DEGETAU HIGH PERFORMANCE MODERNIZATION PROJECT

RFI’S Q&A

March 11, 2010

QUESTION NO. 01

Due to the short time between the jobsite visit and the Technical Proposal due date and not having received the final drawings on the Toledo project, we had previously requested an extension to the deadlines. When may we expect an answer to that question?

RESPONSE TO QUESTION NO. 01

Due to the nature of the ARRA project, no extension of time can be provided.

QUESTION NO. 02

In the case of conflicts between the Final Design Narrative, the Owner Project Requirements and the Drawings, which takes precedence?

RESPONSE TO QUESTION NO. 02

The Owner Project Requirements or most stringent requirement should govern.

How many people work in each Tenant Space that will be moved?

The approximate numbers of people for each agency located in the FOB are:

Veterans Administration: 144 people (for reference only. The VA files and equipment will be moved to another office building under a separate project). VA fixed and removable furniture will stay to be used for swing space.

QUESTION NO. 04

It is our understanding that the Tenants will remove and relocate all personal items from the spaces that we are renovating and that the DBD will be responsible for relocating all movable furniture (that is required to be moved). Is this correct?

RESPONSE TO QUESTION NO. 04

It is the responsibility of each tenant agency to pack their personnel belongings and the BDB contractor’s responsibility to relocate all fixed or movable furniture, files, office supplies, personnel belongings and equipment to storage or wing space.

QUESTION NO. 05

Is there a preferred inventory format for items to be moved?

RESPONSE TO QUESTION NO. 05

There is no preferred inventory. GSA, the BDB contractor and tenants will meet to review the inventory and agree on a format.

QUESTION NO. 06

In reference to Phase II Request for Proposals, Section IV - Method of Award. We received the document with 22 pages, but the following paragraphs are not included in the documents:

· F. - Total Evaluated Price

· G. - Non-Price Factors.

Can these two paragraphs be sent out as part of an Addendum?

Those documents were sent to the BDB contractors in the amendment #8.

QUESTION NO. 07

Would it be possible to get access to Volumes III-V of the Bridging Documents (Final Design Concept Narrative dated October 23, 2009)

Volume III – Cost Estimate

Volume IV – Fire Protection/Life Safety Report (assuming it’s different from Appendix A1)

Volume V – Energy Studies and Calculations

RESPONSE TO QUESTION NO. 07

The cost estimate cannot be provided to the BDB contractors.

The Volume IV – Fire Protection/Life Safety Report is included in the Appendix A1.

The Energy Studies and Calculations were submitted to the BDB contractors in the amendment #7.

QUESTION NO. 08

Please provide the Window Replacement Documents so that we may understand their impact on the LEED baseline for the High Performance Green Building Modernization scope of work.

RESPONSE TO QUESTION NO. 08

The specifications of the windows were included in a disk labeled “Existing Conditions”.

QUESTION NO. 09

Does the existing building shell meet the LEED certification prerequisites?

RESPONSE TO QUESTION NO. 09

The existing building shell is not applicable and not be a part of the LEED calculations for this project.

QUESTION NO. 10

Is there a vapor retarder as part of the exterior skin of the building? If so, what does it consist of and where in the façade is it located? If it does exist, is it part of this contract to remove it?

RESPONSE TO QUESTION NO. 10

There is an existing vapor retardant mastic applied to the inside face of the exterior wall. It is to remain. If any modifications to the exterior wall are required to accomplish the scope of work BDB is to maintain the same level of vapor impermeability.

QUESTION NO. 11

Will we be able to obtain the BIM Model produced for the Exterior Proposed Renovation of the FOB and USCH?

RESPONSE TO QUESTION NO. 11

There is no proposed exterior renovation for the FOB. There is no BIM requirement for the exterior of existing building.

There is no exterior renovation to the FOB or the USCH building. Water cleaning of the façade is listed as an option. The BIM/ Revit model is a part of the DVD disc 1 of 2 submission dated of Feb 4t, 2010.

