QUESTIONS ANSWERS
Is it a new requirement or a follow on contract? If it is re-compete who is the incumbent contractor?
TSIG Consulting, Inc. is the incumbent contractor under GSA IDIQ Contract GS-02P-
08-PF-D-0005.
As per statement of work contractor is required to work with or have knowledge of some of the GSA specific tools such as eSmart, Rexus and OA. Will
GSA provide any training on these tools as it is difficult to find expertise with Agency specific tools
GSA will provide basic training for the tools mentioned.
Do you expect the Senior Project Manager and other stated labor categories to be present at the
Government Site at 26 Federal Plaza New York or they can work off site
As stated in the Scope of Work, the Senior Project Manager is required to be on-site at our New York headquarters a minimum of 30 hours per/week. Other disciplines may also be needed to work on-site, which may vary in task and is contingent on funding.
The stated hours for each labor category are estimates only with the upper ceiling; the actual hours for a task will be stated in individual task orders. Is that correct?
Correct, specific labor hours will be stated in the individual task orders.
The required quantities in line items 0006 to 0008 are stated to be in Sq. Feet and 0009 to 0009A& B in numbers of Site plans. Do you expect the work for these line items to be completed at
Government Site or it can be handled off site with onsite visits whenever required.
Field work must be executed at the building site;
the actual drawing of the plans can be done on or off-site.
The quantities expressed in Sq. Feet for line items
0006 to 0008 are estimated quantities representing an aggregate value for the year. Government will issue multiple task orders with varying quantities within the stated ceilings. Is that correct? or there will be a single task order for the entire square footage?
This solicitation will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) contract; the Government anticipates awarding multiple task orders.
For accomplishing tasks for line items 0006 to
0009 we may need support staff , whether everyone required to perform on this contract is required to be security cleared ( HSPD-12) regardless of duration of the involvement?
A security clearance is required for all contractor personnel. The contractor shall comply with the Homeland Security Presidential Directive-12 (HSPD-12) security clearance requirements. The final stage of the HSPD-12 clearance involves the contractor’s personnel receiving a preliminary favorable adjudication of National Agency Check with Inquiries (NACI) level clearance. The Department of Homeland Security will determine if an individual will be granted a security clearance. Security clearance approval is on a case by case basis.

Whether the Labor categories identified in the
SOW will also be involved in performance or coordination of work for line items 0006 to 0009 or they are will be independently working?
If you are referring to an item priced by square foot, it would include the labor category rates.
Are most buildings multi-stories, because cost is different when you as-built multi-story building
Most of the buildings are multi-story.
One of the requirement listed under section B of
SOW is “On-site representation within a 3 hour timeframe to attend emergency unscheduled meetings” whether this requirement is for New
York office only or for other locations also with in
Region 2. Will the Government consider it revising to within 4-6 hours?
This requirement applies to the Metro-New York and New Jersey areas. The Government requires on-site representation within the 3 hour timeframe.
For item 0006 (IMV) if paper copies of the maps don’t exist then we need to measure everything up
, how can we find out if paper copies of the maps exist as our proposed cost will depend whether paper copies exist or not.
Your submission should be based on the premise existing information will be supplied to you.
For item 0007, Audits and Rewalks, are the existing maps in digital format?
Yes.
For Item 0008, Measurements and Comparisons is this item directly related to item 007?
No.
For Site Plan Creation, are there any available outbound survey showing the existing building or buildings tie distances to the property lines or streets?
Property lines are not expected to be surveyed. If there is existing documentation, it will be supplied to you and should be incorporated. The site plan is a graphical representation of the relationship of the building to the surroundings.
For item 0009B what would be the largest site approximately how many parking spaces?
The largest site would be 3.6 million square feet with 450 parking spaces. Note: there are other sites where the square footage is less, but the parking spaces are more, i.e. 1.14 million square feet and 850 parking spaces.
We understand that Primary place of performance will be New York and all the travel when needed will occur from there to other locations of region 2.
Correct, the primary place of performance is the Jacobs K. Javits Federal Building, 26 Federal Plaza, New York, New York.

Does the Sr. Project Manager needs to work 30 hours at your New York location or could it be any representative (In-house consulting services by a Sr. Project Manager line vs. 30 hrs/week at the Federal Plaza location in New York line, is it the same person?)
The Senior Project Manager is required to work a minimum of 30 hrs/week onsite. Other disciplines may also be needed to work on-site, which are contingent on workload levels and funding.
Are these 30 hours at the New York location guaranteed within the scope of work for the duration of the initial contract?
No, this solicitation will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) contract, task orders will be placed as needed by the requiring activity.
Does the timeframe for emergency unscheduled meetings apply beyond these 30 hours, evenings or weekends?
Yes, occasionally there are instances when unscheduled meetings extend beyond normal working schedules.
Does these unscheduled meetings require the Sr.
Project Manager to attend?
It depends on the type of meeting and subject matter.
Does the 3 hours-notice apply after, for example, 2:00pm? Only working hours are considered for the 3 hours-notice? Is there a penalty for not being able to meet a given unscheduled meeting?
On occasion there are instances when unscheduled meetings extend beyond normal working hours. Emergency situations will be handled on a case by case basis; however, if a contractor cannot successfully meet the parameters as outlined in the scope of work, it could possibly be reflected in their performance evaluation and/or cause for remedial action to be taken by the Contracting Officer.
Suggestion: Why not 40 weeks to cover the work week altogether, a full time Sr. or Jr. Project
Manager
This solicitation will be awarded as an Indefinite Delivery Indefinite Quantity (IDIQ) contract, task orders are placed as needed by the requiring activity.
Is there a deadline to submit technical questions if any?
Questions can be submitted until the solicitation closes, however, vendors are encouraged to submit questions as early as possible.
The first is in regards to the GSA Form 527. Can I utilize the electronic version "GSA527-99a.pdf" available in the GSA Forms Library?

OR QUOTERS
1. The Government contemplates award of an Indefinite Delivery Indefinite Quantity contract resulting from this Request for Proposal.
2. SUBMISSION OF OFFERS – PROPOSAL FORMAT
The offeror shall submit their proposal in three (3) parts. Part I is the Technical Proposal, Part II is the Price Proposal and Part III is Other Requested Documentation/Information.
PART I - TECHNICAL PROPOSAL
Offerors shall submit 3 copies of their responses to the following technical evaluation factors:
Factor 1 – Past Performance on Similar Projects and Technical Competency
Factor 2 – Geographical Location
Factor 3 – Qualifications of Key Personnel and Key Skills
Factor 4 – Quality Control Plan
PART II – PRICE PROPOSAL
Two copies of the price proposals shall be completed and submitted as follows:
1. Offerors shall complete blocks 12, 17a, 17b, 30a, 30b and 30c on Standard Form 1449
(SF1449).
2. Offerors shall complete Section B, Supplies or Services and Price/Cost in its entirety.
Price proposals where there is partial completion or omission of any requested pricing shall be considered non-responsive and ineligible for award of this contract.
PART III – OTHER REQUESTED DOCUMENTATION / INFORMATION
1. Offerors shall complete and submit GSA Form 527, Contractor’s Qualifications and Financial Information, (Attached in Section J of this solicitation).
2. Offerors shall complete and submit FAR 52.212-3 “Offeror Representations and Certifications—Commercial Items,” in Section K of this solicitation.
3. All offers must be received, both by Postage Mail and Electronically via email to the
Contracting Officer (catherine.cooke@gsa.gov) by the offer due date stated in block 8 of the SF-1449. All offers submitted by postage mail shall be sent to the address below:
