2. Offerors should carefully read the solicitation in its entirety before preparing their technical and price proposals.

B-2 Department of Labor (DOL) Wage Determination B-2.1 General Information The minimum wage rates and fringe benefits applicable to the performance of this contract are outlined in the applicable U.S. Department of Labor Wage Determination Nos. 2005-2449 at the end of this section.

B-2.2 Applicable Title

The applicable Title for this Solicitation/Contract is General Clerk. This is the minimum wage rate that the Contractor must pay to all employees working under the Contract.

The Contractor shall also be responsible for complying with all other requirements of the wage determination, including all fringe benefits, such as vacations, holidays, etc.

B-3 Pricing

B-3.1 Pricing Required for All Services and Performance Periods

Offerors must quote prices for all services as required on the price proposal sheet. This includes the initial 12 month period, as well as for each option period, and all options and line item pricing in order to be considered for award.

Partial pricing by an Offeror shall render the proposal non-responsive to the Government’s requirements, and the proposal shall not be considered for award of the Contract.

B-3.2 Option Pricing

1. Offerors shall price the option requirements for the four (4) additional 12 month periods by assuming that the minimum hourly wages and fringe benefits established by the Administrator, Wage and Hour Division, U.S. Department of Labor, for the initial 12 month period of performance will apply to the four (4) additional 12 month option periods. The minimum wage rates and fringe benefits applicable to the initial 12 month period of performance are outlined on Wage Determination No. 2005-2449 located at the end of Section B.

2. In the event the Government exercises an available option, the Government shall provide the Contractor with the most current wage determination available. The Contractor shall pay all wages cited on the new wage determination, effective with the start date of the new option period.

3. Option price(s) will be adjusted in accordance with FAR clause 52.222-43, Fair Labor Standards Act and Service Contract Act - Price Adjustment (Multi & Option Contracts) (Nov 2006). See Section I for the full text of this clause.

4. Per the Fair Labor Standards Act, the Contracting Officer will require copies of the Contractor’s payrolls to accompany any request for an adjustment to the option pricing.

B-3.3 Unbalanced Pricing

Each Offeror is cautioned that its price proposal may be rejected as non-responsive to the Solicitation/Contract requirements if it is materially unbalanced as to prices for the initial contract period or any option period. A price proposal is considered to be materially unbalanced when it is based on prices that are significantly less than cost for some work and prices that are significantly overstated for other work.

B-3.4 Contingency Pricing

1. Offerors must not include contingency allowances to cover increased costs for which adjustments are provided under Federal Acquisition Regulation (FAR) clause 52.222-43 – Fair Labor Standards Act and Service Contract Act – Price Adjustments (Multiple Year and Option Contracts(Nov 2006). Refer to Section I for the full text of this clause.

2. For cost/price factors that are subject to variation, but are not subject to adjustment under FAR clause 52.222-43, Offerors may factor in contingency allowances.

B-3.5 Pricing of Basic Services

1. The monthly prices quoted shall be inclusive of all the Offeror’s direct costs, indirect costs, and profit. Offerors must include all costs associated with providing the services described in and required by the Solicitation/Contract in Sections B through J.

2. The Government shall not be responsible for compensating the Contractor for any costs tied to Solicitation/Contract requirements but not factored into the proposed prices, either by the Contractor’s intention or by mistake.

** UNIFORM ALLOWANCE **

If employees are required to wear uniforms in the performance of this contract

(either by the terms of the Government contract, by the employer, by the state or local law, etc.), the cost of furnishing such uniforms and maintaining (by laundering or dry cleaning) such uniforms is an expense that may not be borne by an employee where such cost reduces the hourly rate below that required by the wage determination. The Department of Labor will accept payment in accordance with the following standards as compliance:

The contractor or subcontractor is required to furnish all employees with an adequate number of uniforms without cost or to reimburse employees for the actual cost of the uniforms. In addition, where uniform cleaning and maintenance is made the responsibility of the employee, all contractors and subcontractors subject to this wage determination shall (in the absence of a bona fide collective bargaining agreement providing for a different amount, or the furnishing of contrary affirmative proof as to the actual cost), reimburse all employees for such cleaning and maintenance at a rate of $3.35 per week (or $.67 cents per day). However, in those instances where the uniforms furnished are made of "wash and wear" materials, may be routinely washed and dried with other personal garments, and do not require any special treatment such as dry cleaning, daily washing, or commercial laundering in order to meet the cleanliness or appearance standards set by the terms of the Government contract, by the contractor, by law, or by the nature of the work, there is no requirement that employees be reimbursed for uniform maintenance costs.

The duties of employees under job titles listed are those described in the

"Service Contract Act Directory of Occupations", Fifth Edition, April 2006, unless otherwise indicated. Copies of the Directory are available on the Internet. A links to the Directory may be found on the WHD home page at http://www.dol.gov/esa/whd/ or through the Wage Determinations On-Line (WDOL) Web site at http://wdol.gov/.

REQUEST FOR AUTHORIZATION OF ADDITIONAL CLASSIFICATION AND WAGE RATE {Standard Form 1444 (SF 1444)}

Conformance Process:

The contracting officer shall require that any class of service employee which is not listed herein and which is to be employed under the contract (i.e., the work to be performed is not performed by any classification listed in the wage determination), be classified by the contractor so as to provide a reasonable relationship (i.e., appropriate level of skill comparison) between such unlisted classifications and the classifications listed in the wage determination. Such conformed classes of employees shall be paid the monetary wages and furnished the fringe benefits as are determined. Such conforming process shall be initiated by the contractor prior to the performance of contract work by such unlisted classes) of employees. The conformed classification, wage rate, and/or fringe benefits shall be retroactive to the commencement date of the contract. {See Section 4.6 (C)(vi)} When multiple wage determinations are included in a contract, a separate SF 1444 should be prepared for each wage determination to which a class(es) is to be conformed.

The process for preparing a conformance request is as follows:

1) When preparing the bid, the contractor identifies the need for a conformed occupation) and computes a proposed rate).

2) After contract award, the contractor prepares a written report listing in order proposed classification title), a Federal grade equivalency (FGE) for each proposed classification), job description), and rationale for proposed wage rate), including information regarding the agreement or disagreement of the authorized representative of the employees involved, or where there is no authorized representative, the employees themselves. This report should be submitted to the contracting officer no later than 30 days after such unlisted class(es) of employees performs any contract work.

3) The contracting officer reviews the proposed action and promptly submits a report of the action, together with the agency's recommendations and pertinent information including the position of the contractor and the employees, to the Wage and Hour Division, Employment Standards Administration, U.S. Department of Labor, for review. (See section 4.6(b)(2) of Regulations 29 CFR Part 4).

4) Within 30 days of receipt, the Wage and Hour Division approves, modifies, or disapproves the action via transmittal to the agency contracting officer, or notifies the contracting officer that additional time will be required to process the request.

5) The contracting officer transmits the Wage and Hour decision to the contractor.

6) The contractor informs the affected employees.

Information required by the Regulations must be submitted on SF 1444 or bond paper.

When preparing a conformance request, the "Service Contract Act Directory of

Occupations" (the Directory) should be used to compare job definitions to insure that duties requested are not performed by a classification already listed in the wage determination. Remember, it is not the job title, but the required tasks that determine whether a class is included in an established wage determination.

Conformances may not be used to artificially split, combine, or subdivide classifications listed in the wage determination.

PART 1.0 - INTRODUCTION

1.1 Background and Intent. The Mid Atlantic Regional Office of the General Services Administration (GSA) is currently located within the Strawbridge Building, 20 N. 8th Street, Philadelphia PA. The Region provides other Federal agencies in its Mid Atlantic Region (Region 3) with workspace, products, services and technology. Within the Region, it is the responsibility of the Public Buildings Service (PBS) to provide work place solutions. The PBS group is comprised of approximately 350 employees out of a Regional total of approximately 600 associates.