QUESTION NO. 12

Please clarify what level of BIM Model was to be provided in the Bridging Documents, and what level of BIM Model is anticipated for our Construction Document set.

RESPONSE TO QUESTION NO. 12

The Contractor should follow the requirements of Volume I, Owner’s Project Requirements, Articles 2.10 and 2.11. The application of BIM is for trade coordination and clash detection. GSA does not require that BIM be used for estimating and scheduling.

QUESTION NO. 13

Is there a copy of the Programming Requirements for each space of the 15 Departments?

RESPONSE TO QUESTION NO. 13

The existing Space Assignment Plans for the FOB and Nazario buildings were provided to the BDB Contractors on March 10, 2010.

QUESTION NO. 14

Will it be necessary to install a Stair Pressurization System (reference to the Life Safety/Fire Protection Engineer Report Appendix A1 item 4.1.10) in the FOB? It appears that the Bridging documents do not require the stairwells to be pressurized. However, it is not clear if this may be required by code or not.

No. The Bridging Documents do not require the stairwells to be pressurized.

QUESTION NO. 15

Some of the floor openings in the USCH occur at existing beam locations. Is there flexibility to the stair location to avoid the beams and reduce cost?

RESPONSE TO QUESTION NO. 15

The beams on the first floor of the USCH are mainly running in the north-south direction. The stair opening in the first floor has been located such that no beam to be cut however the ribs (running in the east-west direction) shall be cut to accommodate the opening and details on how to support the cut ribs are provided on the drawing (S-133-00).

QUESTION NO. 16

Is a Geotechnical Report available related to the Link Expansion and Rainwater Harvesting scopes?

RESPONSE TO QUESTION NO. 16

No. If options are selected by the GSA, as part of scope of options BDB contractor shall conduct all applicable and required testing.

QUESTION NO. 17

Drawing MH-516-WR indicates 5 air handling units (AHU's) for the "FOE", drawing MH-602-SH indicates 4 AHU's as does section 7.3 of the Design Narrative. What is the correct number?

RESPONSE TO QUESTION NO. 17

Drawing MH-516-WR indicates five (5) AHU’s for the east side of the FOB. Drawing MH-602-SH indicates all of these units in the mechanical schedule. Please refer to the drawing set dated 2/4/2010. The design narrative only indicates the main building units and not the smaller unit only serving the basement. The riser and schedule reflects the correct information.

QUESTION NO. 18

Drawing MH-516-WR indicates 4 AHU's for "FOW", drawing MH-602-SH indicates 3 AHU's as does section 7.3 of the Design Narrative. What is the correct number?

RESPONSE TO QUESTION NO. 18

Drawing MH-516-WR indicates four (4) AHU’s for the west side of the FOB. Drawing MH-602-SH indicates all of these units in the mechanical schedule. Please refer to the drawing set dated 2/4/2010. The design narrative only indicates the main building units and not the smaller unit only serving the basement. The riser and schedule reflects the correct information.

QUESTION NO. 19

Section 3.3.1 of the Design Narrative has a table showing existing AHU's and the areas that they serve. It appears that designations "west" and "east" are reversed. For example, Unit 1(east) is served by AHU's with the designation "FOW" in lieu of "FOE". Please provide clarification.

RESPONSE TO QUESTION NO. 19

We concur. The existing designations in the building are reversed. This error was field verified. The future design has been modified to correct this error.

QUESTION NO. 20

In the same table referenced in #3 above, it indicates that AHU's located on the 7th floor serve sections of the lower floors. This is inconsistent with other sections of the design narrative and the drawings. Please clarify.

RESPONSE TO QUESTION NO. 20

The table is based on a combination of field verification and existing system drawings provided by the GSA. WSP F+K is confident that the table is an accurate representation of the existing system configuration.

QUESTION NO. 21

Drawing MH-603-SH single duct VAV terminal unit schedule indicates that the minimum airflow set points are approximately 25% of the maximum flows, with no reheat at these boxes. Appendix A3 of the Owner's Project Requirements, section 9, page OPR13 requires that temperature be maintained to +/- 1 degree F. Elsewhere in the documents, reheat is called for at each AHU, but not at each VAV terminal unit. Without individual reheat at each VAV terminal unit it will be very difficult to achieve this requirement. Please verify if the +/- 1 degree F temperature tolerance is required.

RESPONSE TO QUESTION NO. 21

It was determined that VAV box reheat was not required for this project based on the limited heating requirements.

QUESTION NO. 22

In OPR, Appendix 3, page OPR-12, section 7.1 a 45% indoor relative humidity is called for in the Courthouse building and 65% RH for all other spaces. Dwg MH-602-SH AHU schedules call for leaving air temperatures for FOB and Courthouse AHU's the same at a 51 degree F leaving air temperature which is satisfactory for the FOB spaces, but is not low enough for the courthouse. Please confirm if the 45% RH is the correct indoor design condition for the courthouse building.

RESPONSE TO QUESTION NO. 22

The indoor design conditions were derived from the PBS P100 as well as the USCDG. These conditions were followed throughout the design.

QUESTION NO. 23

The Design documents and the Design Narrative require new variable volume air handling units for the Courthouse. The Design Narrative, section 3.3.2.4, page 23 of 62 has a table indicating minimum air circulation rates for the courtrooms between 6-10 air change rates which are in conflict with a variable volume system. Please clarify that these table values do not apply to this project or that the system type is not variable volume.

RESPONSE TO QUESTION NO. 23

A special fan powered box air delivery system has been designed to ensure that all courtrooms receive the required amount air circulation while modulating the primary air to operate as a VAV system. Please refer to the air riser and sequence of operations for more details.

QUESTION NO. 24

Particular agencies publish their specific design standards (US Courts Design Standard), GSA publishes their A/E Design Standards, the OPR requires a LEED Certification which is a different design guideline than either the previous standards and which references other ASHRAE, IESNA, ANSI, ASTM standards, and then the OPR requires the BDB Contractor to comply with the International Codes. What is the priority level of the above standards? Which takes precedent, LEED, Agency, GSA, International code?

RESPONSE TO QUESTION NO. 24

All standards were compared and adhered to. Refer to P-100, National Codes and Standards, Paragraph 1.3.

QUESTION NO. 25

GSA follows the EPACT energy modeling requirement, LEED follows the LEED Energy Modeling Protocol. Do the LEED energy modeling protocol and LEED goals supersede the EPACT requirements?

RESPONSE TO QUESTION NO. 25

LEED Protocol was followed for the energy modeling.

QUESTION NO. 26

In the Scope of work (E-003-DS) description item number 3, it is indicated that a temporary panel board and feeder supplied by the FOB will be used to supply the courthouse loads while substation replacement takes place, and that this panel may be left in place. In the Substation replacement notes for the courthouse (E-004-DS), it is indicated that there is an existing panel board in the courthouse basement that is supplied by FOB Substation #1. Please clarify if there is a need to furnish and install a new temporary panel board and feeder or not.

RESPONSE TO QUESTION NO. 26

The existing feeder and switchboard in the Courthouse building indicated on drawing E004 can be used as the temporary feeder in question. The contractor needs to consider the use of this existing feeder from substation #1 into the phasing sequence of the project.

QUESTION NO. 27

Please indicate what criteria will be used to determine that a feeder or anything else has extended its useful life.

RESPONSE TO QUESTION NO. 27

All feeders that need to be replaced due to their age are indicated as being replaced on the documents.

QUESTION NO. 28

The electrical drawings do not depict any information for the temporary facilities required to serve temporary cooling equipment such as the air cooled chillers. Can these be connected to substation #2?

