Final Questions and Answers

Question: IRT Vibration Analysis - I can only identify two pieces of equipment that are 75HP or above from the information in the inventories.

I see some larger pieces that may have larger motors but are not identified with a HP rating. I am not sure if I am missing anything. Can you please provide greater detail as to the quantity and specification of motors to have vibration analysis?

Answer: It is just the (2) 75 HP motors at the Giaimo that are being tested via the vibration analysis. The McMahon and the Lee do not have 75HP or above motors. See Amendment

0011 for change in unit of issue from YR to EA.

Question: I was told when this line item was requested that only the two motors at the Giamo in the cooling towers were the ones this was directed at. It is also a line item price for two motors, e.g. QTY = 2 EA on the 1449, correct?

Answer: Yes

Question: The requirement states motors at or above 75 HP. As this may leave many important pieces of equipment subject to failure, I am wondering if the Spec should read 7.5HP?

Answer: No

Question: Also just to clarify, are the motors the only component to be tested or are the driven components (pumps, etc.) also to be tested?

This is usually the case with vibration analysis surveys. The description only mentions motors

Answer: Just the motors are to be tested

Question: On page 115 of the SOW, it states that the emergency and standby power systems are to be inspected on a monthly basis, but on the equipment list for site CT0059, page 13, states weekly test run for emergency generator. Do all 3 sites require weekly test runs?

Answer: McMahon has automatic weekly test runs and the Giaimo and Lee are weekly as well.

Question: What is GSA’s expectation for QC inspections performed at the contractor’s corporate level?

Answer: Please bid as specified in the SOW and the RFP, including Sections L and M.

Question: Will the government provide the contractor with the 2009 PBS Preventive

Maintenance Guides or the latest version used in Region 1?

Answer: Latest version 2012 Draft @ 90% review is attached with amendment 0011.

Question: In addition to software upgrades, what is the proposed operational sequence of efficiency changes that the government is aware of?

Final Questions and Answers

Answer: There are no proposed operational sequences of efficiency changes that the government is aware of; GSA requires software upgrades as they become available.

Question: Please identify the chillers in McMahon requiring the R-13 eddy current testing.

Answer: Eddy current testing is to be performed in accordance with manufacturer’s recommendations and industry standards. There are (2) 200 ton Trane chillers that operate on

R-22.

Question: Please provide the equipment number for the R-14.

Answer: R-14 is a refrigerant purge system. There is only 1.

Question: C.13.2.7. Must all snow be removed from the premises or just the accumulation that exceeds that which can be pushed off the roads, parking spaces, and walkways or impedes vehicular operators or pedestrians?

Answer: Section C.13.2.7 is entitled "Snow and Ice Removal for Areas Requiring Heavy

Equipment - McMahon Building in Bridgeport ONLY (See Pricing Snow Exhibit)" Please bid as specified in that section and the Pricing Snow Exhibit. Yes, remove accumulation that exceeds.

Question: During our preparation of the cost proposal we noticed that there are no quantities listed on the SF1449 for several CLIN items (0014 to 0039, 0041 to 0048, 1014 to 1039, etc.).

Shall we use the estimated quantities per section M of the solicitation on pages 173 to 179?

Please advise.

Answer: There are no quantities on the SF1449 because these are not recurring services and may or may not be ordered. Offeror is to propose a price applicable to the unit of issue on the

SF1449. The quantities in Section M will be used for evaluation purposes only.

Question: Is it acceptable for the proposal to be printed double-sided or would you prefer that it only be printed on one side of the paper? We didn’t see a reference to FAR 52.204-4 in the solicitation

Answer: Yes it is acceptable for proposals to be printed double-sided.

Question: SF 1449. Above Standard Services Window Washing, Blinds and Coverings, and

Tree Thinning are specified as EA. Does this mean each window, each blind and coverings and each tree or does the EA mean each time the job is performed for the building, i.e., all windows, all trees, etc.

Answer: It does mean each. We are looking for individual pricing per blinds and the trees.

With the windows we provided the entire square footage of the windows and are asking for the price based on that.
