Solicitation: GS-01-P-17-BW-C-0006
Title: Barrier Wall Project at the Social Security Administration
Office in Montpelier, Vermont.
Response to questions as of 1/12/2017
Question 16: Specification section 233113 calls for LEED submittals under section -1.4-B. There are no other specification sections in the mechanical specifications asking for LEED submittals, and I believe that this is probably an error, please advise.
Response: Delete the reporting requirements for the LEED submittals noted in Spec section 233113.1.4.B.
Question 17: Spec section 010400/3.4/E.2 – Please clarify if a security enclosure fence with a Gate is required to surround the facility during construction and or if just a partial enclosure is required, please specify location of enclosure.
Response: In the event that a contractor chooses to install, or is required to install by way of other safety regulations (i.e. OSHA), a security fence to maintain temporary security/safety to an outside operation, the contractor is required to meet the requirements of Sect 010400.3.4.E.2. There is no requirement to install a security fence barrier system around the 33 School St. property for the duration of the project.
Question 18: Drawing C101/Note 2, 3 & 4 references the LPG tank removal and replacement. Is it the intention to replace the buried tank with a buried tank or be placed above ground? and is it the intent to stay with the existing gas company?
Response: The vendor owned LPG storage tank is to be removed by the current vendor as noted (Note 2). The existing below ground tank is to be replaced in kind and size as noted C101.4 with a 1,000 gal below ground rated tank supplied by the contractor. See M502 for tank installation requirements. GSA has been in discussion with Amerigas and they are able to provide the new 1,000 gal tank to the general contractor, if so desired. For this construction contract purpose, GSA will continue to use Amerigas as the propane supplier to 33 School St.
Question 19: Who is responsible for supplying the propane for heating the building during the duration of the project?
Response: As noted in the revised Spec 015000, GSA is responsible to supply the propane to provide heat to the building during the construction. The contractor is responsible to monitor propane usage and communicate with the GSA project manager vis the need for propane usage. Please note the

Question 20: Can you confirm if the general contractor is responsible for plowing and snow removal for the entire parking lot and yard?
Response: The contractor is responsible for snow plowing and removal in accordance with General Note #12 on sheet C001.
Question 21: I cannot find the spec. on the Intrusion Detection System (IDS) anywhere. Drawing E 401 on the Colby Company Drawing set says to refer to the Smith Group drawings for specifications on equipment but I do not see them anywhere. Am I missing something?
Response: The document titled “Electronic Security System – Statement of Work,” which will be added by Amendment 0003, contains all of the specification and performance requirements for the Intrusion Detection System (IDS), the Video Surveillance System (VSS or CCTV), the Duress System and the Physical Access Control System (PACS). The document titled “MAR-2015.doc” contains the permitted IDS panels for connection to the DHS MegaCenter and the protocol to follow to make that connection. Please note the following:
1 - The PACS system is a standalone system it does not connect to any outside phone line or to the SSA network within the building.
2 - the VSS / CCTV system is standalone it does not connect to any outside phone line, the SSA network or as shown on sheet E401 to the IDS Security panel.
3 - The IDS and Duress system is to connect to the MegaCenter as defined in the SOW.
4 - The Smith Group drawings contain NO information regarding the IDS, Duress, VSS or PACS systems.