RESPONSE TO QUESTION NO. 28

It is the responsibility of the contractor to investigate any options to provide temporary cooling. If the contractor would like to use temporary electric chillers it is his responsibility to coordinate electrical power to accommodate such in the phasing of the project. There is no gas feeding the FOB.

QUESTION NO. 29

Has a recent water flow test been done? What were the results and can we get a copy?

RESPONSE TO QUESTION NO. 29

No water flow test was performed. If BDB contractor believes that this test is required to complete the design, the BDB contractor shall perform this test and the associated cost shall be included in base contract.

QUESTION NO. 30

The bridging drawings specifically show temporary swing space build out per phase. We assume that the swing space build out shown in the bridging documents was a result of comprehensive planning during the preparation of the bridging documents. In order to properly judge the level of design and construction effort associated with the swing space after each move, please confirm that we can rely on the build out indicated to establish the extent of swing space new construction for each phase.

RESPONSE TO QUESTION NO. 30

The Phasing Plans are a suggested concept. It is the responsibility of the BDB Contractor to submit comprehensive Phasing Plans and be responsible for completing the swing space design and meeting with the each agency to obtain GSA approval of the proposed layout. Completing the design shall include all work necessary to properly document a "Turn Key" swing space solution for the designated tenant. This work includes, but is not limited to, existing space FFE inventory for each tenant, proposed FFE layout for each tenant, design of electrical, data, telecommunications, security, ventilation and air conditioning, and other building systems.

The BDB Contractor can submit an alternate cost effective phasing plans which shall meet the program requirements of each agency.

QUESTION NO. 31

The project requirements call for the final design to be created utilizing BIM. The project requirements also call for project record drawings. Will GSA require that the BIM model utilized for design purposes be maintained and updated during construction for the purpose of keeping an “as built” record. If so, will the submission of the BIM model be required as part of the records documents?

QUESTION NO. 32

The existing building does not have operable domestic hot water supplied to the lavatory fixtures. Per the 2009 International Plumbing Code, Section 416.5, “Tempered water shall be delivered from public hand-washing facilities.” Section 202 of the same code defines tempered water is defined to be “water having a temperature range between 85 F (29 C) and 110 F (43 C).” Please confirm that the base-bid does not include the provision of tempered water to the public lavatories.

Please confirm there will be no exemption from paying Construction Municipal Tax of San Juan.

No tax exemption apply to the Project. The BDB contractor is responsible for all applicable taxes.

Please confirm the installation of exterior windows will be completed before mobilization by the Design Build

Contractor.

It is GSA intent to complete the installation of the window prior to the Degetau Project. The BDB contractor is responsible for any coordination required for the Project.

Please confirm the Warranty period for Modernization work will begin when the work is accepted by GSA.

The warranty period will start at the substantial completion of each phase.

The art work includes the paintings hung in the existing USDC lobby and was shown to the BDB contractors during the walkthrough on February 25, 2010.

There is no requirement of filing the building drawings to local authorities. But, BDB Contractor shall obtain local permits i.e. Hazmat, sidewalk crossings, street closures etc as required by local laws.

Section 01 12 16 part 1.5, B, b Field office to be located in unoccupied space on the 7th floor, please indicate the space available. Also confirm that BDB contractor will have access during both normal business hours and after hours as required by construction activities.

RESPONSE TO QUESTION NO. 44

GSA will provide approximately 600 SF space. Exact location(s) will be identified by BDB and GSA during design development. The field office shall be subject to the phasing moves as needed.

The BDB contractor will have access to those spaces during both normal business hours and after hours as required by construction activities. This activity shall be coordinated with GSA, FPS and USMS.

QUESTION NO. 45

01 23 13 Options 1.2 E. & 1.3 A. seem to be in conflict please review and confirm the duration the government has to accept an option.

The duration for the Government to exercise the options is 180 calendars days. See response in amendment #7.

QUESTION NO. 46

Please confirm what is intended regarding removing hazardous materials under fixed furniture or equipment.