A contract was awarded in 2002 to RightSource Document Services, Inc. for a one year base period with four one year options. The contract is now in its last year and will expire on December 31, 2007. We are seeking to continue to provide this support to our associates as well as expanding to add additional services to the PBS organization.

In the past year, the CSS has provided the following services: 935 copy jobs, checked in (added) 1,645 files to add to the inventory, temporarily checked out 169 files for use by associates, archives 86 files to the National Archives and Records center (NARA), and processed 2,630 incoming GSA packages. There are currently 10, 328 files in the CSS area and another 4,137 lease files in the adjacent room that will be managed. Total number of black and white copies produced were 308,280 and total number of color copies produced was 215,177.

PBS is seeking to continue to provide centralized customer support solutions. All services are to be performed for the PBS component only, except for the reception function and mailroom functions. The reception function will be provided at the main internal entrance for the entire Regional GSA organization. The mailroom function will be provided for the entire GSA organization.

1.2 Services to be centralized:

File Storage, File Management, Archiving to NARA and Disposal Reference Material Storage and Management Receiving Central Supply Distribution Copy/Reproduction/Laminating Services Barcoding Receptionist duties

Administrative/clerical duties Training Room support and set up (option)

Region 3 award store item distribution

Mail Room Services (option) The period of performance is for one year with the possibility of four (4) one-year options to be exercised at the discretion of GSA PBS.

1.3 Central Support Staff:

The employees provided by the offeror to execute these centralized services will be called the Customer Support Services Staff (CSS). The CSS will occupy a designated space on the 8th floor of the Strawbridge Building, Room 08-045. The designated area will consist of one room equipped with a service window and copy/reproduction equipment, office supplies, and an additional room on the same floor for extra storage capability. Note: The receptionist will be working from an additional location on the 9th floor at the main reception area.

The sketch shown in Exhibit A shows the floor plan for Room 08-045 on the 8th Floor of 801 Market Street. The sketch shows the basic design for the room for the CSS operation. The second photo shows the floor plan for Room 08-071 which is the file storage room for the lease files that is adjacent to the CSS room. Although this is not shown on the sketch, located nearby is the freight elevator and freight elevator vestibule (Room 08-049) through which all deliveries to the 8th floor will be made.

The CSS will be a subgroup within the GSA, PBS Business Support Division, and will operate under the direction of the GSA, PBS Administrative Officer and/or designee. All references within this Request for Proposal to the CSS staff and its responsibilities, means the offeror’s employees provided under the terms of this contract.

1.4 Reception.

The CSS will provide a receptionist for the GSA main entrance on the 9th floor that will monitor visitor traffic, assist visitors handle telephone calls to the receptionist station, and perform other duties related to bringing visitors and GSA personnel together in a prompt and courteous fashion. The Receptionist is the “first face” visitors will often see, and therefore must provide a friendly and efficient welcome.

Reception services are to be provided for the entire GSA Regional Office, not only for the PBS component.

1.4.1 Visitor Protocols. An existing PC-based directory will allow visitors to contact GSA staff when they arrive for meetings/visits. The receptionist will assist visitors and will make contacts if needed. The receptionist will be given organizational charts and a desk guide so that in the event the visitor cannot reach their point of contact, the receptionist can contact another individual within the same office or division. Visitors are not allowed to roam in GSA space and personnel are expected to come meet them at the receptionist area.

1.5 Security Clearance Requirements. All employees provided by the offeror to perform under this contract shall comply with GSA and Department of Homeland Security (DHS) security policies and controls, including those addressing file security, physical security and IT security. The Contract Manager shall be the responsible point of contact for any issues arising from this requirement. Please refer to Section H.

Access will be controlled by a card entry system that will be programmed to allow only members of the GSA, PBS Administrative Support Staff, IT local support staff and the CSS employees into the room. Other PBS personnel must be courteously handled from the Service Window. (Because of the files and supplies stored within Room 08-045, the standard protocol will be that general PBS employees are not allowed casual access.)
