrate the proposed flow of design and construction activities for the project with the overall duration clearly shown.
b. Provide a narrative on the project schedule that highlights key assumptions on which the schedule is based, and discusses the Offeror's strategy for sequencing the work. The narrative should also discuss any significant contingency issues that could potentially delay overall progress on the project, and what actions the Offeror would propose to mitigate the impact on project completion.
c. Provide a not-to-exceed 2-page narrative on how the project will be executed in a fully occupied building without causing disruption to the daily operation of the building and its tenants.
d. Provide a narrative outlining how the Offeror intends to manage the responsibilities of its team.

Factor 3: Quality of Concept Design: Provide a conceptual design package. Please note that after the submittal of the Concept Design, no supplemental drawings or information will be evaluated. The quality of Concept Design is simply a factor contributing to the basis of selection, and that the government is not obligated to accept the design concept submitted
a. Information Required: The Concept Design shall include at a minimum (Auto Cad and Revit files will be provided to facilitate submission):
1. Contextual Site Plan
2. Floor plan for each floor of the building affected by the renovations
3. Front and Side Elevations of building additions
4. Sections: Provide two (2) sections one longitudinal and one latitudinal of building additions
5. Three Dimensional Renderings of the building additions.

A design narrative that discusses how the proposed designs satisfy the functionality, performance, and quality requirements of the RFP and how the proposed design satisfies the functional, security, performance, and quality requirements of P100, USMS Publication 64, and the US Courts Design Guide. The design narrative should address the following challenges:
(1) Prisoner Elevator – There are three options identified (base bid and two alternates). Design of this area would include the other adjacent program areas on the fourth floor, including the holding cells and A/V closet, as well as any impacts to the existing third floor space. Identify which of the three options will better meet the US Courts and USMS guidelines within budget.
(2) Exterior Materials - Identify how massing, materials, fenestration, etc. will address Historic Preservation concerns.
(3) Emergency Generator - Propose a location and indicate measures to mitigate noise, vibration, exhaust, etc.
(4) Phasing - Given that the USMS will need to maintain access to the prisoner entrance and elevator throughout the majority of construction, provide brief plan to phase construction and maintain access through portions of the parking lot.
7. HVAC System – Provide brief narrative identifying major components of system and provided a opinion on which appear to be more cost effective, replacing existing equipment to expand capacity or providing separate systems on new additions.
8. Format: The Design Narrative will be not greater than 12 pages not including drawings and images, and having uniform 1” margins. Concept Drawings may be 11” x 17” or larger. Renderings shall be in color.
VI.H. Evaluation of Joint Venture Offerors
In the evaluation of responsibility and non-price factors, information submitted for a party to the joint venture will only be evaluated to the extent that the terms of the joint venture agreement do not limit such party's performance or financial obligations as a party to the Contract contemplated by this Solicitation.