RESPONSE TO QUESTION NO. 46

The intent is to remove only materials to be impacted by the renovations. If materials exist under fixed objects that are not to be removed, then these materials can be left in place. Unless otherwise indicated on the Architectural drawings

QUESTION NO. 47

A. The scope of work section Hazmat 4.5.1.3 stated as a positive or assumed finding the wall mastic on the interior of the exterior wall. The drawings on section HA-101-B1 trough HA-141-00 does not mention any wall mastic removal.

B. On section Hazmat 4.5.2.3 stated that all the yellow caution paint on mechanical areas, dark brown paint on metal door frames, brown paint on metals doors, white paint on all piping, green paint on exterior condenser, white paint on roof parapet contains Lead Based Paint based on the risk assessment of Mr. Benjamin Sallemi a New York licensed inspector that he stated the results on appendix H4. Please verify if these items are schedule for removal because all these findings do not appear on the drawings.

Note : A Risk Assessment is not the same as a Comprehensive Lead Base paint study meaning that more Lead can be found on enclosed areas.

RESPONSE TO QUESTION NO. 47

A. The Project does not require the removal of mastic of interior of the exterior wall. This information was provided for information. If the scope of new work disturb or impact the interior of the exterior wall BDB contractor shall perform the work as the area is contain hazardous material.

B. Federal or Local Law does not require the removal of lead paint. OSHA maintains that workers who will be exposed to detectable level of lead must be properly protected. The OSHA lead in Construction Standard identifies the precautions needed to execute this work.

QUESTION NO. 48

PCBs” ballast are estimated to be 6,000 on Hazmat section 4.5.3. Please confirm quantities.

This is only an estimate. The exact amount will be confirmed by the BDB contractor during construction.

QUESTION NO. 49

No inventory of fluorescent tubes and emergency exit signs that may contain Mercury vapors exists on the scope. Does an inventory exist for a quantity to be disposed off?

No inventory exists which assesses the quantity of fluorescent tubes and emergency exit signs that may contain Mercury vapors to be disposed off.

QUESTION NO. 50

The revised table of contents of the specifications for the Toledo Courthouse, as included in Addendum #1, does not fully annotate what has been revised. It only indicates what sections have been added or deleted in their entirety. Similarly, the annotations on the drawing list only indicate new sheets added to the set. However, numerous specification sections contain strikeout text and drawing revision bubbles throughout the set. Can the GSA provide a list of sections and drawings that have been revised?

A CD showing which reflects the 100% final scope of work was submitted to the BDB contractors.

QUESTION NO. 51

Section 4.5.1.3 of the OPR, Asbestos Analytical Results, identifies ACM, material with greater than 1% asbestos in the wall mastic on the interior side of the exterior wall. However, drawings on section HA-101-B1 through HA-141-00 do not call for any wall mastic removal. Please clarify if the wall mastic has to be removed.

Section 4.5.2.3 of the OPR, Paint Analytical Results, identifies LBP in all yellow caution paint on mechanical areas, dark brown paint on metal door frames, brown paint on metals doors, white paint on all piping, green paint on exterior condenser, and white paint on roof parapet. However, none of these items are shown on drawings as to allow bidders to perform a quantity take-off. Please clarify if this scope item can be included as an allowance and the dollar value to be included by all bidders.

No inventory exists which assesses the quantity of fluorescent tubes and emergency exit signs that may contain Mercury vapors to be disposed off.

QUESTION NO. 54

FOB Door Schedule A-600-00 & A-601-00.

The comments column on the door schedule lists, “security card access” for several of the doors. In some cases, this comment is listed for an existing door and frame that are only to receive a new lockset and cylinder core. Is the BDB Contractor to assume that every door labeled with “security card access” on the door schedule requires a new proximity reader, or are some of the readers existing?

Some of the existing doors have proximity readers for security card access. New proximity readers are required for existing doors numbered G50B, 223, 225A, 270, 314, 320, 331A, 355, 747, and for all new doors scheduled for “security card access” in the comments column of the door schedule. All remaining existing doors scheduled for “security card access” have existing proximity readers.

