CENTRAL SUPPORT SERVICES for FILE STORAGE, RETRIEVAL AND MANAGEMENT (on site) of paper files and reference materials, Centralized Supply Storage, Management and distribution; Receiving

The following are questions received regarding the solicitation:

I. Is there a limit on the number of pages for the response?

A. No. The contractors are encouraged to submit proposals containing information relevant to the Evaluation Criteria in Section M, beginning on Page 169. Proposals are not evaluated on number of pages, just the relevance of the content submitted.

2. From the tour it is understood that there are two rooms of files to be maintained in this contract. The main file room in CSS and a second room located across the hall (LA Team). Is there a team expected to be stationed at the window within both rooms or are all requests/drop-offs expected to come to the main CSS service window?

A. All drop offs and requests are expected to be performed from the main CSS service window ONLY. The additional File location will NOT be the responsibility of the contractor receiving this award. We just need the proposed file storage solution to have capacity and flexibility to incorporate the additional file room’s files when the need arises.

3. Who is the incumbent performing the work for the second file area?

A. The contractor Design Core who will continue to maintain and store the additional file rooms files.

4. On page 1 of the solicitation and in section L-5.2.B (page 164) the due date is listed as December 18, 2007. However, on the Standard Form 1449 Block 8 the due date is listed as December 17, 2007. Please confirm the due date is December 18, 2007.

A. The proposal due date for this solicitation was extended to January 8, 2008 per Amendment 0001 on December 5, 2007

5. Section C-3, Part 12.0 (page 56) – Key Personnel and Management – lists “Contract Manager” (Section 12.1) and “On-Site Supervisor” (Section 12.2) as key personnel. However, qualifications requirements are listed for a Contract Manager (Section 12.3.1, page 57), an On-Site Supervisor (Section 12.3.2) AND a Receptionist (Section 12.3.3). Section M-2.2, Factor 3.b, Key Personnel Resumes (page 172), requires offerors “to submit complete resumes for the proposed Account Manager (AM), an alternate individual that would act in the AMs absence and the proposed on-site supervisor listed in their Organizational Chart.”

Furthermore, Section M-2.2, Factor 3.c Minimum Standard b says the standard shall be met when “The offeror submits Resumes for their key personnel (proposed Account Manager and On-Site Supervisor).

a) Please list the specific positions that GSA considers “Key” for this solicitation.

A. All references made to an Account Manager or AM should be changed to Contract Manager or CM. The key personnel for the purpose of this solicitation are the Contract Manager (CM) and On- Site Supervisor (Account Manager references are located in Section E, Section C & Section M.

b) The qualifications for the “Contracts Manager” (Section 12.3.1, page 57) mirror the qualifications and resume requirements listed for the “Account Manager” in Section M-2.2, Factor 3.c Minimum Standard b (page 172). Are Contract Manager and the Account Manager in fact the same position or should these positions be staffed and priced separately?

A. Yes the Contract Manager/Account Manager is the same position. This position should be referred to as the Contract Manager for the purpose of this solicitation. We apologize for the confusion.

6. On RFP page 58, the requirements go from 12.5 (Quality Control) to 12.7 (Quality Assurance). Is there a missing 12.6 requirement?

Solicitation Number: GS-03P-08-CD-D-0002 Amendment 0002 12/17/2007 Page 2

A. No, this was just mis-numbered.

7. On page 163 of the solicitation, offerors are instructed to submit GSA Form 3502-Solicitation Provisions.

While we have located the downloaded word version of the solicitation provisions negotiated. Is the correct form referenced on Pg. 163 or is there a separate GSA Form 3502 that can be provided?

A. Yes the form titled Solicitation Provisions (Negotiated), Rev 9/2006 is the correct form

8. Section B-2.2 Applicable Title. The applicable title is General Clerk. Does this include all three levels of the General Clerk position are anticipated? Or do you expect all positions to be filled with General Clerk I titled personnel?

A. The wage determination does not provide a breakdown for the duties to define all the Clerk rates listed. The wage determination does provide a minimum rate that must be paid, this is General Clerk I.

9. You noted at the conference that you anticipate the Server to be “1/12thed”.

Do you anticipate the same for the copiers or do you anticipate they will be leased? If they are leased, will the government accept the stipulation that should the contract end in less than the full five years of base and all options that the government will need to buy out the devices or pay any early lease termination costs?

A. The server cost has been requested separately on the proposal sheet so that it can be billed at the beginning of the contract and NOT 1/12th.

The contractor can provide their best solution to the copier needs, leased vs. owned. All costs associated with that solution are expected to be incorporated into the offerors proposal.

10. Will PBS allow us to purchase or lease the copiers under the GSA program to allow purchase at GSA pricing for pass-through to the government? It would make sense to reduce the government’s cost in this way.

A. No.

11. How many administrative positions will be required at the outset or is this a phased in function as needs dictate? Should we price the administrative functions on a per FTE price, including overhead and additional management support, so that PBS can request the number of people necessary and allowing for increases over time?

A. Yes, See the updated Proposal sheet.

12. Since the server may or may not be necessary depending on the changes in the CIO structure and the database structure we put in place, is it ok for us to consider the server an optional item, meaning the government will expect a price reduction if the server is not necessary?

A. No. Offerors are expected to provide a server to support their proposed tracking application.

13. Can the Offeror assume that the On-site Contract Manager identified in Part 12, Section 12.1, Pg. 56 of the SOW is the same as the Proposed Account Manager called out in Section M, b., Pg. 172?

A. See Question 5b above

14. In reference to Factor 4: Orals Presentation, b, Pg. 172, is the Offeror required to submit a copy of the Orals Presentation with the Technical Proposal Response?

A. No, you will be contacted after receipt of proposals to be scheduled for your Oral Presentation, presentations are anticipated within 8-10 days after the proposal due date.

Solicitation Number: GS-03P-08-CD-D-0002 Amendment 0002 12/17/2007 Page 3
