Solicitation Number GS-01P-11-BZ-D-0005 Amendment Number 0001

(3.) On Page 17 of 21, Section III.B.7 of the Agreement, correct paragraph (a) from “Protests, as defined in section 31.101 of the Federal Acquisition Regulation” to “Protests, as defined in section 33.101 of the Federal Acquisition Regulation”

(4.) The following written questions were submitted by potential offerors and are answered as part of this amendment:

Q1. Pg 6-7 of 21, Section II.C.1 Past performance and similar experience on comparable projects:

This section outlines the criteria for relevant past performance. The last bullet on page 7 says, “the total project construction cost at award of the construction contract(s) was less than $100,000.00”

Will past performance project over this amount be accepted? Will projects submitted over the stated value receive the same consideration as project under? Will you consider raising the maximum price to $250,000.00?

A1. Page 6, Section II.C.1(a) of the Solicitations states, “The similarities to the characteristics listed are more important than the quantity of projects presented.” Yes, past performance over this value will be considered. However, the greater the similarity of the project presented to the characteristics provided, the higher the rating will be. No, the criteria will remain as established because the maximum value of individual delivery orders to be issued under the resultant contract is $100,000.00.

Q2. SECTION II Prices, II.B Contract Price Form:

Will the government provide these tables in Excel format for proposal purposes?

A2. No.

Q3. Statement of Work, page 1:

Does the GSA anticipate any design build work over the life of the contract or is all the work bid build?

A3. No, although specifications for individual delivery orders can be of either the design or performance type. The Statement of Work provided on page 1 states:

“Specifications for individual delivery orders will be either of the design or performance type.

(a) A design specification is one which contains precise requirements, such as methods of construction, measurements, materials and equipment to be used, tolerances, and other detailed

- 3 -requirements. A design specification describes how the requirement is to be achieved.

(b) A performance specification is one that states requirements in terms of the required results with criteria for verifying compliance, but without stating the methods for achieving the required results. A performance specification defines the functional requirements for the asset and/or component, the environment in which it must operate, and the interface and interchangeability characteristics. Performance specifications shall not describe how a requirement is achieved, require the use of specific materials, or parts or give detailed design or construction requirements beyond those needed to ensure interchangeability or interoperability with existing or proposed items. The performance specification establishes performance and acceptance criteria for the assets as complete entities.”

Q4. Section 001102 Price Schedule:

Will the GSA provide these price schedules in Excel or Word Format?

A4 . Yes, a Microsoft Excel format is provided as an attachment to this amendment. The Microsoft Excel version of the Price Schedule (Unit Price Agreement) is for your use and information only and is NOT required to be submitted with the proposal. Please reference Solicitation Pages 5-6 of 21, Section II.B., Price Proposal, for information to be submitted with your proposal. Also, reference Solicitation Page 20 of 21, Section V.E., Total Evaluated Price for information regarding the calculation of the total lump sum price.. It is emphasized that the total lump sum price is to be used for evaluation purposes only and does not represent the amount of work that the Government intends to have performed under this contract.

Q5. Please provide Vendor Past Performance Evaluation Worksheets in Word Format or PDF that allows writing. The current form will not allow evaluators to type.

A5. The Vendor Past Performance Evaluation Worksheet is attached as a fillable PDF file.

Q6. In regards to the percentage factor that is to be entered into the spreadsheet. If we believe our cost should be 20% over the fixed price, is that the number to be entered into the box?

A6. No. If you place 20% into the spreadsheet, then your price would be only 20% of the estimated unit price. If you anticipate your price being 20% greater than the estimated unit price, you would place 120% into the box. Likewise, if your price is 20% lower than the estimated unit price, you would place 80% in the box.