Is it the GSA’s intent that we include our schedule narrative in response to #3: Schedule/Phasing or #4: QC Plan? The RFP currently includes a description of the schedule narrative in the QC Plan section.

Confirmed. The existing prisoner cell exhaust system shall be preserved for future use. Since the program of the space has not been modified, this system will function properly as it is an isolated system that will not be affected by the building wide renovation.

Per 4.1 the following is stated “If needed, cable tray(s) shall be installed above the ceilings to provide proper support and strain relief to new data cabling. The BDB Contractor may propose an alternate method subject to approval tenant agency IT staff.”

In 2.1, the following is stated “In all other areas, J-hooks or equivalent are preferred for cable support. Use of external conduit is to be kept to a minimum.”

Please indicate if Cable trays are required or if J-hooks or equivalent can be used.

Structural drawing S-131-B1 does not show anything at this location. Please advise if there should be a post and foundation at this location.

On MH-003-DS the Phase 4 plan includes the replacement of the 7th floor air-handling equipment and duct risers between the 7th floor and 5th floor. There is no requirement to provide temporary air-handlers to serve the 5th and 7th floor spaces during this phase. Will the 5th and 6th floor be occupied during this phase or is temporary air-handling equipment and ductwork requirement? If temporary equipment is required, can the units be located on the 5h and or 6th floors.

RESPONSE TO QUESTION NO. 65

The current tenant phasing plan includes that FBI spaces being fully occupied during the entire construction period. This includes the entire 5th floor and a large portion of the 6th floor. The current phasing strategy describes the demolition and removal of the 7th floor systems prior to the limited renovation of the 5th and 6th floors. All equipment serving the 7th floor Kitchen/ Cafeteria areas has been relocated to the roof. This would give the contractor additional space in the mechanical rooms to perform phased removal of the existing units serving the 5th and 6th floors. It was the suggestion of the design team that this strategy was a feasible and cost effective way to handle the removal while keeping the 5th and 6th floors active. The phasing narrative is only a suggested plan. If the BDB (Bridging Design Builder) prefers to provide temporary systems or a modified phasing narrative, he has the possibility to make modifications provided that it does not increase the cost to the Project.

QUESTION NO. 66

Drawing Sheets: E-004-DS, E-501-ER, 9-E-48RA

On sheet E-004-DS the Phase 2 narrative shows the loads from Substation #1 moving to the new Substation #3, but sheet E-501-ER and the existing building electrical riser sheet 9-E-48RA, conflict on the loads that are existing and the loads shown to be moved to the new substation.

The existing building riser shows the 1600A bus duct on the existing unit sub#1, but the new substation #3 shows the 1200A bus duct that the existing drawings show on unit sub #2.

Is this correct, and can we redistribute the loads on the unit substation?

RESPONSE TO QUESTION NO. 66

The new riser diagram E-501ER is not equivalent to the existing riser since the new scheme incorporates 2 substations for power distribution versus the old scheme which used 3 substations. Secondly, the existing riser 9-E-48RA has the substations mislabeled according to field observations.

The design, as shown on E-501ER and as described in Phase notes on E-004DS, is correct. In comparison to the existing riser, the new riser still connects the 1200A normal power bus duct to the same substation that also feeds the emergency power systems. By default loads will be shifted in the new distribution scheme since 1 substation is being eliminated. The service providing power to the eliminated substation will be used to provide power to the fire pump.

The phase notes on drawing E-004DS mention a “new substation #3”. This is actually new substation #2 on the riser E-501ER. The phase notes kept the description as #3 since the new substation is placed where old Substation #3 was and also because old substation #2 is still in service at that point in the phasing. Having a new substation #2 and an old substation #2 could be confusing so we referred to the new substation put in place of old substation #3 as new substation #3 on E-004DS. (WSP F+K – 3/10/2010)
