Public Building Service

PBS is the largest public real estate organization in the United States, providing facilities and workspace solutions to more than 60 federal agencies. PBS aims to provide a superior workplace for the federal worker and superior value for the U.S.

taxpayer. Balancing these two objectives is PBS’s greatest management challenge.

Public Building Service

PBS’s activities fall into two broad areas. The first is space acquisition through both leases and construction. PBS translates general needs into specific requirements, marshals the necessary resources, and delivers the space necessary to meet the respective missions of its federal clients.

Public Building Service

The second area is management of space.

This involves making decisions on maintenance, servicing tenants and ultimately, deciding when and how to dispose of a property at the end of its useful life.

Proposal Evaluation

Award will be made to the Offeror that provides the best value to the Government.

Offerors are cautioned to make their initial offer their best offer, because award may be made with out discussions.

The best value process permits trade-offs between price and technical factors and allows us to make award to other than the lowest price offer. Award is to be based on a comparative assessment of proposals against all evaluation criteria.

Price Evaluation

Total Evaluated Price

– Percentages proposed applied to the Contract Price Form

– Resulting lump sum price for normal and after hour work in the base year and Option 1 through 4 for groups A through H.

– Evaluation only. Not representative of the amount of work intends to have performed. See Limitations.

Technical Evaluation

Technical Criteria:

1. Experience with Similar/Comparable Projects and Past Performance

2. Management Plan and Key Personal

3. Quality Control Plan

Technical Factors are listed in descending order of importance. All evaluation factors other than cost or price, when combined, are significantly more important than price.

However, the importance of price should not be minimized since as technical proposals become more equal in merit, the total evaluated price becomes more important.
