George C. Young Federal Bldg & Courthouse

GS-04P-09-EX-C-0078

Orlando, Florida

6 May 2009

The Presolicitation notice under Solicitation Number GS-04P-09-EX-C-0078 is hereby amended as follows:

1. CLARIFICATIONS:

Q: Could you please let me know what forms, etc. need to be filled out to start the process with GSA?

AND

Q: Is there a pre-qualification packet available for subcontractors for this project?

A: Contractors are not required to submit forms for the Stage I presolicitation notice and there is no required format for the submitted information to be presented in. Please reference the presolicitation notice for the specified requirements.

Q: Why can’t I see Amendment # 1 on FBO?

AND

Q: We noticed that you have issued an Amendment 2 document. Is there an Amendment 1 document available?

A: Amendment 1 only corrected the title of the presolicitation posting. The title of the presolicitation notice was changed from “Modernization of George C. Young Courthouse Federal Building” to read “RECOVERY: PRE-SOLICITATION NOTICE FOR CONSTRUCTION EXCELLENCE FOR THE MODERNIZATION OF THE GEORGE C. YOUNG COURTHOUSE AND FEDERAL BUILDING IN ORLANDO, FLORIDA - GS-04P-09-EX-C-0078”.

Amendment 1 also changed the name of the George C. Young Federal Building as such: “George C. Young Courthouse Federal Building” to read “George C. Young Courthouse and Federal Building”

These changes were not incorporated in the presolicitation notice and not via a word document.

Q: Can we adjust the contract value of past projects to take into account inflation? For example, a $20-Million project completed in 2000 would be valued at $27.5-Million in today’s dollars.

A: No the project values should not be inflated. The $25M similar project requirement should be the dollar value of the project at the time of award or completion.

Q: Do City, State and County-owned educational buildings qualify as “government-owned buildings” by your definition?

A: In this scenario, if the government-owned buildings were constructed with Class A office space, they would meet the definition of similar.

Q: Does the “minimum of 100,000, gross square feet” apply to the affected area of the modernization or to the gross area of the existing building?

A: The minimum 100,000 gross square feet requirement should be a direct measure of the project size (square feet) that the contractor completed.

Q: Do all of the similar projects that we submit have to be renovations that exceed 100,000 G.S.F. and $25-million or would it be acceptable to submit a variety of projects that collectively meet all of the requirements?

A: You may submit any projects that you deem to be similar per the requirements that are outlined in the presolicitation notice. The GSA will be using the similar requirements in the presolicitation notice to advise potential contractors whether they are considered “VIABLE” OR “NOT VIABLE”.

Q: The original date of construction for this building is not provided in the presolicitation notice. Is this information available?

A: The George C. Young Courthouse and Federal Building was originally constructed in 1975.

*IMPORTANT NOTE*

The Stage II preproposal conference has been rescheduled to May 26, 2009 at 1pm EST at the George C. Young Courthouse and Federal Building.
