This document contains questions and answers regarding the Human Capital and Training Solutions Small Business (HCaTS SB) request for proposal. Key details include that HCaTS SB is a small business set-aside contract vehicle to replace the Training and Management Assistance contract. The General Services Administration anticipates issuing the HCaTS SB RFP on or about May 19, 2015, with multiple awards made as Governmentwide, indefinite delivery, indefinite quantity task order contracts. A pre-solicitation conference is scheduled for May 14, 2015 in Washington D.C. Question Answer I sent an e-mail about a week and half ago regarding the issue with the certification date on the J5 under the certification tab for HCaTS SB.
Given that this proposal is due next week, I would appreciate hearing if there is a solution to fix that discrepancy with the form indicating at the top wanting the date issued, but when you hover over the field, it indicates wanting the date expired. If you enter the date issued, it turns the cell red and says it is non-compliant and has expired. If you enter the expiration date, it turns the cell green and all is good. However, that doesn’t jive with the heading at the top of that section that asks for the date issued.
As stated in the Q&A posted in Amendment 03, "The Offeror shall follow the instructions on the "Company Accrediations" Tab and enter the expiration date for both L.5.4.5 and L.5.4.6 accreditations.
However, this functionality has been removed with Amendment A03."
It appears that amendment A03 changed the requirement submission from original plus 1 copy to original plus 4 - yet the SF30 released with A03 still states original plus 1 copy in section 9 of the SF30. Can the Government please confirm this is an error and that offerors shall change block 9 to reflect 4 copies are required?
Also, the table of contents in the solicitation at A03 still makes reference to the SF1408 attachment - can the government please confirm that attachment SF1408 is no longer required by any offeror and remove these references in the table of contents?
The SF 33 has been corrected in Amendment 04.
Confirmed, Attachment J.3 (Modified Pre Award Survey {SF 1408}) is no longer required.
I hope that this email finds you well. As we are preparing the forms for the OPM HCaTS proposal submission, we have had trouble with the last amendment 4 of the Form J.2. In Column F, we are unable to check the boxes for rows 250, 735, 738, and 742. Would you be able to assist us in fixing this form so that we can complete the requirement?
This has been corrected in Amendment 04.
In the recent Amendment, the submission requirements have been changed from two copies of the proposal on 2 separate disks to one original and four copies of their proposal on five separate DVD+R disks.
This is a softcopy submission only…there is no original vice copy.
Please clarify that the customer wants 25 (5 x 5 disks) copies of the proposal.
Also…Your recent amendments note an extension of the due date.
However, the SF30 indicates by the check-mark that there has been no extension
In accordance with Section L.3.4.1, the Offeror shall submit its proposal on 5 DVD+Rs; one original and four copies.
HCaTS SB RFP Questions and Answers-Part III
The dates in Fields 14 and 16 don’t reflect the month/date/year. Instead they reflect the date/month/year. This makes the proposal submission date look like 9/11/15 instead of 11/09/15. Will you be amending the SF 33 form?
The SF 33 date fields in 14 and 16 reflect the correct dates that the amendments were issued.
I noticed that in the latest amendment, Attachment J.3 has been removed.
After looking over both parts 1 and 2 of the questions and answers, I didn’t see any detailed information on why the J.3 has been removed. Is submitting that form no longer a requirement?
Yes, Attachment J.3 (Modified Pre Award Survey {SF 1408}) is no longer required. Accounting system audits will not be completed pre-award.
I have received a PPQ from a contractor that has done work here at FLETC in the past. He is stating that the PPQ needs to be filled out and sent to him and he submits it as part of his proposal is that true? I have never done it that way I have always sent the PPQ to the CO?
Thank you for reaching out to confirm with me. You will send this form back to the Offeror to submit with its proposal.
I am presently a COR for a contracted position at GSA. The contractor is asking me to complete a past performance form, related to solicitation no.
GS02Q15CRR0002.
Can you tell me who I should send this form to? Does the contractor have to submit the completed form with their proposal? or do we send this form to you directly?
I might be interpreting your position incorrectly as a contract employee, but make sure that you meet the definition of an Assessing Official as defined on Attachment J.6 (Past Proposal Substitute Form). If you do meet the definition of an Assessing Official, you will send this form back to the contractor to submit with its proposal
Customer Questions and Answers:
I received the NAICS Code Confirmation Form concerning GS02Q15CRR0002 which indicates to use the above email address for questions. I also received the related Past Performance Form which includes the same address. I am the prime contractor in receipt of a federal contract. My subcontractor provided the forms for me to fill out to evaluate his company’s performance on the subcontract. Neither my company nor any other federal prime contractor company has warranted contracting officers because by definition warranted contracting officers are government employees. Instead, prime contractors issue subcontracts to subcontractor companies using the non-government personnel who are hired by the prime contractor to issue contracts. None of the subcontractor companies of any prime contractor has a direct contract relationship with the government because the subcontracts are between the two companies and not between the subcontractor and the government. Both the NAICS Code Confirmation Form and the Past Performance Form include provisions related to warranted contracting officers. Based on the government legal opinion as expressed in the Q&A for the prime contract against which I awarded the subcontract, according to the FAR and sections 8(d) of the Small Business Act there is no mechanism for the Government to verify the NAICS for any subcontract. The Government answer to question 6 in the Q&A for my company’s prime contract states that “For subcontracting purposes pursuant to sections 8(d) of the Small Business Act, a concern is small for subcontracts which relate to Government procurements if it does not exceed the size standard for the NAICS code that the prime contractor believes best describes the product or service being acquired by the subcontract.” Sections 8(d) of the Small Business Act applies equally to all subcontracts issued by prime contractors for all Federal contracts covered by the FAR, which requires small business prime contractors to determine the appropriate NAICS for the subcontracts that are issued by the prime contractor to subcontractors.

The Offeror is responsible for ensuring that its proposal submission is in accordance with the RFP. If you complete a form sent to you by your contractor you will send it back to be included in its proposal. Both Attachments J.6 (Past Performance Substitute Form) and J.10 (NAICS Code Confirmation Form) define in the instructions who may sign and by signing you are certifying that you meet that definition. Attachment J.6 allows for an Assessing Official that is not restricted to a Contracting Officer, while Attachment J.10 specifies that a contracting officer shall fill it out.
